Brief Subject Title YMCA Budget Request
Agenda Item Wording Discussion/Recommendation regarding YMCA Budget Request in the amount of
$65,564.00 for 2027
Submitted By David Winger
Submitter Email Address parksdirector@cityoflakegeneva.gov
Purpose of Committee Request General Business
Background / Request Background
On September 30, 2026, the YMCA submitted a budget request for its 2027
operations at Veterans Park, requesting a 3% increase in the City's annual
payment. The requested increase would bring the City's payment to $65,564 for
2027.
The attached YMCA budget request and City staff review document provide the
basis for evaluating the request. City staff has identified several financial and
operational considerations that should be addressed before a 2027 agreement
is finalized.
Financial Review
Complete Operating Budget - The YMCA's original budget request did not
include all revenues and expenses associated with Veterans Park operations,
including tournament and concession operations. City staff incorporated these
items into its review document to provide a more complete picture of the
YMCA's operating finances in the park.
Resident Participation - Based on information provided directly by the YMCA,
Lake Geneva residents account for approximately 34.5% of total participants in
programming at Veterans Park. This figure may be overstated because
individuals with a 53147 ZIP code are counted as residents, regardless of
whether they reside within City limits.
Indirect Costs - The YMCA's request includes several indirect costs attributed to
Veterans Park programming. City staff questions whether these costs should be
included in the City's payment calculation when they represent organizational
expenses the YMCA would incur regardless of its programming at the park. The
YMCA should clarify these expenses and identify which costs are directly
attributable to Veterans Park operations.
Significant Year-over-Year Expense Changes - Several expenses show
substantial changes between the 2026 and 2027 budgets. City staff would like
the YMCA to explain these changes and provide supporting details before an
agreement is reached.
Page 1/4
Additional Value Provided by the City
The City does not charge the YMCA for exclusive use of Veterans Park's athletic
diamonds, open space, or garage. This access represents an additional
contribution by the City beyond its annual payment and should be considered
when evaluating the overall financial arrangement.
Programming and Future Coordination
The City does not currently provide programming at Veterans Park as part of this
agreement. While avoiding direct competition with YMCA programming is
important, the City should explore opportunities to offer complementary or
cooperative programs that expand recreational opportunities for residents and
make effective use of Veterans Park.
Recommended Next Steps
Before finalizing the 2027 agreement, City staff recommends that the YMCA:
- Provide explanations and supporting details for significant year-over-year
expense changes.
- Clarify indirect costs and identify expenses directly attributable to Veterans
Park operations.
- Confirm that the operating budget includes all relevant revenues and
expenses, including tournament and concession operations.
Addressing these items will give the Park Board and Common Council a more
complete financial picture to evaluate the requested payment increase and
guide discussions regarding the City's financial contribution and the overall
partnership.

2027 Cost Analysis and Demographic Study for Geneva Lakes Family
YMCA Operating as the City of Lake Geneva Recreation Department at
Veteran's Park
City of Lake Geneva review of the YMCA's September 30, 2026 funding request for 2027
Purpose
The purpose of this document is to show a clear and transparent relationship between the City of Lake
Geneva and the Geneva Lakes Family YMCA (as it operates as the City of Lake Geneva Recreation
Department at Veteran's Park). It sets the YMCA's 2027 request beside its 2026 request, the concessions
and tournaments revenue and expenses the request leaves out, the City's own costs, and the City's
proposed payment.
Color key: black = YMCA requests (2026 and 2027). Red = concessions and tournaments added.
Purple = City costs. Blue-gray = City proposal of $28,000 with all indirect costs removed.
Concessions and tournaments use the amounts in the YMCA's 2026 request ($55,000 and $25,545 in revenue;
$46,265.67 and $9,415 in expenses) as the 2027 projection. The 2027 request reports neither.

Why $28,000
The $28,000 is a ceiling, not a cost need. It is the City-resident share (34.5%) of the gap the YMCA's own
request implies once the undocumented contract employee and the card fee and YUSA calculation errors
are removed, rounded. Indirect costs are not part of the City's funding basis. With them removed and
concessions and tournaments counted, the YMCA's programs cover their direct costs before any City
payment (row 4).

4. All indirect costs removed, concessions and

Any payment would be reduced by the agreed value of the field use the City provides to the YMCA at no
charge.
City Proposal
• Annual payment of up to $28,000, reduced by the agreed value of free field use, for a one-year
term with no automatic increase.
• Payment tied to verified City-resident registrations (by address).
• Gross revenue share on tournaments, rentals and concessions in place of net proceeds, supported
by sales and booking reports.
• Expenses reported by program, including concessions and tournaments, with the fee schedule and
aid given to City residents.

Parks Commission agenda – background information
I. Item #7: Discussion/Recommendation regarding YMCA Budget Request for 2027
Background for Board Report:
Much of the background for this item can be found in the packet as part of the agenda memo. The YMCA
is asking for a 3% increase in City payment for programming out at Vet’s Park. The City values the
partnership with the YMCA. Through analysis of all revenue and expenses in YMCA operations at Vet’s
Park, the City would like to discuss some of the expenses allocated to the program as some are indirect or
put another way would be expenses the YMCA has even if there were no programming at Vet’s Park. We
also have questions about who is considered a resident in their processes. Through discussions it has
become evident that some participants that live outside of the City are being billed as residents. In all, the
City is recommending a change of payment of up to $28,000.00 for 2027 based.
Board Role:
Discuss the information provided and advise whether the Board supports proceeding with the City
recommended payment of $28,000.00 for 2027 to be forwarded to Council or discuss if another
recommendation should be sent.
II. Item #8: Discussion/Recommendation regarding Easement for Alliant Energy in the
Conservation Area of Symphony Bay
Background for Board Report:
The developer for Symphony Bay agreed to dedicate land to the City as part of their Developer’s
Agreement. This dedication gives the City an extra 12 acres which includes a gravel walking path and a
dog park. The HOA is responsible for upkeep of the dog park while the City will maintain the rest of the
area.
As discussed in the August meeting, Alliant Energy inquired about an easement along the portion of the
property paralleling Townline Rd., in lieu of using the existing right-of-way. Alliant is offering $1.00 for
the easement. See the attached agenda memo and Exhibit B for details. Staff has requested clarification
from Alliant on why the additional right-of-way is needed and how the $1.00 offer was determined; a
response is still pending.
Board Role:
Discuss the information provided and advise whether the Board supports proceeding with the easement
request and make a recommendation to Council either recommending or not recommending approval of
the request.
III. Item #9: Discussion/Recommendation regarding 2027 Operating Budget & 2027-2031 Capital
Project Prioritization
Background for Board Report:
The Board has prioritized projects for capital improvements and is being asked to further refine that list as
there are many project requests across the City. Please note that many of the projects in Parks Capital
indicate donor or grant funding will be needed.
Board Role:
Prioritize capital projects based on the provided and attached list.

Agenda Memo Review and Approval Procedure
1. Purpose
This procedure governs how agenda memos move from initial drafting through committee recommendation and final
Council approval. It applies to all agenda memos submitted by City staff or a designated contractor.
2. Overview: Two Phases
The workflow runs in two phases:
Phase 1 — Committee Level. Department Head submission to City Attorney (purpose dependent), and City
Administrator review, and ends with the item going through the required committee(s).
Phase 2 — Council Level. Begins once committee review is complete. The Department Head submits a
truncated form incorporating any changes, which goes through City Attorney (purpose dependent) and City
Administrator review before the item is finalized for the Council agenda.

Agenda Item Wording Discussion/Recommendation regarding Easement for Alliant Energy in the
Conservation Area Near Symphony Bay
Submitted By David Winger
Submitter Email Address parksdirector@cityoflakegeneva.gov
Purpose of Committee Request Contract Review/Approval
Background / Request On 7/31 a representative from TRC Companies who is working with Alliant
Energy on this project reached out to ask for additional right-of-way (ROW) in
the conservation area parkland that was recently dedicated to the City. Attached
to this memo are Exhibit A and Exhibit B depicting where exactly the easement
and work would be. This was taken to the Park Board on 8/18 but the group felt
there was insufficient information given for them to make an adequate decision.
The reason as to why Alliant can't use the current ROW and why the offer of
$1.00 was given are the chief reasons why the group viewed the information as
insufficient.
The Parks Director has been in contact and received this response explaining
why they need the additional ROW:
"We are aware of other buried utilities in that particular stretch of the ROW along
Townline Road - there are telecommunications, gas, and water utilities. I don't
recall if there was any sanitary sewer marked the last time, I was in the field, but
there could be. This ROW is becoming crowded as each utility requires specific
offsets and clearance from neighboring utilities.
The line that Alliant intends to install here is a new feed out of the South Lake
Geneva substation, located on Edwards between Townline and Bloomfield. This
new feed will allow for additional development west of Edwards and provides a
Page 1/5
crucial connection for the neighborhood of Symphony Bay which currently has
only one main feed.
It is common practice for electric utilities to seek an easement for 'trunk line'
facilities such as this because they provide the backbone of the distribution
architecture in that area. By having these new facilities located in a property
with an executed easement, the relocation costs of these facilities, due to a road
widening project, are reimbursable. This is an important consideration when
planning new infrastructure.
The construction of this new line will be facilitated by HDD (horizontal direction
drilling) so there will be a greatly reduced impact to the property as opposed to
trenching for a new line. The new conductor is installed at a nominal depth of
36" and the conductor is housed in 6" HDPE conduit. No above ground
facilities are planned on the city's property here as the new line will be
terminated at a new switchgear facility just east of Sonata Way.
I hope that this narrative gives you a clear understanding of the scope of this
work and answers all your questions. If you still have any concerns, please do
not hesitate to contact me."
Specifics as to how crowded the current ROW is or how the determination of a
purchase offer for $1.00 has not yet been answered.

Continuation is appropriate if there is any interest in granting this easement.
Consideration should be given to the fact that it may not be in the City's best
interest to grant this easement for the sole purpose of allowing the utility the
ability to recover costs, which the City would have to pay, if there is ever future
road or utility work in the area. If the desire is not to consider the request then
that should be the recommendation to the Council.
