The only remaining items to address are the relocation of the Utility's equipment, followed by a final inspection. The DNR-required drain-down and inspection of the Host Drive Tower and Groundwater Reservoir 1 were completed. Fall hydrant flushing has been started, but was halted to allow for the two tank inspections. Flushing will resume the week of October 19th and is expected to continue for approximately two additional weeks. WASTEWATER OPERATIONS Collection system CCTV work continues, with the 2026 project area nearing completion of televising, which is expected to wrap up within the month. Delivery of the replacement jet-vac truck was completed in late September. However, the delivered chassis is longer than specified, and Staff is working with the vendor to resolve the resulting storage issues. More information will be provided for Commission consideration once a final resolution is available. With delivery of the jet-vac truck, crews are finalizing the last of annual collection system cleaning work. Coordination and installation of the temporary electric service for the Coven ant Harbor Lift Station was completed, as we continue to work with the Camp’s representatives to finalize items conditioned in the PIP of the Camp’s Dining Commons Project. OFFICE & ADMINISTRATION Third quarter collections are underway, and bills will be due on October 20th. Work on the STH 50 Utility Improvement Project continues, including the processing of right -of-way permits for projects located within the WisDOT project corridor. Coordination with WisDOT will continue through the anticipated project letting in November. The Utility budget schedule currently includes a review of projected capital projects in September, followed by a review of the draft O&M budgets in October, and potential Commission action approving the budget in November. The exhibit was developed to evaluate the feasibility of extending sanitary sewer service and to provide a basis for preliminary project planning and is included as Exhibit A. A conceptual construction cost estimate was developed based on the proposed conceptual sanitary sewer extension shown in the exhibit. The estimate is intended for planning purposes only and reflects the conceptual nature of the project at this stage. The construction cost estimate is attached as Exhibit B and totals $78,000, which includes a 20% contingency. A blank bid tab is attached as Exhibit C. MSA has also developed a fee estimate to complete the engineering design and construction -related services (CRS) required for the sanitary sewer extension. The proposed scope is detailed in the amendment and includes survey, design, permitting, construction administration and observation and record drawings drafting. The detailed scope and fee estimate are attached as Exhibit D; the estimated fee for the design phase is $18,800, and the estimated fee for CRS is $15,500, for a total of $34,300. To support budgeting and project planning, we recommend that the Developer use the bid tab (Exhibit B) and conceptual plan (Exhibit C) to solicit preliminary bids from local contractors. Please let us know if you have any questions. There will be a single-family lot development, which is starred below. The lot does not have sewer in front of it. So, to build, the lot developer would be responsible for extending sewer down Sage St to serve their lot with a lateral (a conceptual extension with a green dashed line and green circle manholes is shown below). Project assumptions: • The lot developer will complete bidding administration, construction contracting and select a contractor to perform the work. • While the work is for a lot developer, the contract is through the Owner listed on this contract, and correspondence with the lot developer will include the Owner and be at the Owners discretion. • Other utility relocations will not be required. • The fee estimate is based off a conceptual exhibit titled “SAGE ST SANITARY SEWER EXTENSION SITE PLAN” with a plot date of 10/13/2026. • Developer is responsible for obtaining a City Work-in-Right-of-Way permit. • No temporary construction easements are assumed. SCOPE OF SERVICES MSA will provide services as set forth below. No permits are anticipated for this phase of the project. SCOPE OF SERVICES MSA will provide services as set forth below. 1. Phase 100 – Field Survey & Basemap • Task 101 – Preliminary Field Survey & Basemap o In 2019 (when the sanitary system model was first constructed) City staff and MSA noted that some of the sanitary structures in GIS did not have accurate rim elevations, inverts and/or pipe sizing. The model was constructed using the best available data at the time. However, it was determined that an updated field survey of the east inceptor would refine the modeling results and better guide capital improvement planning. o Admin & Management: Manage and coordinate project team, budget and schedules. Maintain communication with stakeholders on project. o QA/QC: Employ documented quality-assurance/quality-control procedures throughout project. o GIS Basemap Data: Utilize available GIS data to use as basemap data for establishing necessary survey limits. Coordinate survey limits with Owner. o Preliminary Topographic Survey: collect location and elevation information of sanitary structures at the site. ▪ Assumes sanitary manholes will be surveyed from the WWTF to East Bloomfield Rd. ▪ Assumes a total of 79 structures along the east interceptor and connecting neighborhood pipes will be surveyed, with travel to/from the site. ▪ Structures will be opened, if possible, and data sheets gathering structure information will be completed. a. Assumes structure lids are not bolted down. b. The Owner will verify if a stretch of lids is bolted down between the WWTF and the Home Depot area; if the lids are bolted, the Owner will provide assistance with removing the bolts and ensuring the lids can be opened. ▪ Utilities will not be located for this survey and topographic corridor information will not be gathered. ▪ GIS linework will be used for property linework. ▪ MSA will provide dip sheets back to the City on findings in PDF or JPG format as preferred. o Preliminary Topographic Basemap: ▪ Draft topographic basemap exhibit showing manhole and pipe information, with RIM and invert elevation shown, in PDF format. ▪ Provide information in excel format, on a per manhole basis, ready for input into GIS. Page 42 of 85 Page 8 of 11 (Attachment A: Scope of Services) G:\07\07815\07815021\Contract\07815021 PSA 2026.10.13.docx • Task 102 – Field Survey & Basemap o This survey is anticipated to be completed after the sanitary system model updates, technical memo and conceptual design are completed. This survey is intended to gather topographic information for the project corridor where the proposed sewer is planned to go. o Admin & Management: Manage and coordinate project team, budget and schedules. Maintain communication with stakeholders on project. o QA/QC: Employ documented quality-assurance/quality-control procedures throughout project. o GIS Basemap Data: Utilize available GIS data to use as basemap data for establishing necessary survey limits. Coordinate survey limits with Owner. o Preliminary Topographic Survey: collect location and elevation information of topographic information at the site, including roadway terrace and utility features. ▪ Assumes a sanitary sewer route of 15,300-LF will be surveyed from the WWTF to East Bloomfield Rd. a. Approximately 3,300-LF is assumed to be wooded terrain. b. Approximately 12,000-LF is assumed to be urban corridor. c. Lineal footage includes approximately 25-LF of survey into adjacent roadway corridors. ▪ Water valves will be opened, if possible, and data sheets gathering elevation information will be completed. a. Assumes structure lids are not bolted down. ▪ Storm sewer will be opened, if possible, and data sheets gathering elevation and pipe information will be completed. a. Assumes structure lids are not bolted down. ▪ It is assumed the sanitary sewer along the corridor will already have been surveyed, and up to 10 sanitary sewer manholes will require spot checks to confirm data gathered in the first survey phase. ▪ Utility locate will be called via Diggers Hotline and the located facilities will be gathered with the topographic information. ▪ Property irons will be searched for and located if possible. Right- of-way research will be completed. A basemap will be drawn with property linework based off the iron search and research. ▪ MSA will provide dip sheets back to the City on findings in PDF or JPG format as preferred. o Topographic Basemap: ▪ Draft topographic basemap exhibit showing topographic information for use in design. ▪ Provide information in excel format, on a per manhole and valve basis, ready for input into GIS. 2. Phase 200 – Sanitary System Model Update • Task 201 – Project Administration, Management, Coordination and Meetings o Admin & Management: Manage and coordinate project team, budget and schedules. Maintain communication with Owner and stakeholders on project. Page 43 of 85 Page 9 of 11 (Attachment A: Scope of Services) G:\07\07815\07815021\Contract\07815021 PSA 2026.10.13.docx o QA/QC: Employ documented quality-assurance/quality-control procedures throughout project. o Meetings (external): Attend up to four meetings or calls with staff to plan, discuss and finalize the project. Unless otherwise noted, all meetings will take place remotely. o Meetings (internal): Internal project team calls are necessary to plan, discuss and finalize the project. All meetings will take place remotely. • Task 202 – Update Sanitary System Model o The City’s sanitary system model is currently built in XPSWMM software, which is being discontinued after being purchased by Autodesk. To ensure the longevity of the City’s modeling, MSA will convert the modeling to PCSWMM. o Install a flow meter and monitor in a newer manhole near a larger sewer branch to evaluate the actual peaking factor for the proposed development. Coordinate the final meter location with the LGU. o Update dry weather flow to reflect current conditions. o MSA will integrate the survey of the eastern interceptor into the modeling for rim elevations, inverts of pipes and pipe sizing. The model will be updated to reflect the new Big Foot Lift Station connection point and the recent development in Symphony Bay. The model will be re-run to identify those locations with capacity limitations for the 1-yr, 5-yr and 10- yr events to identify locations where pipe capacity is limited. o Modeling will assume the same peaking factors as in the original 2019 model. • Task 203 – Technical Memo & Exhibits o Modeling outputs will be displayed in GIS maps, provided to the City in PDF format. Maps will indicate portions of the system that are under capacity during different rainfall events. o Prepare short technical memo indicating how the modeling was revised, and recommendations on where capacity improvements are needed for the East Side Interceptor between WTTF and East Bloomfield Rd. 3. Phase 300 – Preliminary Design • Task 301 – Project Administration, Management, Coordination and Meetings o Admin & Management: Manage and coordinate project team, budget and schedules. Maintain communication with Owner and stakeholders on project. o QA/QC: Employ documented quality-assurance/quality-control procedures throughout project. o Meetings (external): Attend up to five meetings or calls with staff to plan, discuss and finalize the project. Unless otherwise noted, all meetings will take place remotely. • Task 302 – Conceptual Design o Review and evaluate conditions ▪ Review per the following codes, current version: Wisconsin Administrative Code. ▪ Identify critical failure points in sewer system that will be targeted, using the modeling outputs as guidance. o Evaluate potential sewer alignment corridors between the WWTF and East Bloomfield Rd. IT’S WHAT WE DO. We believe our expertise and reputation, our dedication to proactive client service, and our unique project approach provide a compelling relationship option for the City of Lake Geneva Utility Commission to consider. For more than 60 years, Ehlers has helped its municipal clients build strong and vibrant communities through its municipal advisory services. The following qualitative factors separate us from competing firms: Expertise . Ehlers has staff dedicated to the specialized work of completing utility rate studies. We serve clients across Wisconsin and throughout the upper Midwest. In the last five years (8/1/2021-7/31/26), our firm has completed over 200 utility rate studies and 78 conventional rate case applications to the Wisconsin Public Service Commission (PSC). Process. Our process is designed to facilitate effective decision-making. Our rate studies are completed in phases with the first phase being a Long-Range Cash Flow Analysis. To our knowledge, our competitors cannot complete an analysis to the level of detail we st rive for due to their lack of Municipal Advisor designation or do not complete this vital step. The analysis will provide decision makers with the framework for options on how to fund ongoing and future financial obligations. In addition, for the water utility specifically, we evaluate and educate the ways to navigate Conventional Rate Cases to their individual utility needs , not simply following the PSC math. Client-First Values. Ehlers prides itself on transparent communication, proactive service, and an unwavering dedication to deploying client resources most efficiently and effectively. At the core, we will provide the City and/or Utility Commission with ongoing dialogue and idea- sharing, independent analysis, customized rate options, and a competitive, value-oriented fee structure. Our team will be led by Jon Cameron, Joe Murray and supported by Bridgot Gysbers. Thank you for including us in this process. We appreciate your consideration and look forward to discussing how Ehlers can best serve the City of Lake Geneva Utility Commission . Page 57 of 85 City of Lake Geneva, WI Utility Commission 2027 W&S Proposal Ehlers Page 5 Scope of Service - Water Utility Rate Study The project team proposes to undertake the following steps for the Water utility. Our approach is flexible and has proven to deliver the information, recommendations, and facilitated discussions essential to setting utility rates with confidence and accuracy. Ehlers proposes and agrees to provide the following scope of services for the water utility rate study (“Study”): Phase I – Information Request, Review, and Long-Range Cash Flow Analysis • Under this phase we will assess the need for a Conventional Rate Case with the PSC using a long -range cash flow analysis. This analysis will make projections on future operation expenses, future capital funding, and identify future rate increases. • Prepare a cash flow analysis for the next 10 years, including the test year and beyond. The analysis will include: o Calculation of the return on net investment rate base (ROI) adequate to finance the appropriate share of debt service, equipment replacement and capital outlay expenses. o Benchmarking of key financial metrics that the PSC, rating agencies, and prospective lenders analyze. o Capital planning and debt schedules with corresponding coverage requirements. • This phase includes a meeting with the Utility Commission and/or Common Council and or other designated meeting to present the outcome of the Long- Range Cash Flow Analysis before starting the Application. • In order to complete this phase , Ehlers will need to request and review the following: o Capital planning documents identifying estimated costs for future water projects o Annual audits for the past three years o 2026 Water Fund actual (or estimated) expenses and revenues. o 2027 Water Fund line-item budget. Phase II – Information Request, Review, and PSC Conventional Rate Case Application and/or Simplified Rate Case Application (as necessary) • If the governing body approves proceeding to Phase 2 after review of Phase 1, Ehlers will proceed with preparing the Conventional Rate Case Application (CRC) and/or the Simplified Rate Case Application (SRC) (as recommended in Phase 1 and directed by Client.) • The PSC Conventional Rate Case Application includes completion of all attachments of the CRC application and supplementary information. Page 58 of 85 City of Lake Geneva, WI Utility Commission 2027 W&S Proposal Ehlers Page 6 • In order to complete the Conventional Rate Case Application , Ehlers will need to request and review additional information. A formal information needs request will be sent following approval of Phase 2, which will include the following: o PSC annual reports for the last three years (available on the PSC website). o Current annual debt service schedules for existing utility debt (we currently have this information). o For calendar years 2024, 2025, and 2026 , detailed water billing records showing billed water consumption by customer class and rate block and number of customers by class and meter size.  Based on the time of filing the Application, we may request a similar report for the previous twelve months to the time of filing. o Water billing records which list the 4 largest users in each customer class (i.e. residential, commercial, industrial, public authority) including the name of the customer, meter size, and total billed consumption for the largest quarter over the last 12-month period. o A water tower repainting schedule showing when the last time the tower(s) were repainted, the cost for repainting and whether the utility is on a 15 or 20-year repainting schedule. o Current number of un-metered customers within the utility, if any. o Most current depreciation schedule for all water utility assets, showing current year depreciation expense, depreciation rates, and accumulated depreciation for all water utility financed assets. o List of 4 largest users in each customer class (i.e. residential, commercial, industrial, public authority) including the name of the customer, meter size, and total billed consumption for the largest quarter over the last 12- month period. o The current number of private fire protections by the size of connection, if any. o For municipal financed utility plant in service and contributed plant in service, the estimated 2026 and 2027 asset additions, retirements and adjustments. o The current percentage allocated to the sewer utility’s portion of meter costs and assets.
