Page 6 of 19 Village Board Meeting Public Comments – Follow-up Answers 09/08/2026 Responses to the Public Comments portion of the Village Board Meeting on August 17, 2026. Jim Delvoye, 91 Potawatomi Rd, spoke regarding the cell phone tower. Delvoye (sp?) stated that the Laurel and Geneva locaƟon is a park, not a place for a tower. Response There have not been any discussions by the Village Board and the Village has not received any proposals to install a cell tower on this Village-owned park parcel. As the owner of the property, any proposed use of this property would require Village Board approval. Tim Halas, 134 Elmhurst Ct, spoke regarding the cell tower, asked why the Village doesn't go to neighboring communiƟes to come up with a beƩer plan for cell service. Response The Village sent out Request For Proposals (RFP) for the installaƟon of new cell towers on village- owned parcels located at 250 Wiliams Street (hill behind Village Hall) and at the Potawatomi water tower property to improve cell coverage throughout the Village and remove cellular antennas from the neighboring water towers to reduce maintenance costs. As part of the RFP process, the carriers shared that the 250 Wiliams Street locaƟon would provide coverage to roughly the western half of the Village. AŌer the construcƟon of the 250 Wiliams Street locaƟon, the carriers proposed the installaƟon of the Potawatomi monopole to provide improved coverage for the eastern half of the Village. The eastern half of the Village will conƟnue to have limited cell coverage unƟl a taller structure capable of supporƟng all the major carriers is built. The Village does not have a similar village-owned property located in the eastern half of the Village that is remote from residenƟal neighborhoods. If another cell tower is constructed that would serve the eastern half of the Village, it would likely be located outside of the Village (possibly in the Town of Linn) and beyond the Village of Williams Bay control. Tim Halas, 134 Elmhurst Ct, spoke regarding concerns about public safety. Halas requested the Village Board pass a Resolution funding the Police Department at least through 2031 being approved by a role call vote. Response This is a policy decision by the Village Board to include on a future agenda.
