1 MINUTES Special Town Board Budget Workshop Meeting Thursday, October 01, 2026, at 4:30 pm Linn Conference Room W3728 Franklin Walsh St. Zenda, WI 53195 Held in-person Only Chairman Weiss called the meeting to order at 4:30 p.m. Present at roll call were Supervisors Zimmerman, Livingston-excused, Leith, Palmer, Chairman Weiss also present were Clerk Morris and Administrator/Treasurer David Zimmerman 2027 Town Budget Workshop-Discussion Only: David has made the following changes: He adjusted the Town Board salaries lower to what they are this year. Updated some of the wages that were mentioned previously, updated the HSA account, filled in the cost of the skid steer minus the trade in value. He added the tally for the income and expenses. Chairman Weiss said that the mill rate is going down because the assessed valuation went up. Expenses: The Board Supervisors’ salaries are hoped to be $46,000 if that passes at the Annual Town Board Meeting in April. Chairman Weiss asked if Ordinance Codification was up to date. David said that is something he needs to complete. That is why the budget looks unused. Clerk Morris spoke on Board Member dues. So far this year we have spent $2100 and $1750 was budgeted. The dues will be going up as well so that line item needs to go up. David said that Accounting and Auditing could go up. Chairman Weiss asked if David has spoken with the insurance company to see if rates are changing. He has spoken with Tina at the Horton Group, and they are working on estimates. David anticipates them any day now. Supervisor Leith asked if Work Comp Insurance would be going up. David doesn’t believe so. We will be having two new police officers. David plugged in as if they would be having a family plan. Chairman Weiss asked David to plug in $57,000 for Fuel. Check on whether people use the EAP Service. Police Uniforms: they are allowed to spend more some years than others. Police subscriptions went up due to adding Lexipol. Discussed Police Health Insurance totals. Chairman Weiss questioned Rescue Squad Maintenance being at $10,000 due to just buying a new one. David is asked to find out if they are still running the old one. Clerk Morris said that the contract with the Code Enforcer will soon be up and the contract with SafeBuilt is up. We are going month to month with them. David said that the Code Enforcement contract has a clause that says it can go year after year with a 3% increase each year. Chairman Weiss said that the Administrator handles the contracts and he would like David to speak with them and report back. Chairman Weiss said in order to continue with the Code Enforcer they need to be more effective. Chairman Weiss asked if it was realistic that Highway overtime will go down to $15,000. Clerk Morris discussed how many Beach Tags we should purchase next year. Chairman Weiss did not care how much was spent on those since Williams Bay fully refunds us for what was not used. There were questions about the Non-lapsing Appropriations, it shouldn’t be called Carry Over. Applications of Reserves, contributions need to be added/listed. Highway equipment outlay includes the loader and skid steer. The Town needs to go through John Deere Financing to put money down on the skid steer this year so that we can get it in 2026, even though it is a 2027 2 expense. David told Matt not to do any additional repairs on the skid steer. We have already spent $400 in towing and labor to see what is wrong. David asked what the Board wants to put into it if anything. Do they want to auction it? Supervisor Palmer wondered if they could be given a price to get it running again. The gentleman they have been talking with does not know. David currently has in the budget the quote to get a new skid steer. They will not take the trade in if it is not running. The expense for the fire house exhaust system is currently in the Property Outlay-Town Hall line and needs to be moved to Property Outlay-Fire/EMS Building. The exhaust system is $125,000. Supervisor Leith said that $20,000 needs to be added to her 2027 Parks budget for a total of $26,280 for supplemental and Capital Outlay. Chairman Weiss would like to know the balance of the Robinson Hillside loan. Discussed relabeling some budget items more appropriately. David said that our Public Budget Hearing is November 23rd. We need to post the 15-day public notice and budget summary, 15 days prior. He would like to have the budget done by October 25th. After David cleans up the budget he needs to send it to Mr. Weiss for review. They will then have two more meetings. David is to look into building inspector contract, Codification budget, talk with Dennis regarding loader, property insurance, work-man’s comp insurance, police retirement, EAP services, rescue squad maintenance, and where the reserves should be plugged in the budget.
