a. Review and possible action relating to the minutes of the August 25, 2026, Plan
Commission meeting (Ebbert, Clerk/Treasurer/Finance Director)
Schultz moved, seconded by Ciccarelli, to approve the minutes of the August 25, 2026 Plan
Commission meeting. The motion carried, 5-0.
b. Review and possible action relating to a Site Plan Review for the property located at 815
Jefferson St. (226-0614-3432 and 226-0614-3432-004) (SPR-2026-12) (Draeger, Director of
Neighborhood and Building Services)
Director Draeger presented the Site Plan Review for the property located at 815 Jefferson
St. Opportunities Inc. is proposing an outdoor activity area for its employees at its
commercial campus on the north side of Fort Atkinson. The property was recently
approved for a Certified Survey Map (CSM) combining two lots into a new 3.2-acre site
with frontage on Jefferson Street, E. Cramer Street, and Clarence Street. The site currently
includes two structures, on-site parking, and an east-west internal driveway connecting
Jefferson Street and Clarence Street. The proposed project would be located on the
southern portion of the site and include a new outdoor recreational area, off-street
parking on either side, and reuse of the existing structure.
Ciccarelli motioned, seconded by Schultz to recommend approval of the Site Plan, subject
to the following conditions:
• Require the applicant to provide the following information that meets all the
requirements of the Zoning Code to be reviewed by City staff:
o Add curbing to meet the minimum requirements
o Add on-site bicycle parking to meet the minimum requirements
o Provide a trash enclosure plan compliant with Section 15.06.21
o Provide the location of building mechanicals and screening if necessary
o Execute a Stormwater Management Agreement with the City
• Waive the requirement for any loading areas to be located outside the front yard
setback (the existing building on the south end of the site is not proposed to
change and is currently located approximately 25 feet from the property line,
creating limited space to accommodate the proposed new loading area outside
that setback).
• Approve the new access point from Clarence street as proposed
• Require the recording of the previously approved CSM
• Any other recommendations of City staff and the Plan Commission.
Ciccarelli discussed the need for pedestrian path connectivity from the city sidewalk on
Jefferson Street into the playground park and the building in front of the playground. He
also addressed the Clarence side parking lot and the possibility of pedestrian connectivity
from the parking lot to get into and out of the playground. Director Navin stated that the
intended primary parking lot for the playground is the Jefferson Street lot.
Ciccarelli moved, seconded by Shull to amend the motion to include the following
condition of a pedestrian sidewalk and striping on the south-eastern portion of the site
plan to connect the city sidewalk to the concrete sidewalk in front of the building. Motion
carried, 5-0.
Chairperson Manager Houseman called for a vote on the underlying motion to
recommend approval of the Site Plan with the original and amended conditions. Original
Motion carried, 5-0.
c. Update on previously approved projects (Houseman)
Chairperson Manager Houseman provided the following updates:
• The Plan Commission recommended that the City Council approve an offer to
purchase Lot 1 of Klement Business Park. The City Council approved the offer, and
staff is currently working with the property owner on site plans prior to closing.
• After receiving Plan Commission approval at various stages, e.g. zoning, site plan
review, Certified Survey Maps (CSMs), and conditional use permits. All three
projects, River Trail Flats, Cardinal View Crossing, and River Point Commons, have
approved and executed development agreements, with construction anticipated to
begin this fall.

ANNEXATION
REPORT TO THE PLAN COMMISSION
DATE: October 13, 2026 FILE NUMBER: SPF-2026-02
PROPERTY ADDRESS: N1807 S. Main St. EXISTING ZONING: DHMU
PARCEL NUMBER: 016-0514-0941-030 PROPOSED ZONING: Single-Family
residential-5
OWNER: Jason Schultz EXISTING LAND USE: Vacant
APPLICANT: Ryan Schultz, Opening Design REQUESTED USES: Single-family residential
BACKGROUND
Annexations in Wisconsin are governed by Wisconsin State Statute 66.0217, which establishes
the legal procedures and requirements for incorporating territory from a town into a city or
village. The statute outlines the methods of annexation, petition requirements, notice and
public hearing procedures, and review by the Wisconsin Department of Administration. It also
requires a determination that the annexation is in the public interest and ensures that statutory
standards related to contiguity, boundary regularity, and service provision are met prior to
approval. The City Council held the first reading of the proposed Annexation and a Certified
Survey Map (CSM) associated with the annexation at a meeting on October 6, 2026. The
assigned zoning classification will be Single-Family Residential-5 (SR-5).
Sections 70.05.04 and 70.06.03 of the City of Fort Atkinson Land Division and Development
Ordinance outline the requirements for the Plan Commission and City Council to review and
approve the Certified Survey Map (CSM) to ensure conformance with all ordinances and plans.
REQUEST OVERVIEW
The subject property is currently located in the Town of Koshkonong, and the applicant is
requesting annexation into the City. In conjunction with the proposed annexation, the applicant
is requesting an SR-5 Single-Family Residential zoning designation.
Upon approval of the annexation, the 1.28-acre parcel is proposed to be divided through a
Certified Survey Map (CSM) into four individual residential lots, each meeting the minimum
dimensional and area requirements of the proposed SR-5 zoning district. The proposed zoning
is consistent with the City's Comprehensive Plan, which identifies the property for Single-Family
Residential future land use. The surrounding properties within the City are similarly zoned for
single-family residential use, with nearby properties also designated for duplex and MRL-8
multifamily residential development. As a result, the proposed annexation and zoning would
provide a logical continuation of the existing residential development pattern in the area.
City Staff is working with the applicant to coordinate the installation of sanitary sewer and
water laterals to each of the proposed lots prior to completion of the S. Main St. project.
Installing these utilities as part of the current project will help avoid the need to reopen the
newly completed roadway in the future to provide utility connections to the individual lots.
City Staff also contacted WE Energies to determine whether natural gas service could be
extended to the proposed lots in conjunction with the street improvements. WE Energies
declined, indicating that installation of gas services to vacant lots is not part of its current
process. Gas service will instead be installed when construction of individual homes occurs.
PUBLIC NOTICE
Annexation by Unanimous Consent does not require a public notice.
DISCUSSION
Annexation
The Petition for Annexation was submitted to the Wisconsin Department of Administration in
accordance with applicable state statutes. Following the required review process, the proposed
annexation was determined to be in the public interest.
Property owner Jason Schultz is seeking annexation of the property from the Town of
Koshkonong into the City to facilitate the development of a four-lot residential subdivision.
Annexation would allow the property to be developed in a manner consistent with the City’s
Comprehensive Plan and the established residential land uses in the surrounding area, while
creating additional opportunities for residential housing within the community.
The proposed annexation represents an investment in the community and provides an
opportunity to facilitate new residential development in an area planned and designated for
residential use. The development would expand the City’s housing opportunities while
supporting the orderly and logical growth of the City.
In addition, the annexation presents an opportunity for the City to coordinate the extension of
municipal utilities with the ongoing S. Main Street improvements. Coordinating these
infrastructure improvements will promote efficient installation of municipal utilities, minimize
construction-related impacts, and reduce the potential need to disturb the completed roadway
in the future.
The annexation will also provide a direct financial benefit to the City through the collection of
an outstanding deferred special assessment in the amount of $30,347.83, which is due upon
annexation. The assessment relates to a 1996 street improvement project that included
improvements to the roadway, sanitary sewer, water, and storm sewer systems.
Following annexation, the proposed division of the property into four buildable residential lots
will further expand the City’s tax base by adding new taxable property and, ultimately,
additional residential housing units. In combination, the collection of the outstanding special
assessment, coordinated infrastructure investment, and future expansion of the tax base
provide tangible municipal benefits associated with the proposed annexation.
Overall, the proposed annexation supports the City’s long-term planning objectives, facilitates
orderly residential growth, expands housing opportunities, coordinates infrastructure
improvements, and provides both immediate and future financial benefits to the City.
CSM
Staff find that the proposed Certified Survey Map (CSM), overall, is consistent with the City’s
Land Division and Development Ordinance and is in conformance with the City’s
Comprehensive Plan. A few minor mapping adjustments are required to achieve full
compliance.

Subject: SCHULTZ ANNEXATION
The proposed annexation submitted to our office on August 18, 2026, has been reviewed and found to be in the
public interest. In determining whether an annexation is in the public interest, s. 66.0217 (6), Wis. Stats. requires the
Department to examine "[t]he shape of the proposed annexation and the homogeneity of the territory with the
annexing village or city…." so as, to ensure the resulting boundaries are rational and compact. The statute also
requires the Department to consider whether the annexing city or village can provide needed municipal services to
the territory. The subject petition is for territory that is reasonably shaped and contiguous to the CITY OF FORT
ATKINSON, which is able to provide needed municipal services.
Surveyor’s Note: Per s. 66.0217 (1) (c), Wis. Stats. the metes and bounds description of the territory to be annexed
must commence from a monumented corner of the 1/4-section in which the territory lies.
The Department reminds clerks of annexing municipalities of the requirements of s. 66.0217 (9)(a), Wis. Stats.,
which states:
"The clerk of a city or village which has annexed shall file immediately with the secretary of administration a
certified copy of the ordinance, certificate and plat, and shall send one copy to each company that provides any
utility service in the area that is annexed. The clerk shall record the ordinance with the register of deeds and file a
signed copy of the ordinance with the clerk of any affected school district..."
State and federal aids based on population and equalized value may be significantly affected through failure to file
with the Department of Administration. Please file a copy of your annexing ordinance, including a statement
certifying the population of the annexed territory. Please include your MBR number 14868 with your ordinance.

Special Area Design Review - Design Alteration
REPORT TO THE PLAN COMMISSION
DATE: October 13, 2026 FILE NUMBER: SADR-2026-07
PROPERTY ADDRESS: 28 Milwaukee Ave. W. EXISTING ZONING: DHMU - Downtown
Historic Mixed Use
PARCEL NUMBER: 226-0514-0414-007 PROPOSED ZONING: No Change Requested
OWNER: Brian Knox II EXISTING LAND USE: Office
APPLICANT: WD Hoard and Sons Co. REQUESTED USES: No Change Proposed
BACKGROUND
The property located at 28 Milwaukee Ave. W., is a long-time business in the Downtown
Historic District. W.D. Hoard has been in business for many years and is requesting to install a
new awning. The Historic Preservation Commission will review the proposed awning the
morning of October 13, 2026 ahead of the Plan Commission meeting.
REQUEST OVERVIEW
The City’s Zoning Ordinance, which was adopted in 2020, created a Special Area Design Review
process for parcels located in the City’s Downtown Historic Mixed Use (DHMU) zoning district.
The Special Area Design Review – Design Alteration Review is designed to forward both
aesthetic and economic objectives of the City by controlling the site design and exterior
appearance of development within the district in a manner which is consistent with sound land
use, urban design, and economic revitalization principles.
There are three categories of Special Area Design Reviews: Renovation Review, Design
Alteration Review, and Project Review:
A. Renovation Review applications involve only a renovation of the exterior appearance of a
property, such as repainting, re-roofing, residing, or replacing with identical colors, finishes, and
materials. Staff shall review, and the Plan Commission shall review and approve or deny these
applications.
B. Design Alteration Review applications involve a change only in the exterior appearance of
a nonresidential or multi-family property, such as painting, roofing, siding, architectural
component substitution, fencing, paving, or signage. Staff shall review, and the Plan
Commission shall review and approve or deny these applications.
C. Project Review applications involve modification to the physical configuration of a
property, such as the erection of a new building, the demolition of an existing building, or the
addition or removal of bulk to an existing building. Staff shall review, and the Plan Commission
Page 27 of 49
shall review through the Conditional Use Permit process and make a final determination.
WD Hoard is seeking permission to replace and repair awnings on the building at 28 Milwaukee
Ave. E. The awning is in need of replacement.
Public notice is not required for Special Area Renovation Review.
DISCUSSION
Section 15.07.50 & 15.10.43 requires any modifications or work done on structures in the
DHMU zoning to be approved by the Plan Commission. In this instance, the code assures that
aesthetic changes made to structures in this zoning are appropriate and will not negatively
impact the area. The applicant is proposing to replace the awnings on the building and repair
the frame.
The proposed awning will be constructed of fabric and will feature the historic font associated
with Hoard’s Dairyman. It will be installed in the same location as the existing awning,
maintaining the established character and appearance of the building.
This proposal will give the exterior of the building a new look, maintain the character of the
Downtown Historic District and, therefore, is in compliance with the City Comprehensive Plan.
RECOMMENDATION
Staff recommends that the Plan Commission approve the replacement awning at 28 Milwaukee
Ave. W.

The City’s Zoning Ordinance, which was adopted in 2020, created a Special Area Design Review

The Special Area Design Review – Design Alteration Review is designed to forward both

REQUEST OVERVIEW
Premier Bank is proposing a comprehensive update to the signage at its property located within
the Downtown Historic Mixed-Use (DHMU) District. The proposal includes face replacements of
one building sign, one protruding sign, one dual post sign and a new wall sign on the front of
the building.
The proposed signage will be reviewed by the Historic Preservation Committee (HPC) at its
Page 37 of 49
October 13 meeting. The HPC's review will focus on the design, character, and appropriateness
of the proposed signage within the context of the Downtown Historic Mixed-Use District. Any
comments or recommendations from the Committee will be presented to the Plan Commission
during its discussion of the request.
No public notice is required for Sign Review
DISCUSSION
Premier Bank is proposing several sign face replacements and one new building sign at its Main
Street location. Premier Bank is also proposing updates to the signage at its drive-up location at
100 E. Sherman Ave. However, that property is located within the Downtown Periphery Mixed
Use (DPMU) zoning district and, as a result, does not require review or approval by the Historic
Preservation Committee or Plan Commission. Therefore, the signage proposed for the drive-up
location is not included as part of this review. The proposed signage at that location is
consistent with the branding and design shown on the signs included in this application.
At the Main Street location, Premier Bank is proposing four signs in total. One sign is a new
building sign and will therefore receive a full review for compliance with applicable
requirements, including size, depth, illumination, placement, and overall design.
The remaining three signs are face replacements for existing signs. Because these proposals do
not alter the existing sign structures or dimensions, the review of these signs will be limited to
the proposed sign face design and its overall appropriateness within the Downtown Historic
Mixed Use (DHMU) District. The dimensions and physical characteristics of the existing sign
structures will not be reevaluated as part of the face replacement review.
The Sign Code requirements for Wall Signs are documented below.
1 sign per exterior wall, plus 1 per customer entry Met: 1 sign per wall
Maximum size = Each business is allowed a minimum
of 40 sq ft of wall sign.
Met: South Facade: Wall sign proposed = 36 SF
Shall not extent over any roof or parapet Met: Located on the façade, no roof or parapet
overhang
Shall be made of durable, all-weather materials Met: Aluminum and Acrylic
Shall be ambient, backlit, or gooseneck lighting Met: Internal LED lighting
Shall be a minimum of 8 ft above the sidewalk Met: Not above a public sidewalk
Shall project a maximum of 12 in. from the front
façade face of the building
Met: 2" sign depth
Sign must be designed of materials harmonious with
the building and site
Met: sign materials and colors are harmonious with
the building.
Overall, the proposed wall signs are consistent with the applicable requirements of the City’s
ordinances and are appropriate for the property and surrounding area. The City’s Management
Page 38 of 49
Team has reviewed the application, and all comments and recommendations received as part
of that review have been incorporated into this document.
It should be noted that the existing dual-post sign and projecting sign are considered legal
nonconforming signs. While these signs were legally established under the regulations in effect
at the time they were installed, they would not meet the current sign regulations and would
not be permitted as new signs today. Their existing legal nonconforming status does not,
however, prevent the applicant from making permitted changes to the signage.
Accordingly, the review of the proposed signage distinguishes between new signage and
modifications to existing legal nonconforming signs, consistent with the City’s ordinance
requirements.
The proposed sign package is consistent with the Downtown Historic Mixed Use designation,
which is intended to support a broad mix of residential and commercial activity, including multi-
family housing, office uses, mixed-use development, indoor sales and service establishments,
restaurants, drive-through facilities, and other compatible neighborhood-serving uses. The
proposed signage supports the visibility and function of these uses without introducing impacts
that would conflict with the intent of the Future Land Use Map or the City’s long-range planning
objectives. Staff finds that the proposal is consistent with the goals and policies of the City's
Comprehensive Plan.
RECOMMENDATION
Staff recommends that the Plan Commission approve the requested signs as proposed with the
listed conditions below.
- Confirmation of appropriateness from the Historic Preservation Committee
- Any recommendations by the Plan Commission
