Atkinson City Manager's Office 101 N. Main Street Fort Atkinson, WI 53538 MEMORANDUM DATE: October 12, 2026 TO: Committee/Commission/Board FROM: Minetta Lippert, Library Director RE: Review and possible action relating to updated position descriptions for full- time library employees (Lippert) BACKGROUND Wisconsin State Statute §43.58(4) states, “The library board shall supervise the administration of the public library and shall appoint a librarian, who shall appoint such other assistants and employees as the library board deems necessary, and prescribe their duties and compensation.” Chapter 7 of Trustee Essentials interprets this statute to mean the following: “It is the library director who hires and supervises all other library staff, but the library board has the legal responsibility for establishing the duties and compensation, as well as the personnel policies, for all library staff.” DISCUSSION The City of Fort Atkinson introduced a new performance management system in 2026. The new annual review forms direct employees and leaders to review employees' position descriptions. Library staff took this opportunity to update the position descriptions for five full- time library positions. FINANCIAL ANALYSIS Staff does not anticipate any financial impact. Main Street Fort Atkinson, WI 53538 MEMORANDUM DATE: October 12, 2026 TO: Committee/Commission/Board FROM: Minetta Lippert, Library Director RE: Review and possible action relating to the Library's 2027 holidays and closure dates (Lippert) BACKGROUND Each year, the Library Board determines the library’s closure dates for the upcoming calendar year. DISCUSSION The proposed schedule includes the ten holidays outlined in the City of Fort Atkinson’s employee handbook. The City's employee handbook explains, "Whenever a holiday falls on a Sunday, the City observes the holiday on the following Monday." In 2027, July 4 will be on a Sunday so the library plans to observe the holiday on Monday, July 5. The City's employee handbook also states, "Whenever a holiday falls on a Saturday, the number of holiday hours will be reduced by eight (8) hours, and personal hours increased by eight (8) hours." December 25, 2027 will be a Saturday. Library staff recommends closing the library on Saturday, December 25. Full-time staff will also receive 8 extra hours of personal time in 2027 for this Saturday holiday. Finally, in past years, the Dwight Foster Public Library has remained open on Veteran’s Day but closed on New Year’s Eve instead. Library staff recommends following that same pattern in 2027. Unlike many City offices, the library is open to the public past 5 p.m. five days per week and is also open on Saturdays. Historically, the library has closed at 5 p.m. the Wednesday before Thanksgiving and on specific days during the weeks of Christmas and New Year’s due to lighter foot traffic and to enable staff to have more time with their families. Library staff recommends following a similar pattern in 2027. Finally, staff requests closing the library to the public from 8 a.m.-1 p.m. on March 12 and all day on August 6 for staff training. FINANCIAL ANALYSIS Staff does not anticipate any unusual financial impacts. Page 42 of 44 RECOMMENDATION Library staff recommends approving the proposed schedule of 2027 holidays and closures.
