_______ _________________________________________________ Joint Personnel Committee Tuesday September 29, 2026 6:00 pm at CITY HALL -405 Jewel St MINUTES ________________________________________________________ P ersonnel Members: Bob Chapman, Doug Lee, Jeff Schoenwetter and Mayor Jane Fude Utility Personnel Members: Robert Affeld and Bart Coons Members Absent: Ross Canniff 1. The meeting was called to order at 6:01pm and roll call was taken. 2. R. Affeld / B. Coons motioned to approve the agenda. Motion carried. 3. D. Lee / R. Affeld motioned to approve the August 25, 2026 minutes. Motion carried. 4. Public Comment: None. 5. Review, Discuss, and Possibly Approve 2027 Health Insurance Plan. B. Coons motioned and J. Schoenwetter seconded to approve the 2027 health insurance plan. Motion carried 5-0. 6. Review, Discuss, and Possibly Approve Changes to the Personnel Policy Handbook. The personnel policy was reviewed. Proposed changes were to remove pages 12-14 regarding the standby pay portion and removing “Stand by Duty” from the title of section 202. Also discussion was held regarding the increase of a $35 to $50 daily meal allowance for training and in the future changing to a per diem. J. Schoenwetter motioned and D. Lee seconded to approve the changes to the personnel policy as presented. Motion carried 5-0. 7. Future Agenda Items: Job descriptions available for utilities – wastewater and electric. 8.
