________________________________________________ Organizational Common Council Tuesday, April 21st, 2026 7:00 PM at City Hall MINUTES ________________________________________________ Members Present: Bob Chapman, Michael Cypert, Doug Lee, Troy Justmann, Jeff Schoenwetter, Dan Wegener, and Mayor Fude Members Absent: None Also, Present: Meagan Buchda The meeting was called to order at 7:00 p.m. The Pledge of Allegiance was recited, and roll call was taken. Agenda Approval: Motion by Chapman second by Lee to approve agenda. Motion carried 6-0. Approval of previous minutes: Motion by Justmann second by Chapman to approve minutes of previous meetings. Motion carried 6-0. Approval of minutes from intervening meetings: Motioned by Chapman second by Wegener to approve the minutes of intervening meetings. Motion carried 6-0. Public appearances and citizen comments regarding agenda items: Communications: Mayor Fude presented Dan Zank with a plaque for being employed with the City of Juneau for the last 40 years. Clerk Buchda presented Dan Wegener for being Mayor for the last 12 years. Elect Common Council President: Motion by Justmann, second by Chapman to nominate Dan Wegener. Motion by Justmann second by Chapman to elect Dan Wegener as the Common Council President. Motion carried 5-0-1. Wegener abstained. Resolution 1-2026 (Approve Start Time for Monthly Common Council Meeting) Wegener motioned and Justmann seconded to approve Resolution 1-2026 (Approve Start Time for Monthly Common Council Meeting) with a start time of 7:00 pm. Motion carried 6-0. Resolution 2-2026 (Appointments to Committees): Motion to amend by Cypert, second by Lee to amend resolution 2-2026 with the following amendments- Lee be removed from chair of public works-add Dan Wegener as chair, remove Justmann as chair of Personnel replace with Chapman, remove Wegener as chair of Recreation and replace with Troy Justmann. Motion by Wegener seconded by Chapman to approve Resolution 2-2026 (Appointments to Committees) with the amendments. Motion Carried 6-0. Resolution 3-2026 (Appointments to Board of Review): Motion by Justmann, second by Lee to approve Resolution 3-2026 (Appointments to Board of Review). Motion carried 6-0. Justmann and Lee rescind their motion to approve resolution 3-2026, motion carried 6-0. Motioned by Justmann seconded by Lee to approve amended resolution 3-2026 (remove Chapman replace with Cypert). Motion carried 6-0. Resolution 4-2026 (Official Newspapers): Motion by Wegener, second by Chapman to approve Resolution 4-2026 (Official Newspapers). Motion carried 6-0. Resolution 5-2026 (Official Depositories): Motion by Lee, second by Chapman to approve Resolution 5-2026 (Official Depositories). Motion carried 6- 0. Resolution 6-2026 (Appointments to Municipal Office-Weed Commissioner): Motion by Justmann, second by Lee to approve Resolution 6-2026 (Appointments to Municipal Office- Weed Commissioner). Motion carried 6-0. Resolution 7-2026 (Appointments to Municipal Office-City Attorney) Motion by Wegener, seconded by Chapman to approve Resolution 7-2026 (Appointments to Municipal Office-City Attorney). Motion carried 6-0. Resolution 8-2026 (Set Date and Time for the Board of Review): Motion by Justmann, second by Wegener to approve Resolution 8-2026 (Set Date and Time for the Board of Review). Motion carried 6-0. Motion by Justmann, second by Wegener to approve $48,281.20 in checks and $270,812.61 in electronic payments. Motion carried 6-0. Reports of Officials: A. Mayor: J. Motion by Justmann, second by Lee to approve Resolution 9-2026 (Approve Rezone Parcel #241-1115-2221-001 – from R3 Multi-Family Residential to PUD – Planned Unit Development). Motion carried 6-0. C. Finance Committee 1. Chairman Report – B. Chapman 2. Motioned by Cypert and seconded by Chapman to approve Resolution 10-2026 (Approve 2025 Library Carryover in the amount of $6,216.00). Chairman Report – N. Gahlman was present to discuss Commission Acts affecting the City Common Council (Resolution 11-2026). Nick talked about the loan that the Utilities will be taking out with WPPI. This will not affect the City at all. Old Business: None New Business: A. Approve Provisional Licenses (45 days) 1. Motion by Justmann, second by Chapman to approve provisional license for Kayla Horstmeyer and Hom Kumari Thapa. Motion carried 6-0. 2. Motion by Cypert , second by Chapman to approve the regular bartender’s license to expire 6 -30- 2025 (amend to expire June 30 th, 2026) for Kayla Horstmeyer and Hom Kumari Thapa Motion carried 6-0.
