FINANCE COMMITTEE Tuesday April 7, 2026 6:30 pm at CITY HALL 405 Jewel Street MINUTES _________________________________________________ Finance Members: Richard Evans, Jane Fude, Bob Chapman Others Invited: Meagan Buchda and Mayor Dan Wegener Also Present: Dave Beal, Connie Schuett 1. The Meeting was called to order at 6:30 pm and roll call was taken. 2. B. Chapman / J. Fude motioned to approve the agenda. Motion carried. 3. J. Fude / B. Chapman motioned to approve the January 6, 2026 minutes. Motion carried. 4. Public Comment: None. 5. Review, Discuss, and Possibly Approve PA Fire Recovery Service for the Fire Department Billing Service. Dave Beal presented the Fire Department’s proposal to hire PA Fire Recovery Service to collect fees for various services rendered during emergency service incidents. These fees would be assessed to persons who reside outside the City’s fire district. The Committee discussed the Administrative Costs that would be incurred by the City, the accounting needs in creating a new fund, and the possibility of creating a new ordinance. J. Fude motioned to Approve contracting with PA Fire Recovery Service contingent on Administrative Cost. No Second. Meagan had questions about how the new fund would work and wants to talk with auditors to be sure it would be set up correctly. The Committee questioned if an ordinance needs to be in place be contracting services. B. Chapman / J. Fude motioned for more investigation into the details of Administration Costs by the City Clerk and operation of PA Fire Services by the Fire Department to be reported back to the Finance Committee. Motion carried 3-0. 6. Review, Discuss, and Possibly Approve 2025 Library Carryover in the amount of $6,216.00. The Library is requesting to get $6,216.00 that was budgeted for 2025 that was not spent. Meagan explained that budgeted Library monies that are unspent do not go back to the General Fund. Once money is budgeted to the Library, it is theirs to spend per State Statutes. J. Fude / B. Chapman motioned to approve the 2025 Library Carryover in the amount of $6,216.00. 7.
