__________________________________________ Plan Commission Monday February 23, 2026 6:30 PM at City Hall MINUTES __________________________________________ Members Present: Troy Justmann, Cathy Firari, Josh Nichols, Ken Steffen, Bruce Soldner, and Mayor Wegener Members Absent: Ross Canniff Also, Present: Doug Lee, Dick Evans, Joe & Paige Poczkalski, Karl Huth 1. The meeting was called to order at 6:30 pm. 2. Roll call was taken. 3. Soldner motioned and Firari seconded to approve the agenda. Motion carried 6-0. 4. Steffen motioned and Nichols seconded to approve the previous meeting minutes from January 26, 2026. Motion carried 6-0. 5. Review, Discuss, and Possibly Approve allowing Mobile Sauna within City Limits. Paige and Joe gave a presentation of what this type of facility and service would provide. Questions on liability and utility needs. Requested a copy of their insurance policy for review and names of other communities possibly considering it. No action was taken at this time. 6. Review, Discuss, and Possibly Approve Rezoning 510 Home Rd from R3-Multifamily to PUD- Planned Unit Development. Karl presented a conceptual drawing and site plan. Questions were asked and answers were provided. Karl will research the route of the sanitary sewer that passes thru his parcel. Steffen motioned and Nichols seconded to approve beginning the rezoning process. Motion carried 6-0. 7. Review, Discuss, and Possibly Approve Site Plans and Proposed Structures for 510 Home Rd. No action was taken. 8. Review, Discuss, and Possibly Approve the creation of a new TID and Possible expansion of existing TID. Reviewed what was discussed at the previous meetings. Justin Fischer addressed questions the commission had via phone. Justmann motioned and Soldner seconded to approve. Motion carried 6-0. 9. Property Maintenance Update: None 10. Old Business: None 11. New Business: None 12. Set date and time for next meeting; Monday March 30, 2026, at 6:30 pm. 13. Soldner motioned and Nichols seconded to adjourn the meeting at 8:37 pm. Motion carried 6-0.
