Fire Call: The Nekoosa Fire Department responded to a house fire on Creamery Road on April 4th. The home belonged to Arendt Cranberry; occupied by marsh workers and others. The Board directed the Clerk to charge Arendt Cranberry $1000 for the call in accordance with the Town Fire Call Ordinance. Discussion followed regarding the request for extended 45 MPH speed limit on County Road G north of the Ho-Chunk Casino into the curve to the intersection of Highway GG. Supervisor Jensen was contacted with this request. The reason for the request is due to multiple school bus stops in this area and with the curve it is a blind area for oncoming traffic. Jensen has researched the possibility of a speed limit change, and noted that the Town would need to submit this request to the County, and the County would decide the outcome. Jensen motioned to submit the request for a speed limit change in that area to the County, with a lesser request of posting bus stop signs if the speed limit change is not agreed upon. Schmidt seconded the motion, motion carried. Jensen will complete this submission on behalf of the Town. The Town has received notice of an approved sanitary permit for Betty Heckman on Grunewald Lane. The next WTA meeting was noted. The Wood County Unit meeting will be held on Friday, April 17th at the Pittsville Community Center. 3 Notice was received from the Highway Department that a Road Forum will be held on April 22nd at the Pittsville Community Center, starting at 9:00 am. Information will include WISLR certification and local road information. Chairman Moody recently attended a quarterly EMS meeting with the Towns who have contracted with the Wisconsin Rapids Ambulance service. Discussion at the meeting included call data and an overall review of how things are going. Shared data noted that in 2025 there were 73 calls, with an average response time of 15½ minutes. This EMS meeting will continue to be held quarterly. Discussion followed regarding the proposed agreement with Ho-Chunk to fund part of the work on Creamery Road. It was noted that Ho-Chunk reported they would be sending out this agreement for approval. Chairman Moody reported that he had been contacted by a person interested in purchasing land in the Town at the corner of Highway 54 and Swanson Road, with intent to construct a solar farm. It was noted that if this were to take place the zoning in this area would need to be changed. Nothing definite has been decided at this time. Chairman Moody noted that he picked up the compost permits from Wisconsin Rapids. These permits will be sold for $70 each. Road Superintendent Lueneburg will be selling these permits on behalf of the Town. New Business: WTA/TAC Dues were discussed. Jensen motioned to pay the $250 amount for TAC fees, Schmidt seconded, motion carried. Central State Telephone Company, LLC dba TDS Telecom has applied for a work permit in the Town. The work is to take place along Range Line Road, Batterman Road, and Deer Lane. The intended permit fee is $1060.00. Schmidt motioned to approve the proposed TDS utility permit, Jensen seconded, motion carried. Resolution 2026-01 Supporting Comprehensive and Sustainable Transportation Funding was then reviewed and discussed. This resolution was requested by the WTA to aid their efforts in assisting the Towns in this regard. With adoption, the resolution will be shared with the WTA, the Governor and the Town’s State Representatives. Schmidt motioned to adopt Resolution 2026-01 Supporting Comprehensive and Sustainable Transportation Funding, Jensen seconded, motion carried. Ordinance #2026-2 Recycling Ordinance was then reviewed and discussed. The updates include the State Statutes in association with the DNR, collection areas, commingled recyclables, and inclusion of adequate receptacles for multi-dwelling areas. This update was required by the DNR in order to continue being eligible for recycling grants. Jensen motioned to approve Ordinance 2026-2 Recycling Ordinance, Schmidt seconded, motion carried. 4 Discussion and review of the Town’s alcohol beverage licensing fees followed. Currently the Town charges $225.00 for a Class A or Class B intoxicating liquor license and $100.00 for a Class A or Class B Fermented Malt Beverage License. These fees have not been changed in many years. Jensen motioned to raise the fee for a Class A or Class B Intoxicating Liquor license to $250.00 annually, Schmidt seconded, motion carried. The Town has been contacted regarding trees on Ver Bunker Avenue that are hanging over the roadway or in the road right-of-way and could cause safety issues. Road Superintendent Lueneburg trimmed the trees as much as he possibly could. However, the trees need to be removed from the road right-of-way. Supervisor Schmidt will contact tree removal services for estimates to clear the road right-of-way, and will schedule to have this issue resolved. Review the list of active Town conditional use permits and act on their renewal: Potential new businesses in the Town were discussed. The Plan/Zone Commission will meet within the next month to review the current Conditional Use permits and contact the potential new businesses regarding applying for a Conditional Use permit. Schmidt motioned to table the review of the Conditional Use permits until next month’s Town Board meeting, Jensen seconded, motion carried. Old Business: 2026 Road Project Updates: American Asphalt will be completing work on Ver Bunker Avenue for the Village of Port Edwards, and it has been requested that the Town pay its share for 200’ to have the work completed at the same time. Some questions arose with the proposed contract. Chairman moody will make contact to get clarification on the distance and the Town’s total cost of this project. Will discuss at the May meeting. The Grunewald Lane project was discussed. This will be complete when the County is completing work on the Plank Hill project. Discussion regarding Creamery Road noted that the Town is still awaiting actual figures and the written agreement with Ho-Chunk. Road project discussions and approvals will be tabled until the May meeting. Discussion and approval of Conditional Use Permits followed. Plan/Zone Committee members reported their findings. The committee had performed a ride around the Town and noted various active businesses that do not have a Conditional Use permit currently. Made recommendations to the Town for nuisance property violations, current Conditional Use Permits, and inactive Conditional Use permits. Schmidt motioned to approve the current active Conditional Use permits for another year, Jensen seconded, motion carried. Public Input: A Town member asked when road work will be done on Kimball Avenue. That work is scheduled for next year. Question of if there is a way to clear the pea gravel and sand off the corners/roadways, as this is a safety concern, especially for motorcycles. The Town does not have any special equipment for this task. This will be looked into. 5 A concern was raised regarding the southern-most section of Kimball Avenue. It was noted that various options have been discussed for that section. Will continue to consider the options on that section of road. A Town member asked if Batterman Road might be built up and ditches dug, as there was quite the flooding, making it impassable, in the past few weeks. This issue will be looked into. It was noted that a culvert on the west side of Creamery seems to have not been dug deep enough, as the snow plow and grader are hitting the top of it and causing damage. Road Superintendent Lueneburg is aware of this area and is watching the area. Discussion noted that someone is dropping off old tires 2 at a time around the Town. Everyone was asked that if they see this happening to please report it. Question was raised as to the Town’s input on Solar Farms. It was noted that the Town does have an ordinance in place for this. Discussion followed. Topics for future discussion: Road project updates and approval. Data facility ordinance discussion, draft, and approval. Adjourn: Being there was no other business to conduct, Schmidt made a motion to adjourn the meeting at 6:54 p.m. and Jensen seconded. All were in favor and the motion carried. Respectfully submitted, Tracey Draper, Clerk
