Plan Commission MEETING MINUTES August 19, 2026 - 6:00 PM Council Chambers 3805 S. Casper Drive MINUTES 1. PUBLIC HEARING(S) No Public Hearing Items 2. PRIVILEGE OF THE FLOOR Each speaker will be limited to three (3) minutes. The Privilege of the Floor session shall not exceed a total of thirty (30) minutes. The Mayor read the rules governing Privilege of the Floor and invited any members of the public wishing to speak to come forward. The following members of the public spoke during this portion of the meeting: Kelly Moira, 5830 S Martin Road, New Berlin, WI 53146 Ray Saltzmann, 15920 W College Avenue Renee Stephens, 5850 S Martin Road, New Berlin, WI 53146 3. CALL TO ORDER, PLEDGE OF ALLEGIANCE Mayor Ament called the meeting to order at and led the Pledge of Allegiance. 4. ROLL CALL; DECLARATION OF QUORUM; PUBLIC NOTICE DCD Office Assistant Kailyn Marquardt took the roll call as follows: Present: Commissioner Schulpius, Commissioner Felda, Commissioner Anderson, Commissioner Rafel, Mayor Ament, Commissioner Erdmann Excused: Alderman Stribl Staff Present: Deputy Director of Community Development Nikki Jones, Principal Planner Kristen Hogan, DCD Office Assistant Kailyn Marquardt The meeting clerk confirmed that a quorum was present and that the meeting was properly posted in compliance with open meetings law. 5. APPROVAL OF MINUTES A. July 15, 2026, Plan Commission Meeting Minutes MOTION: Motion to Approve Motion by: Commissioner Felda Second by: Commissioner Schulpius VOTE: Motion Passed 5-0 with one abstention Commissioner Rafel abstained as he was not present for the July meeting. 6. PLAN COMMISSION SECRETARY'S REPORT No items. 7. CONTINUED BUSINESS No items. 8. NEW BUSINESS A. (4) KH UA-2601030 Patrick Theodossiou with SunCap Property Group on behalf of Rockwell Automation, Inc. - 14811 W. Grange Avenue - Use, Site and Architecture approval for Rockwell Automation to construct a building. MOTION: Motion to Approve Motion by: Mayor Ament Second by: Commissioner Schulpius VOTE: Motion Passed 6-0 B. (4) KH UA-2601134 Chris Strzok on behalf of Little Muskego Lake District - 5805 S. Martin Road - Use Approval to allow composting piles Mayor Ament moved to deny the request based upon the recommendation contained in the staff report, comments received from neighboring property owners regarding the proposed project location and previous project considerations, and comments provided by representatives of the Little Muskego Lake District. The motion was seconded by Commissioner John Erdmann. Following discussion, Commissioner Anderson moved to table the pending motion, seconded by Commissioner Rafel. Upon vote, the motion to table failed on a tie vote of 3-3 as follows: Ayes: Felda, Anderson, Rafel Nays: Erdmann, Schulpius, Mayor Ament Motion failed. The Plan Commission then resumed consideration of the pending motion to deny made by Mayor Ament and seconded by Commissioner Erdmann. Upon vote, the motion to deny was carried by a vote of 4-1 with one abstention, as follows: Ayes: Erdmann, Rafel, Schulpius, Mayor Ament Nays: Felda Abstention: Anderson, due to wanting more information regarding the proposed project. Motion carried. 9. PENDING No items. 10. COMMUNICATIONS A. 2026 Plan Commission Meeting Dates Kristen Hogan discussed future Plan Commission meeting dates to inform the commissioners. 11.
