FISCAL IMPACT: Purchase cost $15,000 Funding Source: Contingency RATIONALE: The Department recommends purchasing a replacement OmniSpin Merry-Go-Round at Biwer Park, where the original equipment was destroyed in an arson incident earlier this year. Our insurance provider, CVMIC, will contribute $10,000 toward the replacement costs. The estimated cost for the replacement OmniSpin and installation by the original installer is $15,195. In addition, the replacement of the damaged poured-in-place rubber playground surface is estimated to cost $6,970. Page 5 of 159 REQUESTED ACTION STATEMENT TO: Common Council Mayor Dave Ament FROM: Lucas Pichler, Director of Public Works Dan Hogan, Municipal Projects Coordinator RE: Requested Action Statement for transfer of residual CIP funds to the New Berlin Ball Field Rehabilitation Fund. DATE: July 28, 2026 REQUESTED ACTION: Approval to transfer $115,000 in residual funds from the former Community Center demolition project to the New Berlin Ball Field Rehabilitation capital account. FISCAL IMAPCT: These funds already exist within the CIP program; no new borrowing is required. SOURCE OF FUNDS: EXPENDITURES - Decrease 0425290-61115-C2025 $115,000 EXPENDITURES – Increase 04252900-61113-C2023 BALL DIAMOND REHABILITATION $115,000 RATIONALE/BACKGROUND: The Department of Public Works and the Department of Community Development have developed a five-year baseball/softball field rehabilitation program covering all 18 city-owned fields. These fields would be rehabilitated every 10-15 years. Most fields have not received any comprehensive rehabilitation in decades. As the infields and playing surfaces continue to deteriorate, routine maintenance is no longer sufficient to keep Page 6 of 159 fields safe, playable, and accessible for residents, nearly 600 New Berlin Youth Athletic Association (city’s NBYA program) participants, and local club organizations. Public Works is increasingly allocating labor and materials simply to keep fields operable. The City has recently conducted a public bid for the rehabilitation of Malone Park Baseball Field #3 and to complete this project, it is necessary to transfer residual funds to the project. The rehabilitation of the field will include a complete reconstruction of the infield and new fencing and backstop netting for the entire perimeter. Page 7 of 159 STATE OF WISCONSIN WAUKESHA COUNTY CITY OF NEW BERLIN RESOLUTION NUMBER 2026-10 A RESOLUTION AMENDING THE 2023 CAPITAL PROJECTS BUDGET WHEREAS, in order to facilitate the rehabilitation of Malone Park Baseball Field #3 WHEREAS, It was determined that the Capital Projects Budget had to be amended to reflect this. NOW THEREFORE BE IT RESOLVED, by the Common Council of the City of New Berlin that the Capital Projects Fund Budget be amended as follows: EXPENDITURES - Decrease 04252900-61115-C2025 COMMUNITY CENTER - DEMOLITION $115,000 EXPENDITURES – Increase 04252900-61113-C2023 BALL DIAMOND REHABILITATION $115,000 BE IT FURTHER RESOLVED that the City Clerk is hereby directed to publish this resolution in The Freeman within 10 days of adoption by the Common Council. DATE: July 28, 2026 REQUESTED ACTION: Approval to amend and increase the 2026 CIP budget in the amount of $160,000 for the rehabilitation of Pro Health Care Park Diamond #1. FISCAL IMAPCT: Increase the 2026 CIP borrowing by $160,000. SOURCE OF FUNDS: Revenue - Increase 04011800-49505-C2026 2026 BOND PROCEEDS $160,000 EXPENDITURES – Increase 04252900-61113-C2023 BALL DIAMOND REHABILITATION $160,000 RATIONALE/BACKGROUND: The Department of Public Works recently concluded a public bid alternate for the rehabilitation of Pro Health Care Park Diamond #1. This diamond was not playable in 2026 due to its deteriorating state. The field requires major rehabilitation for the field to become a rentable and playable diamond within the park system. There is currently no money budgeted for this project and all available funds within the field rehabilitation account are being used to rehab Diamond #3 at Malone Park. Page 9 of 159 Rehabilitating this ball diamond to a rentable condition will alleviate field availability constraints. Pro Heath Care Park also offers ample parking, restroom, and shelter facilities, which allows it to be an ideal location for rentable games. To reduce impact to the City’s CIP budget, the City’s Tree Mitigation Fund would be utilized to fund turf and sod improvements. Page 10 of 159 STATE OF WISCONSIN WAUKESHA COUNTY CITY OF NEW BERLIN RESOLUTION NUMBER 2026-11 A RESOLUTION AMENDING THE 2026 CAPITAL PROJECTS BUDGET WHEREAS, in order to facilitate the rehabilitation of Pro Health Care Park Diamond #1 WHEREAS, It was determined that the Capital Projects Budget had to be amended to reflect this. RESOLUTION ADOPTED by the New Berlin Common Council this 28th day of July, 2026 David Ament, Mayor Countersigned: _________________________ Rubina R Medina, City Clerk Page 11 of 159 REQUESTED ACTION STATEMENT TO: Common Council Mayor Dave Ament FROM: Lucas Pichler. Director of Public Works Dan Hogan, Municipal Project Coordinator RE: Requested Action Statement for contract approval with Kujawa Enterprises, Inc. for the 2026 Athletic Field Renovation Project. DATE: July 28, 2026 REQUESTED ACTION: 1) Approval of the City to accept base bid from Kujawa Enterprises, Inc. for the Base Bid, in the amount of $450,000.00 and to reject Alternates A and B. The total project cost, including contingencies is not to exceed $500,000.00. 2) Approval of the City to accept the Base Bid and Alternate A, and reject Alternate B from Kujawa Enterprises, Inc., in the amount of $623,905.00. The total project cost, including contingencies is not to exceed $690,000.00. 3) Reject the Base Bid, Alternate A, and Alternate B from Kujawa Enterprises, Inc. FISCAL IMAPCT: The base bid and the alternate A would be funded using CIP accounts and the City’s Tree Mitigation Fund. SOURCE OF FUNDS: Account: 03851700-61113-C2023- Ball Diamond Rehabilitation Account: 26420000-59020 – Tree Mitigation Fund ($30,000.00 Base Bid, $30,000.00 Alternate A) Page 12 of 159 RATIONALE/BACKGROUND: The DPW recently concluded a public bid regarding the possible rehabilitation of three separate fields within the New Berlin Park System. The Base Bid was for Malone Park Diamond #3 with Alternates A & B addressing Pro Health Care Park Diamond #1 and Hickory Grove Diamond #1. Based on the bid results the City recommends accepting the Base Bid for Malone Park Diamond #3 and Alternate A for Pro Health Care Park Diamond #1. The City recommends rejecting Alternate B due to cost. Malone Park Diamond #3 and Pro Health Park Diamond #1 have reached the point where they require re-grading of the infield and outfield to improve drainage, safety, and playability. The fence around Malone Park Diamond #3 is requires replacement due to condition and inadequate ability to protect spectators from foul balls. A netting system along the 1st and 3rd baselines is included in the bid to protect spectators. Pro Health Care Park Diamond #1 is currently unplayable and was not used in 2026, primarily due to drainage issues causing washout of the infield. The City faces increasing demand for rentable fields at parks with adequate parking, restroom, and shelter facilities. Improving Diamond #1 to a rentable facility will alleviate demand, and provide an additional playable location at a park with all the necessary facilities. Renting this facility will increase rental revenues and will bolster the segregated rehabilitation fund established through the approved 2027 fee structure. This project will provkl,c two 'little free libraries', one br aduhs and one for children. The library will sharc a @mmon reading bench for the paftipants to use whib they aro at the library. The layout will consist of improved surface of pavers brid6. The library will have two 'little fiee libraries" that will be positioned on each end of the improved surfiae. ln betrveen the libraries will be a very sturdy bencfi that will have security to ensure it cannot be removed or stolen. The libraries wilt be purcfiased ftom the actual 'free library'website. These libraries will require aesombly and installation into the ground. The bench will be purchased at a premier synthetic bench seller. lt will also require assembly. I have a reading disability and lwanled people to have the same chance I have had at reading books, especailly if they cannot afiord them. I would like others to still have the same chance to be a good rcader. lnclude image on an addWonal documenl Tell how your projecl will be helptul to the beneficiary. Why is it needed? As a communig center and a bod pantsy this will help not only the benificiary but the community.
