Town of Rock
Board Meeting
June 11, 2026
Town Hall
CALL TO ORDER: The June 2026 Board meeting was called to order by Chairman, Pete
Winistorfer, at 7:00 p.m. and the Pledge of Allegiance was recited.
BOARD MEMBERS PRESENT: Pete Winistorfer; Mark Katzenberger; John Zahradka; Louis
Krainz; Jason Krenn; Jill Wrensch, Clerk; Lisa Anderson, Treasurer; Lori Zahradka, Deputy
Clerk/Treasurer
MEMBERS OF THE PUBLIC PRESENT:, An attendance list is on file in the Clerk’s office.
MINUTES: The minutes of the May 14, 2026 Board Meeting were read by the clerk.
Motion by Mark Katzenberger; Second by Jason Krenn to approve the minutes of the May 14
2026 board meeting. Motion Carried.
PUBLIC COMMENT: There was no one with any public comment at this time.
CONSTABLE: Bob Reed was not in attendance and did not leave a report.
PLANNING: Larry Gilbertson has been working with Tyler Wein on a variance matter that will
be discussed in new business. Larry received a call from Stratford Sign about the sign at
Lindsey Bar and they are just changing the appearance and not the size, so no permit is
necessary. TDS is beginning its fiberoptic project in the Town. Pete Winistorfer spoke with
building inspector, Dan Hansen, and he is back in service after his medical issues.
Aimee Zahradka turned in the signed documents regarding the comprehensive plan to Wood
County and Emmett discovered a date that wasn’t changed. It was able to be updated, but they
wanted the Board to be aware of it.
.
FIRE DEPARTMENT: Diane Gilbertson said they will be doing their annual hose testing next
Tuesday. Also, there is a fundraiser at McDonald’s on Wednesday for the Department and
trainings have been going well..
LINDSEY PARK: Rob Zahradka had nothing to report this month. Pete Winistorfer mentioned
that the one light needing replacement would need a lift in order to replace it and wondered if
we’d want a security light of some sort.
TREASURER’S REPORT: The May 2026 Treasurer’s Report was presented by Lisa Anderson.
There needs to be designated signers on the CD for the Fire Department Vehicle Replacement.
It was discussed by the Board and determined that Treasurer, Lisa Anderson and Deputy
Treasurer/Clerk, Lori Zahradka will be the designated signers for the CD.
Motion by Mark Katzenberger; Second by Jason Krenn to approve the May 2026 Treasurer’s
Report as presented. Motion Carried.
NEW BUSINESS:
TDS Permit – TDS Telecom submitted a permit application for fiberoptic infrastructure. They
included maps and payment of the $3,265 fee.
Motion by John Zahradka; Second by Louis Krainz to approve the TDS permit; Motion Carried.
Variance Request – Larry Gilbertson received a request from Tyler Wein for a shed. He has the
required signatures because it doesn’t fit the parameters of the old zoning ordinance currently
still in effect. If the proposed zoning ordinance is approved, he will not need a variance because
it would fit under those parameters. He wants to get going on it, but is in limbo at the moment
because of the zoning. Under the old zoning, he would have to prove a “hardship”, which would
be unlikely in this case. With the new zoning appearing close to being finalized, it would be best
to wait.
Approval of Licenses – Alcohol, Tobacco and Operator’s Licenses for Lindsey Bar for the period
July 1, 2026 through June 30, 2027 were discussed.
Motion by Jason Krenn; Second by John Zahradka to approve the license applications for
Lindsey Bar upon receipt by the Clerk. Motion Carried.
OLD BUSINESS:
The County is ready to go next week with the overlay on Patton Drive. There were some
culvert fails with flooding and they were replaced at Falcon & Patton so they should be
good to go.
Pete Winistorfer is trying to submit for funding from the May flooding. We’ve already
spent about $26,000 and could possibly get 60-80% of that back.
The bill from Pankratz Excavating for the large snow event on March 14th was
$5,076.25 and we will be getting $3,553.35 back in funds from the paperwork that Pete
Winistorfer submitted.
Granite went down this past month. It was a long two days with 12 trucks the first day
and 11 trucks the second day.
Bluebird Ln was taken care of today.
Dust control was postponed until June 15th due to the weather.
Pete Winistorfer spoke about borrowing money to pay for some of the projects that we’re
getting grants for until the grant money arrives. He wanted to know if he should just go
with Partners Bank or check around. The consensus was to check around a bit.
CORRESPONDENCE AND OTHER:
Pete Winistorfer received two calls on dust control and when it was going down. He
informed the parties of the timeframe and reminded them that the Town is not required
to put down dust control, but does it as a service to residents.
Pete Winistorfer received a call from a member of the Fire Department about not
receiving the 2% dues.
The clerk shared a flyer about a Zoning Workshop on June 25th for anyone that was
interested in attending.
The next WTA meeting is June 19th and being hosted by the Town of Grand Rapids.
ACCOUNTS PAYABLE:
Motion by Mark Katzenberger; Second by Louis Krainz to certify the bills for payment. Motion
Carried.
AUDIT OF THE BOOKS: The audit of the books for January through March 2026 was
conducted and all was found to be in order.

meeting at 8:25 pm. Motion Carried.
