Total disbursements for the month of May were $41,498.30 with total revenues being $5,827.89. 2 Treasurer and Clerk Financial Reports: The Treasurer and Clerk reports were reviewed by the Board. All reports balance. Total Town money as of May 31st, 2024, is $279,155.88. O’Donnell made a motion to accept the reports as presented. Schmidt seconded said motion. Motion carried. Correspondence: Moody received timber cutting permits for the following parcels: 130028, 1300111, 1300110, and 1300109. Jeff Glaza applied for an oversized permit. Wood County came and took a look at South Section Street. To install a bottomless culvert would cost approximately $78,000 but it does qualify for the 50/50 Bridge Aid Program. Highway Superintendent Report: There was a washout on Batterman Road. The crew installed a culvert in order to improve drainage and hopefully another washout will not occur. They put in lifts over the first two culverts on Lynn Hill west of County Road G. The first round of mowing has started last week and will continue through the next few weeks. The County Line bridge has been temporarily fixed with the installation of rip rap against the failing walls. A sand/gravel mix material was added to the top so vehicles can pass. The 40-ton weight limit signs were taken down and replaced with 10-ton weight limit signs all along the County Line Road. New Business: Campground TBD: Moody read through the conditions of the permit. The Board was in agreement with what was reviewed. The Board voted unanimously to approve the Conditional Use Permit with the attached conditions. Moody offered it to Neil Heinrich. Heinrich requested the Board remove the conditions for the 20-week limit and installation of the privacy fence. Moody explained that these conditions were come about carefully and with the guidance of the Town’s attorney and will remain conditions of the permit. Heinrich voiced his desire to consult with his attorney. Moody offered arbitration but Heinrich refused. The Board signed the permits. Heinrich refused to accept the approved permit with the attached conditions. The Board decided to give Heinrich until Friday, July 12th, 2024, to accept the permit as drafted. Heinrich took his copy of the permit so he would have the conditions he would need to meet if he accepts. Resolution #R2024-1: Moody summarized the document. It explains how the public can be involved in the process of updating the Town of Port Edwards’ Comprehensive Plan. O’Donnell made a motion to pass Public Participation Plan Resolution #R2024-1 and Schmidt seconded it. Motion carried with all in favor. Utility Permit: WE Energies submitted an application for a Utility Permit. They will be doing a gas pipe line in mid-August at 3836 Lynn Hill Road. O’Donnell made a motion to approve the permit application. Schmidt seconded the motion and the motion carried. The clerk will let WE Energies know of the new permit application and associated fees. Fire Call Report: The clerk received a fire call report for a call to a residence in the Township who had a propane leak. The fire department tried contacting the emergency response telephone number of the propane company that owns the tank to no avail. The Board instructed the clerk to bill the party $250 as has been customary for such calls and allowed by the Town’s Fire Call Ordinance. 3 Highway Shop Improvements: It has been determined that the center wall in the highway shop is not a load bearing wall. The highway crew would like to remove that wall. Then they would like to finish the space behind the bathroom into an office area. This would give them a place to meet with customers as well as a cleaner place to have lunch or break time. If this was done the crew is confident all of the Town’s machinery would fit inside and the need for an additional garage door could be abandoned. The highway crew is willing to build the office space themselves as well as remove the center wall. The main concern would be the current heating system. There is doubt that it could heat the entire shop area. We would need estimates for a new heating unit. Moody will get estimates and the topic will be carried to next month’s agenda. Grader/Tractor: The Town’s pull behind grader is broken. The swivel part on the front broke while out on loan and the party that was borrowing it refused to fix it. Several Town residents have shown interest in it. The Town is expecting to get at least scrap price for it so the minimum bid will be set at $250 and it will be sold as is. Sealed bids will be received up until next month’s meeting on Monday, July 15th, 2024 at 6p.m. The Town also has the old John Deere tractor in the shop. The brakes on that are non-functional. The tractor will also be sold as is and under sealed bids, taken up until the Board’s next month’s meeting. O’Donnell will work with the highway crew to put specs together on the equipment being sold and that information will be put on the Town’s website. Waste Management Contract: The clerk presented the amendment she was emailed from the Town’s Waste Management representative. The wording did not seem to represent what was discussed at the last Town Board meeting. It still appeared Waste Management wants the ability to add a fuel surcharge monthly versus annually as stated in our original contract. O’Donnell made a motion to reject the amendment as written and Schmidt seconded. The motion carried. The clerk will convey the Board’s decision to Waste Management representative Tim Miller. Beer/Liquor, Operator, Cigarette Licenses: It has been another year of struggles with regards to renewing the Town businesses that require beer, liquor, tobacco and operator licenses. Next year the clerk will be giving said businesses two weeks to get their materials in. No matter the time frame given, they seem to want to wait until the very last minute to turn the paperwork in. Schmidt made a motion to approve the licenses applied for to the businesses applying contingent on the clerk receiving the necessary paperwork. O’Donnell seconded the motion and the motion carried. Old Business: There was no old business to address. Public input: A person in attendance asked if they needed a building permit for a prebuilt shed or a carport. If the carport is enclosed, and anything over 150 square feet does indeed need a building permit. Next Scheduled Board Meeting: The next regularly scheduled Town Board Meeting is set for Monday, July 15th, 2024. The meeting will begin at 6:00p.m. and be conducted at the Port Edwards Town Hall. 4 Adjourn: Being no other business to conduct, O’Donnell made a motion to adjourn the meeting at 7:02p.m. and Schmidt seconded. All were in favor and the motion carried. Respectfully submitted, Michelle Sorenson, Clerk
