Re: Waukesha County Library Tax Exemption Notice
Date: August 17, 2026
Annually, Waukesha County sets a special levy for library services. The funds are distributed to public
libraries to compensate them for use by non-residents of their communities. State law (ss. 43.64(2)
Wisc. Statutes) provides that municipalities with libraries may avoid double taxation and exempt
themselves from this special levy if they meet certain conditions:
x Exempting library municipalities must levy and expend an amount equal to or greater than the
mill rate set by Waukesha County in the preceding year with the exception of joint libraries
whose participating municipalities have an alternate option for exempting which is to levy and
expend an amount not less than the average of the previous 3 years (ss.43.64 (2)(c)).
x Exempting library communities are required to provide written notification to the county
annually.
x The County Code requires that the notification be from the local governing body rather than
from the clerk alone.
x The County Code also requires a deadline of September 30 so that the County Executive Budget
available to supervisors and the general public can properly reflect the county library taxation
levels in the Adopted Budget in November.
x Exempting communities must also have a library that meets or exceeds minimum service levels
and quality assurance standards (included in the Waukesha County Library Services Plan formally
adopted by the Waukesha County Board of Supervisors in 2022) which are certified by the library
board. (The libraries have already received their standards certification letters.)
If you would like to exempt your municipality from the Waukesha County library tax, the form (on page
2), Request for Exemption from Waukesha County Library Levy 2026 Tax for 2027 Purposes must be
completed, approved by the municipality’s governing body, signed, and returned to Bridges Library
System no later than September 30, 2026. A copy of your adopted municipal ordinance or resolution
certifying that your library appropriation meets or exceeds the requirements is also required. Email
submission is acceptable as long as the form includes the actual signature.
Thank you for providing library services to our citizens. Strong libraries build strong communities and
your commitment to support your library is vital and valued!

Request for Exemption from Waukesha County Library Levy
2026 Tax for 2027 Purposes
Name of Community:
Name of library:
We recognize that, pursuant to 43.64 of Wisconsin Statutes, to obtain an exemption from the 2026 county
library levy for 2027 purposes, the municipality must certify that during budget year 2027, its library will be
provided and be allowed to expend no less than the county library tax rate in the prior year, $0.201234
per $1,000 Equalized Value.
In the case of a joint library, an alternate exemption option exists pursuant to ss 43.64 (2) (c). Under this
language, each participating municipality in the joint library has the option to certify that during its budget
year 2027, the library will be provided and allowed to expend no less than the average of the funding levels
of the previous 3 years.
We further recognize that, pursuant to state law, listed funding must be only from municipal sources, not the
entire library budget. Reported amounts must exclude fines, fees, and other revenues. Capital expenditures
are excluded as well.
I am authorized to certify that the governing body of the municipality has enacted an ordinance or resolution
pledging that it will appropriate and allow the library to expend no less than a rate of $0.201234 per $1,000
of the actual state Equalized Value amount for the community that was published by the state by August 15,
2026 or, in the case of a joint library whose municipality may choose this option, that the participating
municipality will appropriate and allow the library to expend no less than the average of the funding levels of
the previous 3 years.
The community meets its requirement stated above and is therefore eligible for exemption from the 2026
Waukesha County library levy.

Broken Hill Lift Station Pump Replacements - Reallocation of Funds
Sub Item Agenda Language:
Background Provided By:
Rob Kincaid & Jane Mueller
Background:
The Sewer Utility operates a sewer lift station in the Broken Hill subdivision. The lift
station was installed in 2006 with two submersible sewage pumps. Recent pump
maintenance identified that the bearings are failing on both pumps. This caused the
metal to erode on the inside of the pump volutes.
The pump supplier/manufacturers rep was called in to assess the pumps. It was
determined that both pumps should be replaced as there were equal hours of pump run
time on the 20-year-old pumps. The recommendation was to replace the pumps as
soon as practical since the bearings could seize at any time.
Xylem Water Solutions has provided a quote for the purchase and installation of two
FLYGT submersible sewage pumps for $49,575.80. The Sewer Utility anticipated the
rehabilitation of the Spice Creek Lift station in the 2026 capital budget. This project was
put on hold while the design of the infrastructure of the Pewaukee Golf Course
development is taking place. (The design may eliminate the Spice Creek Lift station.)
The Spice Creek project was budgeted at $125,000.
Fiscal Impact:
The Sewer Utility has identified the pending/potential failure of the sewage pumps at the
Broken Hill Lift station. Two replacement pumps will cost $49,575.80. The Utility will not
be moving forward in 2026 with the Spice Creek Lift station rehabilitation budgeted at
$125,000.
Reallocation of sewer funds from Spice Creek Lift station rehabilitation to the Broken Hill
sewage pump replacements for $49,575.80.
Recommended Motion:
Utility staff recommend the reallocation of $49,575.80 sewer utility funds from the sewer
project Spice Creek Lift station rehabilitation to the Broken Hill sewage pump
replacements.

Water & Sewer System Software and Hardware Upgrades
Sub Item Agenda Language:
Background Provided By:
Rob Kincaid & Jane Mueller
Background:
The Utility had budgeted 2026 funds for upgrading our Supervisory Control And Data
Acquisition (SCADA) reporting software. However, as the year has progressed, we have
had cascading challenges with software (controls and reporting) and hardware. We
have been working with our SCADA consultants to address these problems throughout
the year. They are now recommending that the Utility fully upgrade the SCADA software
(controls and reporting). Additionally, their recommendation is to also replace several
Programmable Logic Controllers(PLC) for the water and sewer utility.
Though we budgeted $65,000 in shared costs between the water and sewer utility, we
did not include the costs for the controller software. We budgeted monies to upgrade
the hardware (including PLCs)at one well house and two lift station locations, we did not
anticipate the accelerated replacements of the remaining sites.
The Utility has capital projects that have not taken place at this time:
$200,000 was placed in the Water capital budget for Well No. 4 & 7 project to conduct
maintenance well and pump work for the wells. This work has not taken place to date.
We would request reallocation of these funds to cover the more urgent SCADA work.
$200,000 was placed in the Sewer capital budget for Meadowbrook Lift station
Rehab/replacement. No work has taken place on this to date while we wait for
SEWRPC sewer service are plan review. We would request reallocating these funds to
cover the more urgent SCADA work.
Fiscal Impact:
The Utility budgeted $65,000, ($32,500 from each Water and Sewer) for 2026 SCADA
reporting software. The recommended software upgrade costs are $180,000 ($90,000
each Water and Sewer).

Project Description/Analysis
The Plan Commission and Common Council approved a Certified Survey Map on March 21, 2024, and
April 1, 2024, respectively, to subdivide the property located at W233N2080 Ridgeview Parkway into
two separate parcels. The property owner at that time, Ruekert-Mielke, planned to construct an office
building on the newly created parcel.
Since then, Ruekert-Mielke has sold the property to Waukesha State Bank. Waukesha State Bank is
now proposing to recombine the two parcels into a single lot.
The proposed lot is 7.07-acres. There are no site or building changes proposed.

City of Pewaukee - New Agenda Item
Agenda Language:
Discussion and possible action regarding Meadowbrook-Prospect Trail Extension
Project to adopt Resolution 26-09-25 Amend Resolution Authorizing Acquisition of Real
Property Interests City of Pewaukee, Waukesha County, Wisconsin. [Wagner]
Sub Item Agenda Language:
Background Provided By:
Magdelene Wagner
Background:
The Meadowbrook-Prospect Trail Extension Project is a multi-use trail along
Meadowbrook Road and Prospect Avenue connecting Pewaukee High School and the
Lake Country Trail. The Council previously approved a resolution for property
acquisition which is now being revised for several properties. After discussing the
acquisition with the properties, we have had to change the design to reduce the
acquisition, change the acquisition from fee to Permanent Limited Easement (PLE),
change some to Temporary Limited Easement (TLE), and delete some properties. The
revised resolution is required to comply with the WisDOT requirements due to the grant
funding of the project.
A summary of the changes is as follows:
• Parcel 1: FEE areas changed to PLE/TLE.
• Parcel 2: No change
• Parcel 3: FEE area changed to PLE. TLE area remained as-is.
• Parcel 11: FEE area changed to TLE.
• Parcel 21: removed from plat
• Parcel 24: removed from plat (vacation of sheet 4.07)
• Parcel 26: removed from plat (vacation of sheet 4.07)
We recommend Council adopt this resolution.
The project is continuing to move forward with a slightly delayed time for construction.
Due to this being a trail project, the City is not allowed to condemn the required
easements and acquisitions. Negotiations are ongoing with the properties and these
changes are a result of those negotiations.
Fiscal Impact:

Recommended Motion:
Council adopt the resolution.

City of Pewaukee - New Agenda Item
Agenda Language:
Discussion and Possible Action Establishing the 2027 Garbage and Recycling
Collection Rates with Johns Disposal. [Wagner]
Sub Item Agenda Language:
Background Provided By:
Magdelene Wagner
Background:
Beginning in 2015 the City has contracted residential garbage and recycling collections
with Johns Disposal. The contract was extended 5 years in 2025 with an initial rate
increase of 5% in 2024 and 4% annual increase in years 2026-2029.
The contract contains seven billable services, four of which experience cost
adjustments annually based on the new rates. Please note rate increases are no longer
based upon the Consumer Price Index (CPI) and Fuel Index (diesel) which is how our
previous contract rates were adjusted.
As we project and estimate the 2027 costs, it should be noted that several categories
change annually: 1) the number of residential customers is estimated to increase; 2)
landfill disposal tons continue to increase due to residential growth; 3) we did not
receive a County recycling dividend for the recycling operations in 2026 which would
have reduced the per house rate; 4) City recycling collection costs at City Hall have
averaged $79,000 for the last several years so this cost is now incorporated into the
garbage/recycling rate; and 5) Johns Disposal rate increase is 4% for 2027 per the
contract.
All the above factors result in a rate of $234.00 per residential unit (home).
Fiscal Impact:
The requested residential recycling and garbage collection fee of $234 per home would
make the collections of garbage and recycling, both the Johns Disposal and City
Recycling Center and City Hall, paid via the residential fee
Recommended Motion:
Common Council establish the 2027 Residential Recycling and Garbage Collection Fee
at $234.00 per home per the contract.
