Sub Item Agenda Language: Background Provided By: Nick Phalin Background: For the initial budget review, this includes the information we have to date. Fiscal Impact: Recommended Motion: Page 16 of 36 2027 BUDGET HIGHLIGHTS OVERALL BUDGET We are proposing an increase for 2027. The items listed below are partially responsible for this increase: 1. Wages have yet to be solidified for the proposed increases for 2027. 2. We do not have insurance totals for 2027 at this time. The next few pages highlight the specific increases. Page 17 of 36 2027 BUDGET HIGHLIGHTS REVENUE BUDGET: Park Reservation Fees (100-00000-46720): We are expecting park rental revenue to be consistent with minimal growth for 2027. Recreation Programs (100-00000-46721): We will likely come in under budget in 2026 as we estimated a higher enrollment to summer day camp with adding the fifth site at the Sports Complex. This was a year of establishing the site and we hope for greater enrollment next year. We expect 2027 revenue to be consistent with 2026 actual revenue. Field Trips & Leagues (100-00000-46722): We reduced the number of total field trips from 2025 and do not intend to offer Summer Adventure Camp moving forward. Community Donations (100-00000-46728): We have shifted program sponsorships away from ‘donations.’ Donations are unexpected and don’t have any ties to responsibility by our department. Recreation Sponsorships (100-55300-46718): This account is specifically assigned for sponsorships of programs or events. Previously these dollars were allocated in the ‘Community Donations’ account. Wages (100-55200-51100): Wage increases are to be determined and were not available at the time of publication. Part Time Wages (100-55200-51210): We had a great group of seasonal staff in 2026 and are hoping they return. Outside of summer high school and college students, we have been able to hire some individuals with more capable skill sets to help our workload throughout the year. We have proposed a 5% increase for 2027. We currently pay about $14-$17/hour. Our two largest accounts continue to be impacted by price increases. As we do our best to maintain low costs and efficiency, we have increased these two accounts. • Building Repairs & Maintenance (100-55200-52410) – increased $2,500 • Grounds Maintenance (100-55200-52420) – increased $3,000 We are still determining the true impact of Garrison’s Splash Pad, but will expect some budgetary impact moving forward. The main areas will be: • Water (100-55200-52230) – 2026 was extremely hot, and dry (irrigation) Fuel (100-55200-53420): For 2026, we had reduced this line by $5,000 citing fuel price stability. That shifted differently than expected in 2026. We’ve adjusted this line back up by $2,500 for 2027. Summary: Overall change is to be determined based on variables with insurance and wage increases for full-time staff. There have been other increases on supplies or goods that have been taken into account for the budget. Page 25 of 36 2027 BUDGET HIGHLIGHTS SHARED CAPITAL – EQUIPMENT: We continue to work off our capital equipment plan to replace equipment either at the end of life, or to maximize trade-in value. Our goal with capital equipment is to have a consistent amount of savings per year towards the purchase price of any piece of equipment. In 2027 we have planned to replace: • #114 / 2017 Preseeder; awaiting updated quote In 2025 we discussed the purchase of a laser grading machine for ball diamond repairs, and the Parks and Recreation Board was generally in favor of this. We did not include this in the final 2026 budget as we were awaiting potential improvements at Wagner Park and a plan. The Wagner Park diamond improvements were put on hold. We are proposing to utilize the $25,000 held for Wagner Park to be the ‘seed’ money to start saving towards the purchase of a laser grader to complete in-house diamond renovations (leveling, adding material, etc). This is currently projected for a 2028 purchase. Future expenses to make improvements would still include diamond material and staff time. Elm Grove, WI 53122 Page 29 of 36 2027 BUDGET HIGHLIGHTS CAPITAL BUDGET: CITY ONLY – Tennis Court/Basketball Court Resurfacing: We will continue crack filling as needed in 2027 as all have deteriorating tennis court conditions. Crack filling will only last a few years but is necessary to keep them safe and playable. We will also review annually as part of the Open Space Plan the future of tennis courts in Pewaukee. Below is the tennis court crack filling expenses chart: Also attached is a copy of the current playground equipment replacement plan for City Parks that the City has committed to funding since 2014. The 2027 budget year will be the first year of saving towards replacement plan of the Play Pewaukee All-Inclusive Playground and Garrison’s Splash Pad. We will be proposing to the Common Council a request of funds to build an open-air pavilion near Garrison’s Splash Pad that would be available to the public, but also rentable for gatherings like birthday parties, etc. It would include a roof with shade, concrete floor, no walls, and picnic table seating for ~50 guests. To be considered for electrical – lights, cameras, and outlets. Then the annual Village portion of the budget (28% in 2026) is returned to the Village to remain in this fund until utilized for park improvements at Village parks. Ahead of use, we often propose and discuss at the Parks and Recreation Joint Board level, to receive approval, then take to the Village Board for use, if the item is unbudgeted. If it is available and agreed upon at budget time, an approval there will suffice for use of funds to complete the project during or in the following budget year. Estimated current fund balance as of July 30, 2026 was ~$16,000. Proposed improvements for 2027 are: • New beach swim buoys? Future park improvements list: • Kiwanis Village Park o Other sustainable upgrades o Diamond 2 – outfield fence replacement o Diamond 1 – outfield fence replacement • Lakefront Park o sustainable upgrades Page 33 of 36 2027 BUDGET HIGHLIGHTS LAIMON PARK OPERATIONAL FUND: Our 2027 budget will see increases in revenue accounts in the additional service areas we provide to slip renters, due to the increased expenses we incur. Per our lease agreement, tenant rent increases by contract in April.
