Blenker Sherry Sanitary District Commission Meeting October 21, 2025, 7 pm 3720 Cty. Rd. P, Milladore, WI, 54454 Meeting Minutes Commission Members Present: President of the Commission Ned Ruesch, Commissioner Ron Koziczkowski, Secretary Leslianne Ruesch, Treasurer Terri Grassel. The meeting was called to order by Ned Ruesch. The secretary report from October 7, 2025 was read. A motion was moved by Ned to approve. Seconded by Ron. Motion approved. The secretary report from October 16, 2025 was read. A motion was moved by Ned to approve. Seconded by Ron. Motion approved. The treasurer report was received. Old Business: We are still working to get crucial documents from the prior commission. Because we are missing information needed from the previous commission, we will postpone setting the 2026 budget until we have a better understanding of the current finances. Sewer delinquencies need to be turned over to be put on the tax roll. The secretary and treasurer are working on that list. We continue to search for an OIC, additional operators, and various personnel. There have been multiple interested parties and we will sit down with them in the coming weeks. We have set up a meeting on site at the plant with the DNR to discuss standard operating procedures. New Business: The CPA has found a large amount of money that was deposited by the previous commission but not allocated towards customer accounts. We are working to rectify this. After much interference, we are finally on the bank accounts. We have placed a stop-payment on 4 checks that are missing and not noted in Quickbooks. The treasurer will be ordering new checks with the proper address. A motion was moved by Ron to keep the $189 per quarter user rate that we currently have for the upcoming 2026 year. Seconded by Ned. Motion approved. We will be looking at late fees better in the upcoming weeks and will continue using the current rate of 2% compounding, until it can be looked at in depth. The board expressed they would like to set charges that are uniform and fair to all district members, as currently there are different rates being used with no explanation. A motion was moved by Ned to remove the Amy Haas, and Roger Tomlinson residence from the customer list, as they have not been hooked up to the Sanitary District, but have been paying each quarter for non use. Seconded by Ron. Motion approved. A motion was moved by Ned to change the rate the Steve Hollar residence/Arborvantage is paying from 2 full portions to 1, as their business use of the sewer is negligible. Seconded by Ron. Motion approved. A bill has been sent to Sherry Volunteer Fire Department for the year, as they were never billed, unlike the churches and women’s shelter within the district. A motion was moved by Ned to have Dan Deboer pay only one rate of $189 per quarter while only the office is occupied. Seconded by Ron. Motion approved. A complete inventory needs to be done at the plant. Ned, Ron, and Mike will work together on this and hopefully include the new operators. We will need scrap hauling this coming spring to help with the large amount of abandoned parts, vehicles etc on the property. Ron will look into this. We are unsure if any vehicles parked at the plant work. We do not have titles for all of them. Only some were able to start when tested. There is no insurance for any of them that we have found. Ron and Ned will look into salvaging these if possible, and if not, they will be hauled for scrap. A letter has been sent to all district residents with contact information and payment address. Residents who had previously sent payment to the old address are encouraged to let the commission know. Public comment was had. A motion was moved by Ron to pay bills. Seconded by Ned. Motion approved. The next meeting will be held on November 18, 2025 at 7 pm, at The Milladore Town Hall, 3720 County Road P. A motion was moved by Ned to adjourn. Seconded by Ron. Meeting adjourned. Respectfully submitted, Leslianne Ruesch
