WASTE SITING COMMITTEE
JANUARY 23, 2026 8:00AM
TOWN OF SIGEL TOWN HALL – 3678 TOWN HALL RD – WISC RAPIDS WI 54495
I. Lawrie Kobza, Waste Siting Committee Chairman, called the meeting to order at 8:00AM.
II. MEMBERS PRESENT: Lawrie Kobza, Tom Nieman, Dick Goodwin, Dean Oilschlager, Matt
Zacher, and Larry Scholze
OTHERS PRESENT: Sue Schill, Wisconsin Rapids Attorney, Sandra Nieman, Town of Sigel
Clerk
A. Approval of Minutes of Previous Meeting – Goodwin made a motion to approve meeting
minutes from the last meeting of December 12, 2025. Zacher seconded. Motion passed.
B. Goodwin made a motion to go into closed session, seconded by Zacher. Motion carried.
C. Zacher made a motion to come into open session, seconded by Scholze. Motion carried.
D. Kobza stated that the agreement between the City of Wisconsin Rapids, the Town of Sigel,
and the Town of Seneca, and Advanced Disposal Services Cranberry Creek Landfill, LLC
was discussed. A motion was made by Oilschlager stating that he moves that the Cranberry
Creek Landfill Expansion Local Committee approve the negotiated agreement with
Advanced Disposal Services Cranberry Creek Landfill, LLC in the form that the Local
Committee reviewed today subject to any non-substantive changes made to finalize the
agreement and the Wisconsin Department of Natural Resources issuing its approval of the
plan of operation for the landfill expansion, and authorize the committee chair to sign the
final agreement on behalf of the committee once the DNR approval has been issued. That
motion was seconded by Zacher. Motion carried.
E. It was noted that the Plan of Operation still needs to be approved by the WI DNR. Once
that is done, involved municipalities will need to approve the agreement. It is hoped that
this can be completed by February 17. If special meetings need to be called, involved
municipalities agreed that they could call special meetings to handle. Kobza drafted a
resolution for the boards of these municipalities to use to approve the agreement once the
Plan of Operations from the DNR is approved. Once everything is completed, the document
of this agreement may be viewed on the State of WI Waste Facility Siting Board website.
F. Maps were distributed to each of the involved municipalities that showed the location of
residents that will receive sociological payments.
G. Eric Hanson from Waste Management joined the meeting at 9:00AM. Kobza informed him
that the committee has approved the proposed agreement. Hanson also stated the Plan of
Operations has not yet been approved by the DNR. He feels that it will be soon completed.
He asked questions of the committee: Who is the contact person for the Standing
Committee, when does/how often will that committee plan to meet suggesting it should be
done quarterly, and if the information for that committee could be distributed via electronic
means. He was given the contact person for that committee (Sue Schill, Attorney for City of
Wisconsin Rapids). He stated that finalization for the sociological payments will be
completed soon. He entertained other questions from members of this committee.
H. Adjourn – Oilschlager made a motion to adjourn at 9:25AM with a second from Nieman.
Motion carried.
