VILLAGE OF BIRON 451 KAHOUN ROAD, WISCONSIN RAPIDS, WI 54494 PUBLIC WORKS, SANITATION & WASTEWATER COMMITTEE MEETING MINUTES October 13th, 2026 11:00 A.M. Members Present: Tammy Steward, Chairperson excused, Mike Guillemot and Tim McKellips, Committee Members. Others Present: Kayla Lumaye, Public Works Director; Samanatha Daugherty, Village Clerk; and Tim Hale, Village Resident 1. Committee member Mike Guillemot called the meeting to order at 10:59 a.m. 2. Discuss updates on Shore Acres Drive storm sewer rehabilitation Kayla reported that Steve’s Plumbing was on site again on September 25th. While on site, Steve’s Plumbing removed the remaining debris from both the 12-inch and 4-inch pipes. They confirmed that there is no lateral connection to 271 Shore Acres through the 12-inch pipe. However, they confirmed that the sump pump at 291 Shore Acres is connected to the 4-inch pipe. Steve’s Plumbing also reported removing a significant amount of debris from the manhole in the yard of 291 Shore Acres. They were able to remove debris to approximately 2 to 3 feet below the pipes within the manhole. Based on these findings, they indicated that the manhole is functioning as a catch basin. Following these findings, Kayla consulted with MSA, which developed a revised plan. Kayla presented the proposed plan to the committee and reviewed several potential solutions. After further discussion, the proposed approach would be to bore a new 12- inch pipe beneath the trees between 271 and 251 Shore Acres and connect it to the storm sewer in the road through a new manhole. The existing 12-inch pipe in the backyard of 271 Shore Acres would then be capped at both ends, and the 4-inch pipe would become the responsibility of the homeowner at 291 Shore Acres. Tim requested that his drain tile be connected to the new system to allow drainage from his home. He also requested that the Village share in the installation costs for the new system. Additionally, Tim asked for confirmation that the capped pipe would not accumulate water in the future and potentially cause basement flooding. The committee asked Kayla to follow up with MSA to confirm that the proposed plan is the best available option and to address Tim’s concerns before moving forward. 3. Discussion on rate case study Kayla reported that she and the Village’s consultant have been communicating the Village’s concerns to the City of Wisconsin Rapids’ consultants. The Village submitted its most recent response to the City on September 10th. The extended deadline for responses is November 13, and the Village hopes to receive a response soon. 4. Discussion on 2027 budget The committee reviewed and finalized the 2027 budget. 5. Superintendent’s report Kayla reported that 80th Street North was striped on September 29th and shouldered the following day. She also reported that the Wood County Highway Department plans to bring its mastic equipment to the Village next Tuesday to complete various pavement patching before winter. . 6. Referrals for next meeting Updates on Shore Acres Drive storm sewer project and discussion on rate case study. 7. Set next meeting date and time - Next meeting is set for November 5th at 4:00 PM.
