WATER UTILITY COMMITTEE MEETING MINUTES
September 9th, 2026 7:00 A.M.
Members Present: Jamie Biegel, Chairperson; Mark Honkomp and Dan Sullivan Committee
Members
Others Present: Kayla Lumaye, Water Superintendent and Peggy Doughty, Utility Clerk
1. Chairperson Jamie Biegel called the meeting to order at 7:01 A.M.
2. Discuss updates on PSC rate case study
Kayla said she reached out to the PSC last Friday for an update. The PSC responded
with the Cost-of-Service Study is currently being processed. It should be issued next
week. Afterwards, they will reach out regarding scheduling the public hearing. No other
update to give.
3. Discuss CTH U Progress
Kayla reported that Earth completed the tie-in to the Sparhawk property during the week
of August 10th. During the week of August 17th, crews installed the new watermain and
hydrant up to the intersection of North Biron Drive and Otter Street. The new watermain
was then pressure tested and safe water samples were collected. The week of August
24th, crews completed the tie-in to the existing tee at the intersection of North Biron
Drive and Badger Street. During the week of August 31st, crews completed installation
of the watermain and hydrant up to the intersection of Badger Street and Center Street.
The watermain was pressure tested, and safe water samples were collected from the
hydrant. Crews are now wrapping up storm sewer construction at the intersection of
North Biron Drive and Badger Street.
4. Discussion and possible action on proposal for mixing system for water tower
Kayla presented a five-year contract from USG for an internal mixing system for the water tower.
She explained that the existing passive mixer at the base of the tower requires heaters to
operate 24/7 during the winter months. These heaters typically fail three to four times each
winter, resulting in replacement costs and additional call -in time for staff. An internal mixing
system would eliminate the need for these heaters and reduce the maintenance issues
associated with them. Kayla also explained several additional benefits of the system, including
reduced water turnover and organic growth, less sediment accumulation at the bottom of the
tower, reduced chlorine usage at the wells due to lower levels of organic material in the water
tower requiring treatment, and higher chlorine residuals throughout the water system. Motion
Biegel, second Honkomp to recommend that the Board approve the internal mixing system for
the water tower. Motion carried.
5. Discussion on 2027 budget
The committee reviewed and discussed the 2027 budget. Jamie asked that revenues be
estimated using the preliminary full rate case percentage, as the final rate increase may not be
known until after the public hearing. Since the budget will need to be submitted before the final
rate case percentage is determined, using the preliminary percentage will provide a reasonable
estimate for the 2027 budget.
6. Superintendent’s report
Kayla reported that all required paperwork has been processed and the Safe Drinking
Water Loan officially closed on August 26, 2026. The first disbursement was received on
the same day.
7. Referrals for next meeting
Updates on PSC rate case study, updates on CTH U project and 2027 budget.
8. Set next meeting date and time
The next meeting will be held on October 6th at 8:00 AM.
