VILLAGE OF BIRON 451 KAHOUN ROAD, WISCONSIN RAPIDS, WI 54494 WATER UTILITY COMMITTEE MEETING MINUTES August 4th, 2026 7:00 A.M. Members Present: Jamie Biegel, Chairperson; Mark Honkomp, Committee Member, Dan Sullivan excused Others Present: Kayla Lumaye, Water Superintendent and Peggy Doughty, Utility Clerk 1. Chairperson Jamie Biegel called the meeting to order at 7:00 A.M. 2. Discuss updates on well 2 problems Kayla reported that the crew replaced the relay, but the well still did not operate initially. They then adjusted the sensitivity setting on the new relay, which resolved the issue. The well has been operating properly ever since. 3. Discuss updates on PSC rate case study The PSC issued another letter of reprimand and requested that the utility provide a recommendation on how it intends to fund the new Public Fire Protection (PFP) fee. Historically, the General Fund has paid 100% of the PFP costs. Continuing this approach would place the full cost in the General Fund, which is ultimately funded through property taxes. After reviewing and discussing the five funding options provided by the PSC, the utility recommended Option 2, which allocates 75% of the cost to the municipality (General Fund) and 25% as a direct charge to utility customers Motion Biegel, second Honkomp to approve Option 2 with a 75% municipal charge and 25% direct customer charge for the PFP. Motion carried. 4. Discussion and possible action on Resolution 26-09 resolution authorizing the issuance and sale of up to $448,097 water system revenue bond, series 2026, and providing for other details and covenants with respect thereto, and approval of related financial assistance agreement Kayla presented resolution 26-09 which is a resolution approving the Safe Drinking Water Loan revenue bonds. Motion Honkomp, second Biegel to approve resolution 26- 09. Motion carried. 5. Discuss CTH U Progress Kayla reported that Earth completed the watermain installation up to Badger Street during the week of July 13th. On July 21st, Earth completed the mill's water service lateral tie-in. During the week of July 20th, Earth began installing the storm sewer. Once the storm sewer installation is complete, which is expected soon, Earth will place gravel on the completed section to make it drivable. This will allow mill traffic to access Beaver Street from North Biron Drive and continue reaching the parking lots while Badger Street and Center Street are closed for the remaining water main installation. Kayla also reported that during the water main work, it was discovered that the project plans incorrectly indicated the Sparhawk property had been tied into the water main during the 2019 project. In reality, that connection was never completed. Because the bid quantities were based on the project plans, the necessary materials for the tie-in were not included in the contract. Earth has since ordered the required parts, and the utility will be responsible for 100% of the additional cost associated with completing the connection. 6. Discussion and possible action on proposal for detention tank inspections Kayla presented a proposal from Maguire to perform the required detention tank inspections in 2028 and 2033. The proposal is for an eight-year contract; however, payment is due only after each inspection is completed. As a result, the cost of the first inspection will be included in the 2028 budget . Motion Biegel, second Honkomp to approv e the detention tank inspection proposal from Maguire. Motion carried. 7. Discussion on 2027 budget Kayla reported that she did not yet have the budget figures prepared for discussion but expects to have the budget information ready for review at the September meeting. 8. Superintendent’s report Kayla reported that USG was on site on Thursday, July 30th, to complete the remotely operated vehicle (ROV) inspection of the water tower. She also reported that the required lead and copper sampling, along with all other Wisconsin DNR-required water quality testing, has been completed and is in compliance. 9. Referrals for next meeting Updates on PSC rate case study, updates on CTH U project and 2027 budget. 10. Set next meeting date and time The next meeting will be held on September 9th at 3:00 PM. Motion to Adjourn: Jamie Biegel, second by: Mark Honkomp Time: 7:54 a.m. Minutes Respectfully Submitted by: Kayla Lumaye, Water Superintendent
