Village of Biron Plan Commission - Minutes Comprehensive Plan Meeting #3 Wednesday April 29th, 2026 6:00pm Call to Order- Chair Jon Evenson called the meeting to order at 6:02pm. Members present introduced themselves. Jon Evenson, Tom Schneider, Dan Muleski, Steve King, Pete Wolter, Kayla Lumaye, Sam Wessel from NCWRPC, Samantha Daugherty, Tim McKellips. Also present Josh Volz, alternate Plan Commission member and Jamie Biegel. Review of 2nd draft Chapters 1-9 and maps – Jon asked Sam Wessel to begin review of chapters. Sam asked Samantha to review the Rooted in Red property as there were questions around updating Biron’s Future land use map during the adoption of the comprehensive plan. Samantha spoke about the growth that has taken place over the last few years. Began as agritourism with farm tours and experiences and now holds more weddings and events and asked if it would help to update the future land use map to reflect the growth and use. Jamie Biegel spoke about the events that are taking place and the history of the property. Jamie explained the events that are held are within the definition of agritourism per Wis. Stat Statues and their business is seasonal holding weddings primarily in August and September. Discussion took place on how to support future growth and one option is to amend Ag district to accommodate future needs rather than changing future land use map. Commission then began to review the remaining maps and discovered some inconsistencies with the current land use zoning map and the future land use map. Sam Wessel discussed new laws that impact comprehensive planning. Sam Wessel recommended adding to the goals and objectives section that we will explore new state residential TIF options. Sam Wessel recommended new land use categories to match with zoning map. Discussion took place around if the commission wanted to update the future land use map to reflect goals of the village or keep consistent with zoning map and deal with future map when re-zoning requests come in. Commission agreed that it would be better to keep consistent with zoning map and re-zone as needed as it is hard to predict what future needs will be. Commission went through 2nd draft of comprehensive plan and found a few changes that needed to be made. Discussed the commission members will compile the zoning map changes that are needed and provide to Kayla who will then provide to Sam Wessel for updating. That work will be done over the next few weeks and commission will review again during June meeting as they will not meet in May. Review Plan Adoption Procedures- Sam Wessel reviewed the adoption procedures as there is a requirement to have a resolution passed and then a public hearing and then adoption by ordinance. Review and consider Resolution recommending adoption of the Comprehensive Plan for Village Board- This was not done during the meeting tonight but will be worked on once final draft is completed. Next meeting date- next meeting date would be June 24th at 6:00pm Adjourn- Motion Dan Muleski second Kayla Lumaye at 7:35pm. Motion carried
