Plan Commission — Minutes

Village of Biron Plan Commission Agenda Comprehensive Plan Meeting #2 Wednesday March 18th, 2026 6:00pm Call to Order- Called to order by Samantha Daugherty, Clerk at 6:03pm in the absence of President Jon Evenson. Members present Kayla Lumaye DPW, Pete Wolter, Dan Muleski. Also present Samantha Daugherty and Sam Wessel from NCWRPC and public member Keith Helmrick. Excused Tom Schneider and Jon Evenson. Review of draft Chapters 1, 3 and 6-9.- The Commission reviewed the draft of Chapters 1 Issues and Opportunities, Chapter 3 Housing, Chapter 6 Economic Development, Chapter 7 Land Use, Chapter 8 Intergovernmental Cooperation and Chapter 9 Implementation. Sam Wessel explained that some of the data is from the 2020 census and may not reflect accurate totals. Reviewed goals, objectives and policies for each chapter. Discussed needs for future land use maps and official streets map for the village. There were no significant changes needed to what Sam had presented in the draft chapters. Discussed next steps to implement and adopt the comprehensive plan. The next and final meetings with NCWRPC will be to review the final draft and make for the public hearing and board approval. Sam Wessel talked about the required notices needed that will need to be sent and asks if the public hearing will be at the board level or the plan commission level. Commission discussed and recommended the public hearing be held before the June board meeting which will allow time for required postings. Next Meeting Date: Plan Commission meets monthly, next meeting is April 29th, 2026 at 6:00pm. Adjourn: Motion Kayla second Pete at 7:50pm.
