Finance Committee — Minutes

FINANCE COMMITTEE MEETING MINUTES March 4th, 2026, 7:30 a.m. Members present: Patty Gapen, Chairperson; Jamie Biegel Also present: Samantha Daugherty; Kayla Lumaye, Tammy Steward excused Chairperson Patty Gapen called the meeting to order at 7:30 am The Committee reviewed all bills, non-lapsing, checking and savings accounts, journal entries, and time sheets for the month of February. Bills were paid on checks 27082-27142 for General Checking and 5444-5470 for Utility Checking. Motion Gapen second Biegel to recommend the Board’s approval of the bills, non-lapsing accounts and journal entries for Wastewater and Water Utility accounts and Village accounts. Motion carried. The committee discussed and reviewed the budget amendments for 100-00-55200-001-300 Parks Non-Lapsing and 100-00-57630-000-000 Safety Equipment and Maintenance. Original 2026 Budget amount for Parks non lapsing was $10,000. Amending that line to be $7000 and moving the $3000 to Safety Equipment and Maintenance. Committee recommends to the board to approve the amendments. The committee discussed and reviewed the line items 600-00-48200-001-421 and 600-00-58100-000-000 and 600-00-58200-000-000. Kayla discussed the need for specific line items for the upcoming Safe Drinking Water loan and DNR reporting requirements. Samantha stated she will look at the current lines and see if they were associated with an existing project. Motion Biegel second Gapen to have staff review line items and create necessary line items needed and bring them to board for approval. Motion carried.
