reconvene discussion in October on this topic. Motion carried by voice vote.
7. Zblewski Brothers has been providing snow removal for the Village for a number of years. The
contract for the winter seasons of 2026 and 2027 is similar to past contacts with modest
increases of 3% and some increases in operator costs. Motion by Trustee Stroik, seconded by
Trustee Trzebiatowski to extend the snow removal contract with Zblewski Brothers LLC for two
seasons 2026-2027 and 2027-2028. Motion carried by voice vote.

9. Recommendation by the Public Works and Parks Committee to replace the existing mowers
with the purchase of two new mowers with funds from the 2026 Equipment Replacement Fund
to be used for the purchase. The PW & P Committee recommended the purchase of a John
Deere 60” model and a John Deere 72” model from Reisterer and Schnell at the cost of
$56,410.01with an estimated trade-in value of the older machines for $11,000. Motion by
Trustee Lasecki, seconded by Trustee Lutz to replace the two mowers with the new John Deere
models using funds from the 2026 Equipment Replacement Fund. Motion carried by voice vote.
10. Resolution 2026-07 is declaring the official intent to reimburse expenditures for proceeds of
borrowing. This Resolution is a formality required by the Wisconsin Clean Water Fund for
providing funding for replacing sludge thickening equipment in our water/sewer utility. Motion by
Trustee Stroik, seconded by Trustee Lasecki to approve Resolution 2026-07 declaring intent to
reimburse expenditures from proceeds of borrowing. Motion carried by voice vote.
11. At the present time, storage units are not permitted in our commercial zoned ordinance. There
has been a request from a property owner on Post Road who would like to put in storage units.
Trustee Stroik mentioned there is no request before the Board, just a listing of what the property
owner would like to construct. The property owner would need to go through the proper
channels (i.e. Plan Commission) to address the issue, if it would even be allowed per Village
Ordinances. Motion by Trustee Stroik, seconded by Trustee Lasecki to postpone indefinitely
addressing storage units at 2609 Post Road. Motion carried by voice vote.
12. At this time, the Village has not had any data center proposals; however, because our
Ordinances do not address this type of enterprise, it is important that action is taken before the
Village is presented with a proposal and the Village would not have the power via Ordinance for
protection. The issue should be studied. Wis. Stats. 66.1002 allows for the adoption for up to a
12-month development moratorium that can be extended one time for up to 6 months which
gives time for research. Discussion continued in regard to the Ordinances and whether or not we
are protected and need a moratorium. Trustee Kaczmarek also stated whether anything is
approved now or not, it would take some significant time to go through the process if a request
was received with the way the Ordinances are written. Data centers are not identified as a
permitted or conditional use. Motion by Trustee Stroik, seconded by Trustee Lutz to set a 12-
month development moratorium on data centers. Motion failed 5 to 1 with Trustee Lutz voting in
the opposition and Trustee Trzebiatowski abstaining.
13. An Ad Hoc Committee was discussed to study the feasibility of data centers in the Village of
Whiting. The committee would consist of two Trustees and a citizen member with the citizen
member to be selected by the appointed Trustees. Motion by Trustee Lasecki, seconded by
Trustee Hojnacki to create an Ad Hoc Committee to study the feasibility of a data center in the
Village of Whiting. Motion carried by voice vote.
3
Trustees Trzebiatowski and Lasecki volunteered to be part of the Ad Hoc Committee. Trustee
Trzebiatowski will be the Chairperson of the Committee.
14. Motion by Trustee Lasecki, seconded by Trustee Kaczmarek to appoint Jeff Vaughter to the Tree
Board effective immediately. Motion carried by voice vote.
15. Motion by Trustee Stroik, seconded by Trustee Kaczmarek to deny use of the Village Municipal
Center for non-village related activities. Motion carried.
18. The Board reviewed the monthly Treasurer’s Report. Hearing no objections, the monthly Treasurer’s
Report was placed on file for audit.

by roll call vote.
