Present were President Bill Taugner, Trustees Troy Hojnacki, Mike Kaczmarek, Ben Lasecki, Kevin Lutz, Paul Stroik, Jeanna Trzebiatowski and Clerk/Treasurer Pam Filtz. Also in attendance were a number of Village residents. 2. Pledge of Allegiance was recited. 3. Motion made by Trustee Stroik, seconded by Trustee Hojnacki to approve the June 9, 2026, Village Board Meeting Minutes. Motion carried by voice vote with Trustee Trzebiatowski abstaining. 4. Motion made by Trustee Lutz, seconded by Trustee Trzebiatowski to go to Public Hearing. Motion carried by voice vote. Discussion ensued regarding a request from Samantha Pavlik, 2616 Locust Street, to operate a retail business from her home. She will have a finished garage for plants and an aquarium. All parking would be in the driveway. Ms. Pavlik also explained customers will be seen by appointment only and at one at a time as this is a website-based business. Store hours will be Friday, Saturday and Sunday from 10 a.m. until 8 p.m. The Plan Commission recommended approval to the Board. 5. Motion by Trustee Stroik, seconded by Trustee Kaczmarek to close the Public Hearing. Motion carried by voice vote. Motion by Trustee Stroik, seconded by Trustee Lutz to approve the conditional use permit request from Samantha Pavlik to operate a retail business from her residence located at 2616 Locust Street. Motion carried by voice vote. 6. Proposals for solid waste and recycling services were submitted by Waste Management and Harters. Public Works and Parks Committee at the June 2026 meeting voted to recommend the Village Board approve the proposal from Waste Management as the lowest at $17.75/household per month. Motion by Trustee Trzebiatowski, seconded by Trustee Kaczmarek to accept Waste Management’s proposal along with the index (not the 5%) which would be Option 1 in the proposal – weekly service for refuse and recycling and the CPI index. Motion carried by voice vote. Trustee Lasecki excused himself from the meeting at 6:15 p.m. 2 7. Discussion ensued regarding police presence at Upper Whiting Park. Per Trustee Stroik there is not any language in the Ordinances about camping/trespassing in village parks. Trustee Kaczmarek spoke directly with the Sheriff on this matter, and they will not enforce our Ordinance; however, they will follow Portage County’s loitering Ordinance. Motion by Trustee Trzebiatowski to have the Public Works and Parks Committee discuss the option of allowing or disallowing camping in our public parks (not our conservancies). Motion amended by Trustee Stroik to look at all aspects and not just camping. Motion seconded by Trustee Lutz. Motion carried by voice vote. 8. Trustee Stroik wanted to discuss the Wellfield with this agenda item. The Wellfield is public property, not a park. There have been issues in the past with overnight campsites. Motion by Trustee Trzebiatowski, seconded by Trustee Stroik to request the Public Works and Park Committee discuss how public property should be treated in reference to camping and trespassing within the Village. Motion carried by voice vote. 9. There have been inquiries made about building self-storage units in the Village – historically, storage units are not allowed. There is nothing in the Ordinances in reference to these buildings. Motion by Trustee Lutz, seconded by Trustee Stroik to send the matter to the Ordinance Committee to not allow storage units. More discussion ensued among the Board members on whether or not it should be allowed and if it could benefit the Village. Motion failed by majority voice vote with Trustee Lutz voting aye. 10. The Village engineers developed a comprehensive plan of bid instructions for the Wallace Place water/sewer installations. The Utility Committee at the July meeting recommended the Village Board approve the specifications and release the request for bids. Motion by Trustee Kaczmarek, seconded by Trustee Stroik to approve the request for bids for Wallace Place water/sewer lateral installations. Motion carried by voice vote. 11. Trustee Lutz explained it’s a privacy issue and mentioned other municipalities who have been ending contracts because of these issues. Trustee Kaczmarek explained the Board has no authority over the cameras as they are permitted by the DOT and the Village cannot supersede the DOT. Motion by Trustee Stroik, seconded by Trustee Kaczmarek to deny the request to remove flock cameras in the municipal limits of the Village of Whiting. Motion carried by majority vote with Trustee Lutz voting nay. 12. Motion by Trustee Stroik, seconded by Trustee Kaczmarek to approve the second reading of Amended Section 4.09 Deputy Clerk/Treasurer Appointment. Motion carried by voice vote. 3 15. The Board reviewed the monthly Treasurer’s Report. Hearing no objections, the monthly Treasurer’s Report was placed on file for audit. 16.
