FINANCE DEPARTMENT
Date: October 1, 2026
To: Mayor and Committee of the Whole
From: Steve Hatton, Finance Director
Re: 2027 Preliminary Operating Budget Workshop
RELATES TO THE STRATEGIC PLAN
Strategic Goal V. Enhance the Effectiveness of City Government
E. Maintain/Improve the City’s Financial Sustainability
BACKGROUND
The City’s annual budget development has been underway since early May. Department Heads
submitted their 2027 operating budget requests during May and June. Requests were then reviewed
and adjusted by the Finance department, City Administrator, and Mayor to arrive at a balanced
Preliminary budget.
A high-level overview of the 2027 Preliminary Budget was presented at the September 15 Council
meeting. Workpapers were distributed to Council for their review and questions in advance of tonight’s
Budget Workshop. Be sure to bring your computer and your Budget Worksheets.
ADDITIONAL ANALYSIS
The Budget is the primary tool used to allocate available resources to the various local services provided
to residents.
