ORDINANCE COMMITTEE MEETING MINUTES Village of Whiting Municipal Center 3600 Water St. Stevens Point, WI 54481 Tuesday, March 24, 2026 – 5:00 p.m. Meeting convened at 5:00 p.m. 1. Roll Call. All committee members, Karen Curtis, Ben Lasecki, and Chairman John Koutre, were present. The committee’s exceptional volunteer word processor, Dean Curtis, was in attendance in the audience. 2. Approval of March 3, 2026 Ordinance Committee meeting minutes. Motion to approve minutes as submitted made by Curtis, seconded by Lasecki. Approved by unanimous vote. • Public Comment may be permitted on the following agenda items: 3. Review of the most recent amendments to Ordinance Chapter 7, Ethics. The most recent changes in the Chapter 7 draft were reviewed and approved by the committee. This draft will not be forwarded to the Village Board at this time. Modifications are possible in the near term, pending joint collaboration with the Village Ordinance Committee and Personnel Committee. See #4 below. 4. Discussion and possible action regarding coordination between Ordinance Chapter 7 Ethics and the new Whiting Employee Handbook. As directed by the Village Board at its last meeting, the Ordinance Committee identified several Ordinance Chapter 7 Ethics sections that are applicable to Village employees, but have not been covered in the current Whiting Employee Handbook. Motion made by Lasecki directing the Ordinance Committee Chairman to create a memo to the Personnel Committee Chairman detailing these Chapter 7 sections for Personnel Committee discussion and possible inclusion in the Whiting Employee Handbook. Motion seconded by Curtis. Approved by unanimous vote. 5. Progress report regarding development of a formal logging system, documenting adoption of all new and amended Whiting ordinances, including updates to the ordinance section of the Village website. Committee Chairman Koutre reported he contacted Village President Taugner who, along with the Village Clerk-Treasurer, has the responsibility to develop the logging system. President Taugner indicated that no work has been done on this project to date. In discussion, the Ordinance Committee reiterated the importance of having a formal logging system, since many new and amended Whiting Ordinances have been created over the past two years. Chairman Koutre noted his hope that this item will be included on all future Ordinance Committee meeting agendas to provide follow-up until this logging system has been implemented. No formal action taken by the Committee. 6. Adjournment. Motion to adjourn made by Lasecki, seconded by Curtis. Approved by unanimous vote. Meeting adjourned at 5:44 p.m. Dated: March 25, 2026
