The meeting was called to order at 6:00 pm by Chairperson Drexler. The Pledge of Allegiance was recited. 2. a. Minutes from the September 9, 2026, Town Board Meeting were referenced. Motion by Chairperson Drexler to approve the minutes as read. Seconded by Supervisor Erickson. 3 ayes (Supervisor Erickson, Supervisor Trelka, Chairperson Drexler) / 0 nays. Motion carried. b. Minutes from the October 8, 2026, Special Town Board Meeting were referenced. Motion by Chairperson Drexler to approve the minutes as read. Seconded by Supervisor Trelka. 3 ayes (Supervisor Erickson, Supervisor Trelka, Chairperson Drexler) / 0 nays. Motion carried. 3. The Treasurer’s Report was prepared by former Treasurer, Sue Stroik. Chairperson Drexler moved to place the Treasurer’s report on file. 4. Chairperson Drexler mentioned the following Plan Commission items: a garage structure permit issued to 4719 Bridge Rd and a carport structure permit issued to 2376 Maple Rd. 5. To receive the $2000 election security grant from WEC, for which the town has been approved to receive, Clerk Martin certified in the grant agreement that the Town will meet the key requirements of qualified IT support and computers. Since the Town does not currently have IT support or cyber security, and because Martin’s Chromebook does not meet the requirements necessary to perform routine election work securely, both of these items must be purchased to protect the Town’s data and operations from attack. Quotes for managed IT services and IT upgrades were reviewed from two companies: Wildcard and Tech Pros. Both companies offered to help the Town (free of charge) to apply for the State and Local Cybersecurity Grant Program for an additional $5000 in grant money before the October 30 application deadline. The WEC memorandum of understanding was also reviewed to verify compliance. Concerned about cyber security problems occurring on election day outside of Wildcard’s 8 am to 5 pm business hours, Supervisor Trelka recommended the town go with Tech Pros, as they specify 24/7 service with 1 hour response time and 4 hour remediation time. Motion by Supervisor Trelka to accept Tech Pros quote for one-time IT upgrades costing $3025 and managed IT services at $277 per month for two years, through 2028. Seconded by Supervisor Erickson. 3 ayes (Supervisor Erickson, Supervisor Trelka, Chairperson Drexler) / 0 nays. Motion carried. 6. To improve the Town’s finance management, Clerk Martin is again recommending to the Board that the Town invest in new accounting software built specifically for municipalities that can track the budget throughout the year. Workhorse is recommended, but the one-time software and training costs of $13,730 are a significant investment. Motion by Supervisor Trelka to table this agenda item until next month. Seconded by Chairperson Drexler. 3 ayes (Supervisor Erickson, Supervisor Trelka, Chairperson Drexler) / 0 nays. Motion carried. 7. Clerk Martin received a quote from Midstate Lock for $1075 to replace the existing keycode security lock on the office door with a more secure keycard locking system that has an audit trail to show who is entering and at what times. Supervisor Trelka explained that a keycard is more secure than typing a code because a person has to have the keycard on them to access the room, whereas anyone can gain access if they know the code. Motion by Supervisor Trelka to table this agenda item until next month. Seconded by Chairperson Drexler. 3 ayes (Supervisor Erickson, Supervisor Trelka, Chairperson Drexler) / 0 nays. Motion carried. 8. Because of a lack of applicants for the Town cleaning job, Clerk Martin has been cleaning the town hall weekly for the past 16 months and is no longer willing to do it. She obtained cleaning estimates from four insured cleaning 1 companies with costs ranging from $50 per cleaning up to $155 per cleaning. For comparison, the Town has been paying Martin about $15 per cleaning plus the cost of supplies. Because of the added cost to the Town for the cleaning service, Martin asked the Board to consider adding the new cleaning service cost to the hall rental fee, as the hall requires cleaning after every rental. Additionally, she asked the Board to eliminate the $100 security deposit for hall rentals (as damages would likely cost over $100), and instead bill the renter for any incidental damages. Motion by Supervisor Trelka to hire Do it right cleaning LLC to clean the town hall every other week at $50 per cleaning. Seconded by Supervisor Erickson. 3 ayes (Supervisor Erickson, Supervisor Trelka, Chairperson Drexler) / 0 nays. Motion carried. 9. Supervisor Trelka found floor stand air conditioning units for the town hall from Walmart that use 110V and would cost less than $1000 for two units. Motion by Supervisor Erickson to purchase two AC units for $900. Seconded by Chairperson Drexler. 3 ayes (Supervisor Erickson, Supervisor Trelka, Chairperson Drexler) / 0 nays. Motion carried. 10. Chairperson Drexler and Clerk Martin consulted the Town lawyer about the COM2 free electronics collection service contract and were advised not to pursue this as an option for the Town because of a liability issue. 11. The Local Disaster Plan, also known as the local emergency response guide, that was requested of the Town by the Portage County Emergency Management Coordinator has been updated and will be submitted. 12. The Portage County Unit of the Wisconsin Towns Association has asked each County Unit to adopt By-Laws. This draft document can be viewed as an attachment to this meeting’s minutes on the Town website for reference. Motion by Supervisor Erickson to approve the By-Laws. Seconded by Supervisor Trelka. 3 ayes (Supervisor Erickson, Supervisor Trelka, Chairperson Drexler) / 0 nays. Motion carried. 13. Supervisor Trelka was advised by WTA to explain the following scenario at a town meeting to clear up any potential misunderstandings that could arise from the Town’s full-time employee (superintendent of the roads) working part-time driving trucks for a company that supplies road material to the Town. There could be a potential conflict of interest with this situation, but no real conflict has occurred. The Town’s superintendent of the roads is not allowed to order road material for the Town from his part-time employer, nor is he allowed to deliver materials to the Town on behalf of his part-time employer. A Town official will order road materials from this company. 14. Because of an increase in fire and EMS protection services for 2027, Town of Eau Pleine Resolution No. 2026-03 was presented, in which the Town Board proposes to increase the town levy by $27,632. Town electors will need to vote for or against this resolution on November 11, 2026, at the Special Town Elector Budget Meeting. Motion by Chairperson Drexler to approve Town of Eau Pleine Resolution No. 2026-03. Seconded by Supervisor Trelka. 3 ayes (Supervisor Erickson, Supervisor Trelka, Chairperson Drexler) / 0 nays. Motion carried. 15. Announcements and dates to remember: a.
