Re: Consider/act on Resolution 26-R3400 Approving Village Green Construction Bid
RELATES TO THE STRATEGIC PLAN
Strategic Goal IV.A. Plan and Implement Quality of Life Assets and Community Amenities
BACKGROUND
The City of Oconomowoc has planned to improve the open site on the corner of N Main Street and
Wisconsin Avenue for several years. After reaching out to the public with multiple open houses and
sitting down with local groups to collect all their activities to consider, the City hired MSA Professional
Services to design a new layout for this 1.3-acre site.
The new improved site will include -
Honorary gateway entrance
An extension of the current boardwalk
around the perimeter of Fowler Lake
Natural stone steps down to the Lake for
access
Concrete lighted seating walls
Decorative brick pattern
Open additional seating areas
New on street protected parking
Concrete perimeter barriers for
protection
Underground power access for
events
Extended pedestrian boardwalk along
Fowler Lake waterfront
FINANCIAL IMPACT
On August 3, 2026, the City received one bid for this project listed below.
LaLonde Contractors Inc.
Base Bid $2,471,500.86
Alternate #1 - Seat Walls w/ lighting - $81,926.41
Alternate #2 – Sanitary & Water for future = $153,330.00
The base bid from LaLonde Contractors Inc is in the amount of $2,471,500.86. If we include Alternative
#1 to add an additional five concrete seat walls to park our cost increase to a total of $2,553,427.27.
Taking the base bid and both alternates would total $2,706,757.27.

against the current 2026 version.

MEMORANDUM
PARKS, RECREATION AND FORESTRY
Date: September 15, 2026
To: Mayor and Common Council
From: Eric Boettcher, Director of Parks, Recreation and Forestry
Re: Consider/act on Resolution 26-R3402 Authorizing Purchase of Splashpad Features
RELATES TO THE STRATEGIC PLAN
N/A
BACKGROUND
The Oconomowoc Rotary Splashpad Phase One was completed in July 2024 and has quickly become a
popular destination for residents. Eight additional water features remain to be installed to complete the
park. The Rotary Club has fundraised a majority of the project and has concluded their fundraising
efforts.
As part of the 2027 budget development process, $75,000 was initially included in the Capital Plan for
purchasing the remaining water features. However, current funding is available in the 2026 budget under
play equipment, originally allocated for playground equipment for the Hawthorne Ridge and Lake Ridge
Park areas. Redirecting these funds would provide the necessary funding to purchase the remaining
splashpad components.
This purchase allows for expanded recreational use by residents in the surrounding neighborhoods and
would complete the water feature portion of the project.
ADDITIONAL ANALYSIS
N/A
FINANCIAL IMPACT
Currently there is $88,057 left in the playground equipment project fund. Then cost for the remaining
features with additional freight charges is 73,918.60.
RECOMMENDATION
City Staff recommend approval to use $73,918.60 for purchase of Splashpad Equipment
SUGGESTED MOTION
Motion to approve Resolution 26-R3402.
10
RESOLUTION NO. 26-R3402
RESOLUTION FOR PURCHASE OF REMAINING
ROOSEVELT PARK SPLASH PAD STRUCTURES
WHEREAS, the City of Oconomowoc Parks and Recreation Department has budgeted
$90,000 for Playground Replacement; and
WHEREAS, Commercial Recreation Specialists have provided the quote for purchase of
the remainder of splashpad equipment to complete project; and
WHEREAS, Parks and Recreation Department staff recommend the proposal of
Commercial Recreation Specialists for purchase of remaining splashpad features.
NOW THEREFORE, BE IT HEREBY RESOLVED, the proposal in the sum of $73,918.60 is
hereby accepted, and appropriate City officials are authorized to purchase the equipment for
said project.
BE IT FURTHER RESOLVED, all work described in this resolution is within the budget for
the Park Playground Funds with cost allocation to account number 408-507-7410-820.
