3. Chairperson Drexler moved to place the Treasurer’s report on file.
4. The following Plan Commission items were discussed: Lyle Helmuth applied for a driveway permit, Michael Helmuth applied for an
address sign, and the five Plan Commission members are Kurt Drexler, Pat Arnold, Felix Grutzik, Larry Raikowski, and Jerry Zarecki.
5. Bids for waste and recycling services will be reviewed and voted upon at the next monthly Board meeting.
6. Roy Skrzeczkoski notified the Board that he spoke with a representative from the DNR on the Town’s work on Memory Lane in
exchange for DNR compensation of the Town’s materials. He was told that funding not to exceed $1000 would be provided. It was
further noted that Roger Skrzeczkoski Sr. submitted a funding request in 2024 for an amount greater than $1000 from DNR, and that
request is still pending approval. The approval for DNR funding may occur in July 2025, at which time the exact amount will be
determined.
7. For applying dust suppressor to the town roads, the Town may either hire Badger State Services to apply a new product at
approximately $3000-$5000 per year or hire Fischer Transportation to apply the new product for approximately $11,000 per year.
Roy Skrzeczkoski provided the option of the Town buying their own equipment to apply the dust suppressor. Chairperson Drexler
would like to try the new product using Badger’s services first, and then explore the option of purchasing equipment for the Town if
the new product works out. If the Town goes this route in the future, an applicator’s license may be needed. This year, all unpaved
town roads will be applied with dust suppressor in front of every driveway. Supervisor Erickson additionally suggested resurfacing the
following roads first: Stashek Lane, Trestik Road, and Circle Road.
8. Pricing from 2023 for the Town’s Spring and Fall cleanup service was reviewed. The Board will convene at next month’s meeting to
set updated prices and define items that will be accepted.
9. Stacy Martin has accepted the part-time cleaning position for the Town Hall with the expectation that her replacement will
eventually be hired. The job posting will remain open until a permanent cleaner is hired.
10. The Town recently purchased a new vacuum for the Town Hall because the Town did not have a working vacuum or carpet
cleaner. Carrie Drexler has graciously offered to donate her vacuum cleaner and carpet cleaner to the Town for use in the Town Hall.
11. Town Hall maintenance needs were raised. Supervisor Trelka requested that the leaky roof be fixed first. Clerk Martin requested
that the heavily-soiled carpet be replaced. Clerk Martin will begin pursuing bids on these two items, which will be reviewed at next
month’s meeting. Margie Wojcik offered the option of installing laminate flooring after removing the carpet because there are people
in wheelchairs and with walkers who have trouble crossing the carpet while voting. Clerk Martin offered the suggestion of sealing or
coating the concrete as a new flooring option.
12. Clerk Martin suggested finding a marquee sign, preferably through a goodwill donation, to advertise meetings, events, courses,
and Spring/Fall Cleanup days taking place at the Town Hall. Placement of the sign will need to be considered. Supervisor Erickson
believes the option has merit and should be brought up again at next month’s meeting for a decision to be made.
13. Clerk Martin informed the Board that the current fee to rent the Town Hall is $50 for residents and $75 for nonresidents, with a
second $25 check required for the security deposit, which is returned after inspecting the hall if no damages are found. The Town of
Knowlton charges $100 to rent their Town Hall with a $100 security deposit. Bill Kiggins suggested a security deposit be required for
non-profits renting the Town Hall even though they are not charged a fee to rent the Hall. Treasurer Stroik suggested buying
additional, inexpensive folding tables for the Town Hall if needed.
Motion by Supervisor Erickson to keep the rental fee for non-profits at $0, keep the rental fee for residents at $50, increase the
rental fee for nonresidents to $100, and increase the security deposit required for all renters to $100 (making it required for
non-profits). To receive their security deposit check back, all renters will be required to clean the Town Hall immediately after
using the space. Seconded by Chairperson Drexler.
2 ayes / 0 nays. Motion carried.
14. For clarification purposes, the Chairperson, Treasurer, and Clerk are all listed as administrators of the Town of Eau Pleine website.
15. Alcohol beverage licenses for The Jolly Roger, Mystic Ponds Estate LLC, and Dock of DuBay Bar and Grill were public noticed in the
SPJ on June 1, 2, and 3. Clerk Martin informed the Board that no comments were received and licenses can now be approved.
Motion by Supervisor Erickson to approve the liquor licenses for The Jolly Roger, Mystic Ponds Estate LLC, and Dock of DuBay Bar
and Grill. Seconded by Chairperson Drexler.
2 ayes / 0 nays. Motion carried.
16. Norman Helmuth has not removed the fill from his ditch in the right-of-way along Pacyna Road as previously promised to former
Chairperson Roger Skrzeczkoski Sr.
Motion by Supervisor Erickson to get the Town’s lawyer involved and send a legal notice to Mr. Helmuth to remove the fill.
