attendance. Kozlik said the Police Department was not in favor of granting an additional license with a
Class A license already in use at the gas station and the recent revocation situation at a different
location. This item came from committee with a unanimous recommendation for denial. Kowieski
expressed it was not a reflection of their operation, but it was reflective of what the community wanted.
Aultman Kloth added that they appreciate the business in the community, but she didn’t believe it was
a good use of the license and had concerns about access for underage and what she has heard from
constituents that it is not wanted. Schellpeper stated he did not believe it was the highest and best use
of a license. There were no further statements.
Motion to approve Resolution 26-R3391 denying new 2026-2027 Class "B" & "Class C" Wine Licenses
to Lucky 7 Sport, LLC for the reasons stated made by Aultman Kloth and seconded by Ellis.
Motion carried 8-0-0.
Plan Commission
a. Consider/act on Extraterritorial Certified Survey Map, to divide one lot into two parcels,
located at W394 N5026 Reddelien Road, Town of Oconomowoc.
City Planner Jason Gallo reviewed the CSM Reddelien Road land division application for two lots
in the Town that did not incorporate into the Village of Lac La Belle. Gallo expressed concerns
about the land dedication at only 33’ abutting Reddelien Road which is 100’ of right-of-way on the
Official Map and with Applicant wanting to keep the dedication only at 33’ instead of 50’. Gallo said
staff recommendation was to deny the CSM application. There was further discussion on future
road widening, sidewalks, trails and the possibility for other infrastructure work. Applicant, Barbara
Weisensel, W394N4988 Reddelien Rd. was willing to dedicate the additional land for the parcel
with the home on it, Lot 1, but not larger, farm parcel. Kowieski thought that might be a good
compromise. Spiegelberg and Jungwirth asked for additional clarification from the City Planner.
Gallo said the Plan Commission recommendation was a 50’dedication along the entire frontage of
the CSM.
Motion to deny the CSM as presented and authorize the Mayor and City staff to sign a revised
CSM showing a 33’ dedication for Lot 2 and 50’ dedication for Lot 1 at W394 N5026 Reddelien Rd,
Town of Oconomowoc made by Kowieski and seconded by Aultman Kloth. Motion carried 8-0-0.
b. Consider/act on the Design Guidelines for the Harvest at Pabst Farms mixed-use
development, located north of I-94, between Sawyer Rd & Town Centre Way.
City Planner Gallo gave an introduction and background and explained that the guidelines are for
continuity of this project throughout the project including the apartment areas. The small group has
reviewed the guidelines as did the Architectural and Plan Commission. Gallo said approving the
guidelines would also give the planning staff authority to incorporate minor changes. The Mayor
asked that whatever changes they propose are documented and sent for review. Brian Bell from
Pabst Farms was also available for questions and Kowiewski appreciated Rinka’s other
development and what they brought to that community. Bell said they have started to show it to
prospective retailers, and they are confident what they are showing will be what is delivered. Bell
also stated the TIA would be updated.
Motion to approve the Design Guidelines for the Harvest at Pabst Farms mixed-use development,
located north of I-94, between Sawyer Rd & Town Centre Way, giving planning staff the authority
to incorporate minor changes with report back to Council, made by Kowieski and seconded by
Ellis. Motion carried 8-0-0.

the City to be fiscally responsible. There was discussion and agreement to review the policy
every three years.
Motion to adopt Resolution 26-R3397 approving amendments to the Reserve Policy to include
changing the emergency reserve policy from 25% to 35%, maintaining the contingency
reserve at .05% and increasing the capital reserve from $500,000 to $750,000 with a policy

This Item taken out of order before Unfinished Business as noted above.
City Engineer Jason Herzog explained that this is the original phase with 25 lots and 6

Rd and connections. There was discussion about plans for sidewalks and pathways.
Kowieski asked for notices to the residents and Herzog said they are working through those
details.
Motion to approve Developer's Agreement for Weston Acres Subdivision Phase 1 made by
Spiegelberg and seconded by Welch. Motion carried 8-0-0.

northwest regional park initial design and phased plan. Hatton also reviewed that the fleet would
also be authorized to place the order with the understanding it is budged the following year.
Motion to approve the 2027-2031 City and Utility Capital Budgets made by Kowieski and seconded
by Frankowski. Motion carried 8-0-0.

Re: Consider/act on Resolution 26-R3399 Certification of Eligibility for Exemption from County Library
Tax Levy
RELATES TO THE STRATEGIC PLAN

BACKGROUND
The City supports library services to our area residents through the City’s property tax levy. To prevent
City residents from also incurring a separate levy by the County for Library services, the City can apply
for an exemption from the Waukesha County library levy. For the upcoming exemption period to be
approved, the City must certify that during budget year 2027, our Library will be allowed to expend no
less than the county library tax rate in the prior year. For the 2027 budget their amount is $0.201234 per
$1,000 Equalized Value. We meet this requirement as we are at $0.220484. Shown below are the City’s
Library funding levels compared to this exemption requirement:

PLANNING DEPARTMENT
Date: September 1, 2026
To: Mayor and Common Council
From: Jason Gallo, City Planner
Re: Consider/act on Resolution 26-R3398 to Initiate Discontinuance of a Portion of Reddelien Road
Public Right-of-Way
RELATES TO THE STRATEGIC PLAN
N/A
BACKGROUND
The City is in the process of reviewing the Final Plat for Weston Acres Subdivision. The zoning is in place
and the preliminary plat was approved by the Common Council. During the review, it was determined a
portion of the existing right-of-way for Reddelien Road needs to be vacated. If not vacated, the existing
right-way-way will impact the lot titles of the proposed platted lots in this area. The newly constructed
Reddelien Road is being relocated to the west, from Marks Road north to the railroad tracks. The existing
66’ of right-of-way to be vacated is being replaced with a proposed 100’ wide right-of-way to the west.
ADDITIONAL ANALYSIS
Per the State Statute requirements, the Common Council reviews this matter and sends this to the Plan
Commission for review. The date of the Plan Commission meeting is tentatively October 7, 2026. The
Plan Commission would make a recommendation back to the Common Council for final action on October
20, 2026. There will be a public hearing held during the October 20 meeting. The hearing and Common
Council action may take place no less than 40 days after the introduction of the Resolution (9/1/26).
FINANCIAL IMPACT

RECOMMENDATION
Forward the Resolution to the Plan Commission for their review and report back to the Common Council.
