November 17, 2025 Minutes Page 1 of 1 Town of Christiana Special Town Board Meeting Minutes November 17, 2025, 5:00 PM The meeting was called to order at 5:04 p.m. In attendance were Chair Jim Lowrey, Supervisors Steve Kriedeman, Dawn Redford, Clerk-Treasurer Kathleen Egre, and a few members of the community. PROCEDURAL The meeting was called to order, followed by the Pledge of Allegiance, then roll call was taken. All board members were present. It was noted the meeting was properly noticed and posted. NEW BUSINESS Discussion regarding the preparation of the 2026 Town of Christiana Budget. The budget was worked on, line by line. Discussion was had regarding various accounts that cannot be cut any further. There is a short fall of income to meet the 2026 Budget needs. Increase in Fire and EMS protection as well as years of extensive cost increases have surpassed the Town’s income. The levy process is necessary to balance the budget. a. Discussion and possible action regarding a Town Board Resolution Proposing to Exceed the Levy Limit Via Town Meeting pursuant to Wis Stat. §66.0602 Discussion began with key points regarding levy limits and the process to create one. Realizing that it is in the town’s best interest to exceed the current levy limit which is zero, the board moved forward with a motion. Steve Kriedeman moved, proposing to exceed the levy via town meeting via resolution 2025-11-17 to exceed the levy limit of the town. Dawn Redford seconded. Roll call vote; Jim Lowrey – Yes Steve Kriedeman – Yes Dawn Redford – Yes Motion Passed 3-0 b. Set a date for A Public Hearing for the Town of Christiana Budget for Fiscal Year 2026. c. Set a date for A Special Meeting of the Electors, pursuant to s.60.12(1)(c), Wis. Stat., to adopt the 2025 town tax levy to be paid in 2026 pursuant to s.60.10(1)(a), Wis. Stat. The date for a Public Hearing for the Town of Christiana Budget for Fiscal Year 2026 and a Special Meeting of the Electors is December 3, 2025 at 6:30 pm. ADJOURNMENT Dawn Redford moved to adjourn.
