Smart Growth Committee — Minutes

T own of Christiana Smart Growth Committee Meeting Minutes Meeting Date Monday, July 28, 2025 Call to Order The meeting commenced at 7:00 p.m. in the Town Hall meeting room. Attendance The following committee members were present: Dawn Redford (Chair), Catherine Gottsacker, Trent Bettenhausen, Hans Lein, Tom Jelinek, and Lisa Juday. David Smithback was absent. Majid Allan from Dane County Zoning was also present. Procedural The meeting was properly posted. New Business A. Discussion on the history of the Town of Christiana Comprehensive Plan adopted in 2009. An update to the plan was started in 2022 for language and zoning code changes but was not adopted. This discussion continued with the intent and purpose of the current committee which is to finish the update and include a new Town Public Participation Plan and Opinion Survey. B. Committee members introduced themselves and discussed their backgrounds, town history, residency and motivation for joining the committee. Additionally, the committee’s representative from Dane County Zoning, Majid Allan, introduced himself and discussed his history with the Town of Christiana and previous committees. C. The chair of the committee was oƯicially announced as Dawn Redford. Dawn asked for a volunteer to keep minutes. Catherine Gottsacker volunteered to fill that role. Dawn further requested that all members assist with time management to keep meetings on track and complete agenda items in one hour to an hour and a half. D. Discussion on the goal of the committee. The committee will review and update demographic data, the land use map, public participation to evaluate goals, objectives, policies and programs, update future land use maps. Additional ideas for inclusion in the plan are, review conditional use for zoning designations and include some language in the plan to better define how they will be approved or denied moving forward, renewable energy projects, AI data centers and other large scale land use projects. E. Dawn Redford requested that members of the committee review the 2009 Public Participation and resident survey in the appendix. The committee will begin by completing a new survey and public participation plan. F. The committee discussed ideas for future meeting dates and decided that they will meet monthly on the last Monday of each month at 7:00 pm for an hour. With a goal of having a draft update completed in July of 2026. The next meeting was scheduled for August 25, 2025. Adjournment The meeting was adjourned at 9:00pm upon motion by Tom Jelinek, seconded by Hans Lein and carried unanimously.
