Town of ChrisƟana Public Hearing and Plan Commission MeeƟng Minutes May 27, 2025 7:00 PM The public meeƟng was called to order at 7:00 p.m. by Plan Commission Chairman, Tom Jelinek In aƩendance were Plan Commission members Cindy Brady, Kevin Gyland, Dawn Redford, (Adam Travis was absent), and members of the community. PROCEDURAL The meeƟng was properly noƟced and posted. PUBLIC HEARING Public comment was had regarding the conservancy zoning request; the idea being to keep it natural for those who enjoy nature, walking or hunƟng, but not to be built on. A neighboring member of the community asked if a driveway was going to be put in on the proposed conservancy lot. There are no plans for a driveway, but Mr. Dinkel thought one could be stubbed in somewhere along Faddiness if someone wanted to. The 2.5 acre lot off Clear View is for building, and Mr. Dinkel stated it has enough touch for a driveway. Tom closed public hearing and opened the meeƟng with the Pledge of Allegiance and roll call. BUSINESS ConfirmaƟon of meeƟng noƟce and posƟng: yes Approval of minutes: 04/22/2025 Dawn Redford pointed out that the minutes were more of a transcript than a summary as they customarily are. She wanted to discuss with Kathleen (Egre the clerk) and Jim (Lowery the Chair) her concerns around transcribing minutes and suggested tabling the minutes unƟl she could speak with them. Cindy Brady moved to table the minutes from 04/22/2025. Kevin Gyland seconded the moƟon. MoƟon Carried 4-0 A request by Robert and Kim Riege to rezone parcels #0612-032-8315-0 and 0612-031-8745-0 to create one residential 2.5 acre lot off Clear View Road rezoned from FP-35 to RR-2 and one conservancy 7.6 acre lot rezoned from FP-35 to NR-C. Both lots to be sold to a third party. Any discussion that was had: Dawn Redford looked at the 7.6 acre site requested to move from FP-35 to NR-C. She noted the NR-C is the most restrictive zoning the county (Dane) has. She later asked if the remaining ground left in FP-35 would still be accessible for farming. Mr. Riege assured her access to the farm ground would remain. Tom asked if the lot requested is the last one able to split from this property and was told by Mr. Dinkel it is the last one. There was further discussion around a deed restriction to be placed on the conservancy lot ‘protecting the adjacent crop land to continue to drain through the marsh’ and ‘a right to farm’ deed restriction on the 2.5 acres lot. Dawn Redford moved to approve both zoning requests for parcels (20612-) 031-8475-0 and (20612-) 032-8315-0 one to the NR-C and one to RR-2. Cindy Brady seconded the moƟon. MoƟon Carried 4-0 Kevin Gyland moved to adjourn the meeƟng. Cindy Brady seconded the moƟon. MoƟon Carries 4-0 Respecƞully SubmiƩed Kathleen Egre, Clerk-Treasurer
