August 5, 2026 - 6:00 PM
Members Present: Commissioners Frederick, Kowieski, Byzeck, Ald Ellis, King, Wickman
and Chairman Rosek
Also Present: Frye, Gallo, Riffle, Ald Frankowski, Ald Welch and Dehnert
Chairman Rosek called the Plan Commission Meeting to order at 6:00 PM.
2. Approval of previous meeting minutes-July 13, 2026
Motion by Wickman to approve the July 13, 2026 minutes; second by Byzeck. Motion carried 6-0-1 (King
abstained.
3. Comment from Citizens specific to items on this meeting agenda None.
4a. Update/ Presentation on the Food Truck Operations for Gabriel's Taqueria located at 524 E. Wisconsin
Avenue:
Gallo reported this is an update on the permit for this food truck which was approved 6 months ago at a new
location. Gallo talked with the owner of the business next to the food truck who said the fumes from the truck’s
exhaust stopped immediately; the truck was moved further north; the licensee received his renewal license from
Waukesha County which expires in 2027; and there have been no issues in this new location. The Police, Fire
and Building Inspection Departments have no issues except the truck must be 10’ from the nearby business which
currently it is not. Members noted the truck is located next to the drive lane for the parking lot and would be more
comfortable with cones to keep people from walking into the drive lane. Gallo said this can be reviewed in
December when he comes back in for renewal of his permit. No action was taken.
4b. Update/Presentation on the Food Truck Operations for Taqueria Doblado at 202 E. Wisconsin Avenue:
Gallo reported this is an update on the permit for this food truck which was approved 6 months ago at a new
location. Gallo said the licensee received his renewal license from Waukesha County which expires in 2027; the
applicant posted signage above the coolers in his store which indicates no alcohol consumption outside the
building; the Police, Fire and Building Inspection Departments have no issue; and the truck must be 10’ from the
building next door which it is not. Gallo added the applicant has a second truck at 212 E Wisconsin Ave which
hasn’t moved, and he would like it gone. Members questioned how close the truck is to the grocery entrance.
Natalie, on behalf of the applicant, said the truck next door will be moved. Chairman Rosek asked Gallo to let the
members know when the truck next door is moved. No action was taken.
4c. Consider/ recommend the Extraterritorial Certified Survey Map to divide 1 lot into 2 parcels at W394
N5026 Reddelien Road, Town of Oconomowoc:
Gallo reported this property is located in the Town of Oconomowoc, contains a house and 20 acres, and the City
boundary is located directly north. The applicant wants to divide the home off (approx. 2.0 acres) from the
remaining agricultural property. There is a currently a 33 acre ROW dedication on the property, and Gallo wants
the document changed to show the ROW to be 50’ total which is required on the City’s official map. The applicant
is aware of this but does not want to give up the additional land. Gallo recommended approval with the change of
the ROW dedication from 33’ to a total 50’. The applicant, Barbara Weisensel, W394N4988 Reddelien Rd said
they do not plan to liquidate the property but keep it as the property has been in the family a long time; requests a

waiver to be allowed to dedicate only 33’; and said 9 properties on Reddelien Road south of the RR tracks and
properties on Allen Road have a 33’ ROW dedication. Chairman Rosek asked if any of the surrounding properties
comply, and Gallo said the property across the street does comply but if the road is widened, the City would need
to purchase the additional 17’ from those properties. Gallo said there are no plans to widen the road at this point.
Rosek said it is only a dedication; if we don’t do it now on this CSM, when the road is widened the cost to
purchase the additional 17’ will be put on taxpayers; and said the City may never expand the road. Members said
this is purely a land use decision and is up to the Council to decide; agrees should ask for the 50’ ROW
dedication; nothing will change on the property until the road is widened; there are 9 other properties with the
same issue; and this is the right decision for planning. Gallo said the dedication does not create nonconformity
with the home.
Motion by Frederick to recommend approval to the Common Council of the Weisensel Certified Survey Map at
W394 N5026 Reddelien Road subject to increasing the right-of-way dedication along Reddelien Road to a total of
50’; second by Kowieski. Motion carried 7-0.
4d. Consider/recommend the Final Plat for Weston Acres Phase I to create 25 single-family lots & 6
duplex lots located along Reddelien Road, between Marks Road and Weston Ridge Road:
Gallo said this is for the approval of the Final Plat for Weston Acres Phase I. The Preliminary Plat was approved
last year; will contain 25 single-family residential lots and 6 duplex lots; conforms to zoning and the Preliminary
Plat; and Reddelien Road has a 100’ street ROW width which has been dedicated to the City by the developer.
Gallo recommended approval.
Motion by Rosek to recommend to Council approval of the Final Plat for Weston Acres Phase I subdivision
located along Reddelien Road between Marks Road and Weston Ridge Road; second by Ellis. Motion carried 7-0.
4e. Consider/act on the Design Guidelines for the Harvest at Pabst Farms mixed-use development
located north of I-94 between Sawyer Road and Town Centre Way:
Gallo explained this mixed-use development will be located on both sides of Costco and in the City and Village of
Summit. The intent of the design guidelines is to make the overall appearance of the development consistent with
similar designs and colors of buildings. A team from the City, which included the Chairman of the Architectural
Commission and Commissioner Frederick from the Plan Commission, has been working on the guidelines with
the Village of Summit for several months. Summit’s Village Board had a working session on the guidelines and
made a few tweaks but their biggest issue is with 30’ light poles. They want 15’ poles on a 3’ base throughout the
development in the Village, and we want 30’ poles which are the same as Costco. Gallo said it may come down to
the poles in the City being 30’ tall and those in the Village at 18’ tall. This evening the Architectural Commission
reviewed and approved the standards at their meeting, and Chairman Flint emailed his recommendation for the
guidelines to be approved. Commissioner Frederick said the Village likes to have a darker community and are
sensitive to light pollution. The Mayor offered to go to the next meeting of the Village Board. Commissioner
Frederick said he wanted to see continuity with site design and architecture throughout the development, is happy
with the guidelines and feels each community got what it wanted. The Mayor was concerned with the tweaks
made by the Village, and Gallo explained some of the items, said he can look at the Village’s suggestions and
decide if they are major changes. Riffle said the City only has control over our own borders and if there are
substantial changes, they can bring those items back to the Plan Commission for review. Scott Yauck from Cobalt
Partners provided an overview of the project; said the changes by Summit are minor; can live with the two
different light pole sizes; noted 30’ tall poles are not out of line and using shorter light poles will require more of
them; and wants the residential area to be harmonious. Members liked the overall design and green space area;
page 36 has limited detail on the design of the single-family homes; the team put in a lot of work; and it is a very
well written document. Frye explained some of the changes with the wording.
