1 Utility Committee - August 04, 2026 City of Oconomowoc Utility Committee Meeting Minutes August 4, 2026 - 6:50 PM Aldermen Present: Charles Schellpeper, Erik Jungwirth, April Welch Also Present: Mark Frye, Kevin Kaari, Tim Reel, Steve Hatton, Karen Spiegelberg, Matt Rosek, Kevin Ellis, Zachary Frankowski, Lou Kowieski, Jennifer Aultman Kloth, and Stan Riffle. Chairman Schellpeper called the Utility Committee Meeting to order and appropriate meeting notice was confirmed at 6:50 PM. Approve Minutes a. Minutes of July 21, 2026 Motion to approve the minutes of July 21, 2026 made by Jungwirth and seconded by Welch. Motion carried 3-0-0. Committee Business a. Consider/recommend Resolution 26-R3388, Award of Contract for Evaluation and Preliminary Design - WWTF Wastewater Plant Operations Manager Tim Reel explained the contract would be for an intermediate step, high-level facility improvement needs evaluation and design. Reel said they received 6 proposals which were ranked and were all quite good with good informational exchanges as part of the process. Reel referenced the rankings included in the memo, with Donohue out of Sheboygan scoring #1. Schellpeper asked about cost and if they would be looking to build a new facility, and Reel said he felt they have enough room at this time, but growth is a factor also. Frye added they may have an opportunity to use the clean water fund loan toward the project. Reel said the recommendation is to award the contract to Donohue and Associates. Motion to recommend Resolution 26-R3388 awarding the contract for Evaluation and Preliminary Design for WWTF made by Jungwirth and seconded by Welch. Motion carried 3-0-0.
