This constitutes a meeting of the Common Council pursuant to State ex rel. Badke v. Greendale Village Board, 173Wis. 2d 553, 494 N.W. 2d 408 (1993) and must be noticed as such, although the Common Council will not take any formal action at this meeting. 1 1 MEMORANDUM FINANCE DEPARTMENT Date: July 28, 2026 To: Mayor and Common Council From: Steve Hatton, Finance Director Re: Committee of the Whole Capital Budget Workshop RELATES TO THE STRATEGIC PLAN Strategic Goal-N/A BACKGROUND On July 21, 2026, instructions were provided for downloading the 2027 City and Utility Capital Budgets. These files are formatted to provide all the information submitted by the Departments for each line item. ADDITIONAL ANALYSIS At our July 28, 2026, meeting Department Heads will be available to answer any questions and provide support for their capital requests. At the end of the meeting, we request a recommendation for approval of the City and Utility Capital Budgets by the Common Council. The Council will then be presented with the 2027-2031 Capital Budget requests for approval on either August 4th or August 18th. Agenda:  Utilities o Wastewater o Water o Electric  City Funds o Library o Technology o Fleet o Police o Western Lakes Fire District o Parks o Public Works FINANCIAL IMPACT TBD RECOMMENDATION Following discussion and any resulting changes, recommend approval at the next Common Council meeting. SUGGE STED MOTION Motion to recommend approval of the 2027 City and Utility Capital Budgets by the Common Council to include designated 2028 vehicles and equipment. 2
