Blooming Grove Town Board Meeting Minutes for September 9, 2026 Chair Bristol called the meeting to order at 5:30 PM. Other Town Board members in attendance were Supervisors Woznick, Teuscher, Young, and Schroeder. Also in attendance were Clerk/Treasurer/Administrator John Wright and Deborah Sellers. Without objection, the closed session item and closed session action reporting will be moved to the end of the agenda, prior to adjournment. 2a. Change the dates of the Town Board meetings in November to the 4th and 18th to avoid Thanksgiving week: Supervisor Young made a motion to set the November meeting dates for the Town Board on November 4 and November 18, 2026; 2nd by Chair Bristol. Motion carried 5-0-0. 2b. Set Special Town Meeting date to approve the 2026 payable 2027 levy and review the 2027 budget (prefer November 18, 2026): On an annual basis, the Town holds a Special Town Meeting of the Electorate to discuss the following year budget and to have the electorate approve the municipal levy. The Special Town Meeting is ordinarily followed by a regular Town Board meeting to approve the budget, among other matters. Supervisor Teuscher moved to schedule a Special Town Meeting of the Electorate to review the proposed 2027 budget and to approve the 2026 payable 2027 budget on November 18, 2026 at 5:30 PM; 2nd by Supervisor Woznick. Motion carried 5-0-0. Depending upon the results of the November 10, 2026 Village of McFarland Board meeting regarding the possible annexation of the April Hill neighborhood, Chair Bristol and Supervisor Young may no longer be able to serve on the Board after that date. Wright was instructed, without objection to research the process to reduce the Town Board from five members to three members and whether, if it is found that the Town had adopted Village powers, whether this reduction would affect those powers. 2e. Update on April Hill subdivision proposed annexation to the Village of McFarland: Supervisor Young reported that he saw discussion of this topic included on the September 8, 2026 Village of McFarland Board agenda; Young did not attend. There followed a brief discussion as to the impact of a potential challenge by the City of Madison if/when the Village of McFarland choses to annex the April Hill neighborhood at their November 10, 2026 meeting. 3a. Return to Open Session and summary of action, if any: The Board discussed who should pay severance to the three qualifying employees and is leaning towards the original agreement that the City of Madison should do so. For the purposes of establishing a preliminary budget, for quantifying the amount of the severance to be paid, and to establish the upper limit of the eventual payout of unused employee benefits at the end of the day on October 31, 2027, the Board assumed a 5% cost of living adjustment for all full and part time employees. The Board agreed, per the current employee handbook, that C/T/A Administrator Wright should be credited with 80 hours of paid vacation starting on January 1, 2026. The Board agreed that qualifying employees would not have their benefits (vacation time, sick days, and personal time) prorated in 2027. Wright should check on the availability of Attorney Chris Hughes to attend the next regular Board meeting to address any open and/or closed session items in need of his opinion. 5. Adjournment: Chair Bristol moved to adjourn the meeting; 2nd by Supervisor Tuescher. Motion carried 5-0 at 6:46 PM.
