Blooming Grove Town Board Meeting Minutes for July 22, 2026 Vice-Chair Teuscher called the meeting to order at 5:40 PM. Other Town Board members in attendance were Supervisors Young and Schroeder. Chair Bristol and Supervisor Woznick are physically unable to attend, but are on standby by phone. Also in attendance were Clerk/Treasurer/Administrator John Wright and Deborah Sellers. Those in attendance recited the Pledge of Allegiance. Clerk/Treasurer/Administrator Wright attested to proper proof of posting. There were no changes to the agenda. 2a. Policy to allow for virtual attendance of Town Board members and to allow for virtual Board attendees to make motions, second motions, vote on motions, etc.: Vice-Chair Teuscher introduced a proposed policy that would allow virtual attendance for board, commission, and committee members, as well as subject matter experts such as engineers, attorneys, accounts, etc., for the purposes of establishing a quorum and for presenting/seconding and/or approving motions and to establish a two-thirds majority necessary to approve budget amendments under extraordinary circumstances. The policy is not meant to condone anything other than physical attendance. This policy does not establish a policy for virtual attendance by the public. The recommended policy would take effect immediately, if/when adopted. Vice-Chair Teuscher moved to adopt the virtual attendance policy, as presented; 2nd by Supervisor Schroeder. Motion carried 3-0-0. With the passage of this motion, Chair Bristol and Supervisor Woznick are now officially in attendance and afforded the same powers as though physically present. 2b. Resolution 2026-04 to vacate a portion of Gannon Avenue right-of-way between Thurber Avenue and the railroad right-of-way: At the Public Hearing earlier this evening, there was no objection voiced for vacating this undeveloped right-of-way which bisects Thurber Park. One resident, in attendance, voiced her support of the final resolution to eliminate this right-of-way. Supervisor Young moved to adopt Resolution 2026-04 to finalize the discontinuance of the undeveloped right-of-way for Gannon Avenue; 2nd by Supervisor Schroeder. Motion carried 5-0-0. Vice-Chair Teuscher signed the resolution and Clerk/Treasurer/Administrator Wright signed to affirm. The draft resolution and attached map will need to be executed by signatures by the Vice Chair and C/T/A as witnessed by a Notary Public. That document, in turn, will be recorded with the Dane County Register of Deeds to complete the process. 2c. Resolution 2026-05 to amend the 2026 budget: C/T/A Wright reviewed the proposed changes to income and expenses. He noted that some changes were at the request of the auditor to indicate pass-through items which include 2% fire dues so that they appear as income and a corresponding expense when paid out to the City of Madison for fire services. Other income, such as an annual payment from ATC and income from the State of Wisconsin for cable franchise aid were separated from other fund lines, per the request of accountant for the Town. Nearly all cost overruns will be addressed by surplus funds available in another budget account line in a related category, so are budget-neutral changes. Lastly, the request to move funds, by prior Town Board action, from the Park Outlay account and unallocated funds from the reserves in the bank account has been incorporated to cover capital improvements to the three parks managed by the Town of Blooming Grove. Supervisor Young moved to approve Resolution 2026-05 to amend the 2026 budget; 2nd by Supervisor Schroeder. There were no further discussions or questions from the public. Motion carried 5-0-0. C/T/A Wright will amend the 2026 budget in QuickBooks to reflect the approved measure and will share the approved resolution and attachment with Kayla Schmidt at Johnson Block. 2d. Update on April Hill subdivision proposed annexation to the Village of McFarland: There are no updates at this time. 3a.
