Updates on Woods Edge Condominium Plat – There is no update at this time. David Wood is on vacation. There was a storm event near to the property which Tracy Foss at the City of Fitchburg is to investigate. b. Review application for Conditional Use Permit for short-term rental through AirBnB at 3364 Swinburne Drive – Chair Young asked Kevin Billings to introduce his application submitted to Dane County Planning for his property located at 3364 Swinburne Drive. Mr. Billings stated that he wants to rent the house as an Air BnB; he will live nearby to oversee the maintenance. It was noted that there are other properties rented through this and other services for which the Town receives occupancy taxes, so this would not set a precedent. Public Works Supervisor, Cory Buske, asked, if approved, that renters park in the driveway from November 15 to March 15 each year to avoid conflicts with alternate side parking. Chair Young moved to recommend approval by the Town Board; 2 nd by Planner Teuscher. Motion carried 5-0-0. c. Review estimates to re-roof Thurber Park shelter – Public Works Supervisor Cory Buske briefly reviewed the bids received to date. He noted that Badgerland and Ridge Top had the greatest cost difference between asphalt shingles and standing seam roofing. RQ Roofing (Craig Ferguson) replaced the damaged roof at April Hill Park in the past; his estimates are the lowest of those received. Cleary had roofed the shelter at Severson Park. There followed a brief discussion regarding preferences for or against asphalt or metal. Planner Teuscher moved to approve the estimate for RQ Roofing for asphalt shingles; 2 nd by Planner Braga. Motion carried 4-0-1. d. Discuss possible future plantings, seal coating of courts, and/or purchase of equipment in parks managed by the Town of Blooming Grove – Chair Young would like to see at least one bench added to each of the three parks maintained by the Town. He noted one survey response requested the sandbox be enlarged at Severson Park. There followed a brief discussion of that recommendation as well as replacement of a tree in Thurber Park. Supervisor Buske noted that Lee Recreations had installed benches in the past for the Town. Buske recommended replacing or refurbishing the benches with wooden slats. There followed a brief discussion about repairing and sealing the full and half basketball courts and consideration of a recommendation to replace rented portable restrooms with those that are handicap accessible. Chair Young moved to recommend to the Town Board the approval to rent accessible portable restrooms for Severson and April Hill Park; 2nd by Planner Pierce. Motion carried 5-0-0. e. Notice of intent to circulate a petition in the April Hill subdivision with the intent to request annexation to the Village of McFarland – C/T/A Wright received notification of the intent to circulate a petition among property owners in the April Hill subdivision to request annexation by the Village of McFarland. Wright further received a copy of correspondence between the City of Madison Planning Division to the City Council Alders which clarifies the position of the City. The City will likely share that opinion with the Department of Administration (DOA) which oversees annexations. It was noted that the opinion of the City Madison Council and the DOA is not binding upon the decision reached by the Village of McFarland Board. f. Future development in the Town – Clerk/Treasurer/Administrator Wright stated he received an inquiry regarding development potential of a parcel along Libby Road. There is one existing residence; to add more would require rezoning. 3. Administrative Business a.
