Blooming Grove Town Board Meeting Minutes for November 19, 2025 Chair Bristol called the meeting to order at 6:18 PM. Other Town Board members in attendance were Supervisors Teuscher, Schroeder, Young, and Woznick. Also in attendance were Erin Pierce, Barb Hockett, Rachel Salemi, Public Works Supervisor Cory Buske, Clerk/Treasurer/Administrator John Wright, and Deborah Sellers. There was no need to repeat the Pledge of Allegiance as the attendance was the same as the two prior meetings. Clerk/Treasurer/Administrator Wright confirmed proper proof of posting. There were no changes to the agenda. 2a. Adopt the 2026 Budget: Supervisor Schroeder moved to adopt the 2026 budget, as presented; 2nd Supervisor Young. Motion carried 5-0-0. 2b. Ordinance 02-2025 to Adopt City of Madison Building Code and fee schedule: It was noted that legal counsel had reviewed and approved this draft. Chair Bristol moved to adopt the City of Madison Building Code and fee schedule by Ordinance 02- 2025, as presented; 2nd by Supervisor Teuscher. Motion carried 5-0-0. The Ordinance will be effective as of January 1, 2026. 2c. Update December meeting schedule to possibly meet on the 10th and 31st: Supervisor Young moved to approve the proposed Town Board meeting schedule for December 10, 2025 at 5:30 PM and December 31, 2025 at a time yet to be determined; 2nd by Supervisor Woznick. Motion carried 5-0-0. 2d. Ordinance 03-2025 to amend Ordinance 5.01 (recycling): Chair Bristol noted that the recent pamphlet from GFL states that they will collect numbers 1, 2, and 5 plastics; Wright should contact them to confirm and correct the amending ordinance accordingly. Chair Bristol moved to approve amending Ordinance 03-2025, as corrected; 2nd by Supervisor Schroeder. Motion carried 5-0-0. 2e. Memorandum of Understanding with the City of Madison regarding GFL collection of trash and recycling until December 31, 2027: Wright noted that he shared the draft with Town legal counsel who had no comment. Supervisor Woznick moved to approve the MOU between the Town of Blooming Grove and the City of Madison, as presented; 2nd by Supervisor Young. Motion carried 5-0-0. 3a. Minutes of November 5, 2025 Town Board Meeting: Supervisor Schroeder noticed a typo under item 2b. Supervisor Schroeder moved to approve the minutes of the November 5, 2025 Town Board meeting, as corrected; 2nd by Supervisor Young. Motion carried 5-0-0. 3b. Approval of Vouchers: Supervisor Schroeder made a motion to approve the vouchers, as presented; 2nd by Supervisor Teuscher. Motion carried 5-0-0. 4. Public Comments: No public comments. 5. Adjournment: Chair Bristol moved to adjourn the meeting; 2nd by Supervisor Young. Motion carried 5-0 at 6:31 PM.
