Blooming Grove Town Board Meeting Minutes for October 22, 2025
Vice-Chair Teuscher called the meeting to order at 5:59 PM. Other Town Board members in
attendance were Supervisors Schroeder, Young, and Woznick. Chair Bristol had notified the Town
beforehand that he would not be in attendance. Also in attendance were
Clerk/Treasurer/Administrator Wright and Deborah Sellers.
The Pledge of Allegiance was recited by those present. Clerk/Treasurer/Administrator Wright
confirmed proper proof of posting. There were no changes to the agenda.
2a. Review 2026 updated draft budget and discuss/possibly act to apply unallocated funds
to offset the projected shortfall: Wright provided a brief review of the updates to the 2026
proposed budget. Dane County made available the ability to upload special charges this week.
Once two properties were removed and four more added that were previously omitted, the total
charges for trash service and recycling service could be added to the 2026 budget to replace the
estimated amount used previously. Wright reported that he accidentally had not increased the
corresponding income amount in prior versions of the draft 2026 budget. Consequently , the
projected budgetary shortfall is less than previously estimated. Wright noted that Jeremy Rach at
the Dane County Highway Department made him aware that bids for road work cannot be
advertised until Local Road Improvement Grant recipients are announced in April 2026.
Consequently, the estimated amount for road work in the April Hill subdivision beyond the
$100,000 in the budget or possible grant proceeds to offset those costs will be handled by a
budget amendment once bills have been paid in 2026 to the contractor awarded the bid
Supervisor Woznick moved to authorize Wright to increase unallocated reserves in the amount of
$57,000 to balance the proposed 2026 budget; 2nd Supervisor Young. Motion carried 4-0.

January 1, 2026: Wright had not heard back from City of Madison District Attorney Doran Viste

the new year. Viste said it was an oversight and recommended that the Town Board authorize
Chair Bristol and C/T/A Wright to sign the agreement that was updated by Stafford Rosenbaum

Commission Chair Dave Young reported on the meeting held earlier this evening. Property owner

pond. To move forward, Wood will need to petition Dane County to rezone the property from RM-
