Blooming Grove Town Board Meeting Minutes for October 8, 2025 Chair Bristol called the meeting to order at 6:00 PM. Other Town Board members in attendance were Supervisors Teuscher, Schroeder, and Young. Supervisor Woznick had notified the Town of his inability to attend beforehand. Also in attendance were Clerk/Treasurer/Administrator Wright, Public Works Supervisor Cory Buske, and Deborah Sellers. The Pledge of Allegiance was recited by those present. Clerk/Treasurer/Administrator Wright confirmed proper proof of posting. There were no changes to the agenda. 2a. Ordinance to amend Chapter 9.02 Use of Town Parks, shelter rental application form, and website: Wright incorporated the changes discussed at the prior meeting with the exception of possibly denying a future rental to someone who violated the terms in the past. The rental form has also been updated to reflect the terms within the amended ordinance. Chair Bristol moved to approve Ordinance 01-25 to amend Ordinance 9.02 Use of Town Parks and to approve the changes to the application form, as presented; 2nd by Supervisor Schroeder. Motion carried 4-0. 2b. Review estimate from Capitol Underground for possible stormwater infrastructure replacement: It was agreed that the Town should not invest in the repair or replacement of this infrastructure without first consulting with the City of Madison. Wright stated that McCann’s Underground recommends vacuuming this portion of the system and televising, but does not recommend jetting. The Town is awaiting an estimate. This item will be deferred to a future agenda when more information is available, without objection. 2c. Draft bid notice for Carncross Drive, a section of Brugger Place (north of Kuehling Drive), and Beegs Road: Those in attendance provided corrections to reflect the current members of the Board, consistency in the due date for bids, recommended a completion date of July 30, 2026, and recommended that the mill and overlay to Brugger Place start within the intersection with Bittner Lane and proceed north, to not include the stub to the north of Beegs Road. There followed a brief discussion of adding other terms; it was decided that these are workmanship issues, not items to be included in a bid notice. Supervisor Young recommended the approval of the bid notice, as amended; 2 nd by Supervisor Teuscher. Motion carried 4-0. 2d. Revisions to agreement recommended by Stafford Rosenbaum staff for agreement with the City of Madison to provide building inspection services: Although the document was included in the electronic packet emailed to the Board on October 3, 2025, it accidentally was not in the printed materials. Chair Bristol stated that he reviewed the materials as did Supervisor Teuscher. Chair Bristol had no objections to the revisions proposed by Stafford Rosenbaum staff and authorized the Clerk/Treasurer/Administrator to forward the changes to Doran Viste, the Assistant Attorney for the City of Madison; 2nd by Supervisor Teuscher. Motion carried 4-0. 2e. Review draft 2026 detailed budget: Wright stated that he has updated the 2026 budget to reflect cost of living adjustments for staff and updated health premiums. He discovered an error in the Town share of health insurance for Steve Kearney, which has been corrected. Kearney is considering changing health care providers. If that change is requested, the new amount will be reflected in the document presented at the October 22, 2025 meeting. 2025 year-to-date income and expense numbers will continue to be updated. Tonight’s copy does not include the Q4 distribution of State Transportation Aid or Q3 room tax or cable franchise taxes. Wright recommends that the dedicated funds from the road outlay account be moved by budget amendment in 2026 after all bills are paid and once the results of the Local Road Improvement grant are known. 3a.
