Blooming Grove Town Board Meeting Minutes for September 10, 2025 Vice-Chair Teuscher called the meeting to order at 5:30 PM. Other Town Board members in attendance were Supervisor Schroeder and Supervisor Woznick. Supervisor Young and Chair Bristol provided prior notification regarding their absence this evening. Also in attendance were Clerk/Treasurer/Administrator Wright, Public Works Supervisor Cory Buske, and Deborah Sellers. The Pledge of Allegiance was recited by those present. Clerk/Treasurer/Administrator Wright confirmed proper proof of posting. There were no changes to the agenda. 2a. Change the dates of Town Board meetings in November to the 5th and 19th to avoid Thanksgiving week: The regular meeting schedule in November would normally be on the 12th and 26th. The Thanksgiving holiday falls on Thursday, November 27th this year. Supervisor Woznick moved to approve November 5th and 19th as the Town Board meeting dates this year; 2nd by Supervisor Schroeder. Motion carried 3-0. 2b. Updates, if any, for Webb Avenue stormwater infrastructure: Public Works Supervisor Buske reported that he met with a representative from Capitol Underground. Buske stated that he requested an estimate for a “worst case scenario” for the section of buried stormwater infrastructure along Webb Avenue that is still corrugated metal pipes. McCann’s Underground has not responded with an estimate to jet and vacuum the catch basins within this system. Without objection, the item will be added to the next agenda when the estimate is available. 2c. Update with possible action regarding the City of Madison building inspection contract, to begin on January 1, 2026: Vice-Chair Teuscher stated that he reviewed the draft agreement included in this evening’s packet and found it to be comprehensive in scope. C/T/A Wright will need to turn over past building permits to the City of Madison after the transitions proposed for January 1, 2026. Wright will request the Town’s portion of the database from the current contractor, Safe Built, that is posted to the online application Community Core. Vice-Chair Teuscher moved to proceed with the transition of building inspection services with the City of Madison; 2nd by Supervisor Woznick. Motion carried 3-0. 2d. Review and possibly amend park shelter rental agreement and public posting of when the shelter has been reserved: Wright reported he received an email complaint about the party that reserved Thurber Park on September 6, 2025 from a neighbor to the park. Wright confirmed with the party who reserved the location that they had stayed beyond the closure time of 10 PM to clean. The applicant further confirmed they were visited by a Dane County Sheriff’s Deputy, but that the amplified music was not excessive. The person was made aware of the complaint of staying beyond posted hours and a noise nuisance. Later in the day, Wright contacted the southeast precinct and they confirmed they had been contacted at 10 PM and 10:36 PM with a complaint, but were unable to investigate until around midnight when they requested the gathering disband. When Buske reviewed the Park the following Monday, it was cleaned and very little waste was left in the recycling/trash carts provided by the Town. Wright recommended that the local Ordinance and associated application contain similar language and time restrictions when reserving any of the three shelters; they currently differ. Furthermore, the application and ordinance should strengthen the possibility of forfeiture of the $100 deposit if any or all of the restrictions are violated. The return of the deposit could be delayed particularly if a complaint results in a visit by law enforcement requiring the Clerk to request a report. It was noted that some violations could result in the denial of a future permit. Wright received feedback from the Board supervisors present regarding a verbal review of the restrictions before accepting the rental fee and damage deposit. It was further recommended that Wright share a copy of the issued permit with the southeast precinct for the Dane County Sheriff with a request for them to drive by during the event’s scheduled hours. Buske thought a page on the Town website dedicated to this information, including a calendar of when each shelter has been reserved, would likely reach the target audience with these important points (the packet included City of Mineral Point web pages related to their shelter rentals that Wright designed when he worked there). The dates the shelters are reserved should be posted at each shelter to avoid possible conflicts between those who have paid to secure the space ant those who might show up without a paid reservation. Without objection, the item should be added to the September 24, 2025 agenda for additional discussion and review of proposed changes to Ordinance 9.02, application, and Town website. 3a. Minutes of August 27, 2025 Town Board Meeting: Supervisor Schroeder moved to approve the minutes of the August 27, 2025 Town Board meeting, as presented; 2 nd by Vice-Chair Teuscher. Motion carried 3-0. 3b. Approval of Vouchers: Supervisor Schroeder made a motion to approve the vouchers, as presented; 2nd by Supervisor Woznick. Motion carried 3-0. 4. Public Comment: Deborah Sellers noted that there are 781 days left before the Town of Blooming Grove is fully attached to the City of Madison. She continues to request the restoration of shrubs and tree in Thurber Park. Wright reported that there was money in the 2025 budget to replace a computer. Instead, he used that fund to increase the RAM on his computer and replace the HDD drives on his computer and the computer for the Public Works Supervisor with solid state drives. Boot times are now around 20 seconds rather than several minutes. All computers have had the Norton Small Business software installed and all relevant files backed up to the cloud. The two main computers have been updated from Windows 10 to Windows 11. The ancillary computer at the front counter used for tax collection was updated from Windows 7 to Window 10. The Norton software should adequately protect it from malicious software in the absence of updated definitions ordinarily available through Windows Security and Firewall. Wright noted that simultaneous to budget preparation, he will need to prepare for the four elections in 2026, including training election inspectors. 5. Adjournment: Vice-Chair Teuscher moved to adjourn the meeting; 2 nd by Supervisor Schroeder. Motion carried 3-0 at 6:02 PM. Minutes written and submitted by John Wright Town Clerk/Treasurer/Administrator Approved: September 24, 2025
