Blooming Grove Town Board Meeting Minutes for August 27, 2025
Chair Bristol called the meeting to order at 5:30 PM. Other Town Board members in attendance
were Supervisor Schroeder and Supervisor Young. Supervisor Teuscher and Supervisor Woznick
provided prior notification regarding their absence this evening. Also in attendance were
Clerk/Treasurer/Administrator Wright and Deborah Sellers.
The Pledge of Allegiance was recited by those present. Clerk/Treasurer/Administrator Wright
confirmed proper proof of posting. There were no changes to the agenda.
2a. Consider City of Madison request for written approval for possible acquisition of Terra
Construction lands for possible Glacial Drumlin Trail extension: The Town had received a
request by email from Aaron Canton of the City of Madison Engineering Division on August 15,
2025. The City of Madison is planning to extend the Capital City – Glacial Drumlin Trail. One
alternative would involve a new path on the south side of the Wisconsin & Southern Railroad
(WSOR) track. This scenario requires acquisition of rights from WisDOT along the railroad right-of-
way and written approval from the Town of Blooming Grove and Dane County. Chair Bristol asked
Supervisor Young, who is Chair of the Town Plan Commission, whether this should be referred to
the Plan Commission first. Young declined review by the Commission. The email to the Town
from Canton did not indicate whether Terra Construction had been notified of the proposal.
Chair Bristol moved to approve, in writing, the proposed alternative trail extension location to the
east of Vondron Road along the south side of the railroad right-of-way; 2nd by Supervisor Young.
Motion carried 3-0. Without objection, C/T/A Wright will compose and submit the written response
to the City of Madison.
2b. Updates, if any, for Webb Avenue stormwater infrastructure: Wright reported that Cory
Buske, the Town Public Works Supervisor met with a representative from Capitol Underground to
conduct a site review. Buske had requested a scope of work and estimate if the main had to be
replaced along Webb Avenue to the point where the corrugated metal pipes transition to concrete
tubes. There is no other update or estimate at this time.
2c.
Planned absences for Clerk/Treasurer/Administrator on September 4th and 5th and
October 7th and 8th for vacation and training: Wright will take a short vacation in September and
will attend training in the Wisconsin Dells to retain his Assessor 2 license through the Wisconsin
Department of Revenue in October. Deputy Clerk Kellene Leicht is available to run the office
during these absences.
3a. Minutes of August 13, 2025 Town Board Meeting: Supervisor Young moved to approve the
minutes of the August 13, 2025 Town Board meeting, as presented; 2nd by Chair Bristol. Motion
carried 3-0.
3b. Approval of Vouchers: Supervisor Schroeder made a motion to approve the vouchers, as
presented; 2nd by Supervisor Young. Motion carried 3-0.
4. Public Comment: Deborah Sellers reported that the stop sign at Thurber and N Fair Oaks had
been defaced and is requesting replacement. Sellers is interested in serving as an election
inspector. She can access her email and conduct online training at the public library. Supervisor
Young and Chair Bristol will be absent at the September 10, 2025 Board meeting. Wright noted
that the Board typically reviews the balances and proposed uses of outlay accounts at this first
meeting in September as well as cost of living adjustments for public works staff in closed session.
Wright recommended deferring these topics until the September 24, 2025 meeting in hopes that all
members are in attendance; without objection. Wright is working on a draft of the 2026 budget and
confirming the numbers from prior budgets before presenting to the Board.
5. Adjournment: Chair Bristol moved to adjourn the meeting; 2
nd by Supervisor Schroeder.
Motion carried 3-0 at 5:46 PM.
