Blooming Grove Town Board Meeting Minutes for August 13, 2025
Chair Bristol called the meeting to order at 5:30 PM. Other Town Board members in attendance
were Supervisor Teuscher, Supervisor Woznick, and Supervisor Young. Supervisor Schroeder
provided prior notification regarding her absence. Also in attendance were
Clerk/Treasurer/Administrator Wright, Public Works Supervisor Cory Buske, and Deborah Sellers.
The Pledge of Allegiance was recited by those present. Clerk/Treasurer/Administrator Wright
confirmed proper proof of posting. There were no changes to the agenda.
2a. Storm water infrastructure on Webb Avenue at N Fair Oaks Avenue: Public Works
Supervisor Cory Buske provided a report to the Board about the condition of corrugated metal pipe
(CMP) culverts that direct stormwater from inlets below Webb Avenue into the larger elliptical CMP
main that eventually empties into Starweather Creek to the east. Initially, he was contacted about
a small pavement failure by one of the inlets that led to the discovery when making the repair.
East of N Fair Oaks, the main is constructed of concrete. It is likely the condition has existed for
years without ill-effect. McCann’s Underground was contacted about possibly jetting/vacuuming
these tubes so that a clearer picture of the condition can emerge and to reduce sedimentation in
the catch basins. It was noted that the main is within the road right-of-way, but outside of the
paved surface. There are some concrete driveways and mature trees that would be challenging
obstacles if the main ever requires replacement. Capitol Underground has agreed to visit the
location at some point in the future to establish the scope of the problem. C/T/A Wright was
directed to find out the cost to replace the main with concrete pipe on Thurber Avenue and report
back to the Board; without objection. There followed a brief discussion regarding whether to notify
the City of Madison about the issue. Without objection, Wright is to reach out to Anne Anderson at
Mead and Hunt for her opinion/advice.
Chair Bristol moved to authorize Supervisor Buske to further explore cleaning/vacuuming the
system from McCann’s Underground and to solicit a plan of action from Capitol Underground; 2nd
by Supervisor Young. Motion carried 4-0.
2b. Dane County Clerk request to update or replace election equipment – Wright reported that
he attended training on July 24, 2025 for Dane County Clerks. Dane County has requested that
municipal clerks update or replace their voting tabulators and marking devices. According to
Wright, he contacted the City of Madison to find out their preference because they will inherit the
equipment in two years. He received a response that the preference is to update the two pieces of
equipment owned by the Town rather than replace.
Motion by Supervisor Teuscher to update the election scanner and ballot marking device; 2
nd by
Supervisor Woznick. Motion carried 4-0. Without objection, Wright will find out the cost from Kyle
Weber, our ES&S account representative.
2c. Review quotes to scan 1850-1929 Town Board minutes and other documents with
possible action: Wright shared the per page bid cost (double spread) for Micro Systems and for
CH Coakley. Coakley would be approximately a quarter of the price, but they did not have
equipment specifically designed for the task which affected the clarity and distortion of sample
images they shared. Although Micro Systems was a higher price, including travel, the quality was
deemed superior. A third option presented by Wright, is for him to use the in-house scanner, but
he would have to create an adjustable support so that the spine of the bound volumes and their
pages are not damaged.
Supervisor Woznick moved to approve the proposal from Micro Systems, to include the cost of
pickup and delivery; 2
nd by Chair Bristol. Motion carried 4-0.
2d. Increase to annexation income requiring another budget amendment: Wright reported that
the compensation for the parcels comprising the Voit Farm annexed by the City of Madison in 2022
had been calculated by former C/T/A Wolf. However, the invoices he sent in 2023 and 2024 did
not include that amount and the 2025 budget did not include this additional income. The City
agreed they owed the Town for the prior two years and this year and added it to their distribution
received to the Town’s account this past Monday. The $8,700+ will be accounted for in the next
budget amendment. Wright had a printed copy for each Board member to show that the first
amendment to the 2025 budget has been incorporated and that other areas were in need of future
adjustments. Ordinarily, a budget is amended once a year, but under the extraordinary
circumstances for the next three years, it is best to amend more frequently so that the 2026 and
2027 budgets can more nearly reflect projected costs and factor in a cushion for future
contingencies.
3a. Minutes of July 23, 2025 Town Board Meeting: Supervisor Young moved to approve the
minutes of the July 23, 2025 Town Board meeting, as presented; 2
nd by Supervisor Teuscher.
Motion carried 4-0.
3b. Approval of Vouchers: Supervisor Teuscher made a motion to approve the vouchers, as
presented; 2nd by Supervisor Woznick. Motion carried 4-0.
4. Public Comment: Deborah Sellers noted that the Plan Commission has not met since April 9,
2025. She was hoping that they would take up the matter to replace a tree and shrubs removed by
ATC in the past. She reminded those present that she asked the Board to add her request to their
agenda and was told that the Board would consider the matter until they receive a
recommendation from the Plan Commission. Clerk/Treasurer/Administrator Wright provided a brief
report regarding scanning progress, and scanned documents collected from the Town by the
Wisconsin Historical Society and the Historic Blooming Grove Historical Society to add to their
collections. Supervisor Young and Chair Bristol will not be able to attend the Board meeting on
September 10, 2025 and Supervisor Teuscher will be unable to attend the Board meeting on
August 27, 2025.
5. Adjournment: Chair Bristol moved to adjourn the meeting; 2
nd by Supervisor Teuscher.
Motion carried 4-0 at 6:13 PM.
