Blooming Grove Town Board Meeting Minutes for July 23, 2025 Chair Bristol called the meeting to order at 5:30 PM. Other Town Board members in attendance were Supervisor Teuscher, Supervisor Woznick, Supervisor Schroeder and Supervisor Young. Also in attendance were Clerk/Treasurer/Administrator Wright and Deborah Sellers. The Pledge of Allegiance was recited by those present. Clerk/Treasurer/Administrator Wright confirmed proper proof of posting. There were no changes to the agenda. 2a. Follow-up report with negotiations with SafeBuilt to extend our building inspection contract beyond their proposed termination date and updates from the City of Madison regarding taking over our building inspection contract: Clerk/Treasurer/Administrator Wright provided a brief update. Dave Hendrix, the Wisconsin Operations Manager for SafeBuilt, agreed to extend the existing building inspection contract until December 31, 2025. The Town was contacted earlier this year that the contract would be terminated, effective September 12, 2025. Wright has been coordinating with the City of Madison to take over the contract thereafter. Supervisor Schroeder moved to proceed with preparations for the City of Madison to take over the building inspection contract, to prepare an intergovernmental agreement towards that end, for the Town to work towards the adoption of the City of Madison’s building code, and an amendment to the Town fee schedule to reflect updated costs; 2nd by Supervisor Woznick. Motion carried 5-0. 2b. Scheduled public hearing of the Dane County Drainage District 27 regarding bills/special charges to be added to 2025 payable 2026 tax bills: Wright explained that residents and business owners east of N Fair Oaks, north of Milwaukee Street, south of Highway 30, and west of Stoughton Road received a bill from the Dane County Drainage District Board for expenses in District 27. A public hearing will be held at the Town of Bristol Town Hall on August 14, 2025. The Town mailed the notice and cover letter to the property owners in this portion of the District within the Town of Blooming Grove after a voicemail left for the district’s attorney had not received a response. The work was performed along Hanson Road in the Town of Burke with charges assessed to more than one thousand property owners within the district. 2c. Resolution to amend the 2025 budget: Wright reviewed the expenses that were over budget which were identified at the July 9, 2025 meeting and the proposed shifts of funds from other expense budget lines and outlay accounts to cover the overages. Wright asked for advice from the Board regarding $2,020 for underbudgeted expenses related to the support of the Town website ($2,020) and for the contractual services provided by Johnson Block & Associates ($1,000). Chair Bristol moved to approve Resolution 2025-1 to amend the 2025 budget, as proposed, and further directed the C/T/A to apply surplus room tax collection to cover the overages related to the website and contractual services provided by Johnson Block; 2nd by Supervisor Teuscher. Motion carried, 5-0. It was noted that the income for room tax has yet to exceed the amount budgeted for 2025, so the projected income for this line or interest on investments could be increased to balance the shortfall for the two expense accounts identified. 3a.
