Blooming Grove Town Board Meeting Minutes for June 25, 2025
Chair Bristol called the meeting to order at 5:30 PM. Other Town Board members in attendance
were Supervisor Teuscher, Supervisor Woznick, and Supervisor Schroeder. Supervisor Young’s
absence was approved beforehand. Also in attendance were Clerk/Treasurer/Administrator Wright
and Deborah Sellers.
The Pledge of Allegiance was recited by those present. Chair Bristol confirmed proper proof of
posting with the Clerk/Treasurer/Administrator. There were no changes to the agenda.
2a. 2025-26 Operator’s Licenses for Kelly Hamel and Christy Reick: Wright reported that both
applications are complete, the fees paid, and no relevant activity revealed in their background
checks. He recommended approval.
Supervisor Teuscher moved to approve the operator licenses for Kelly Hamel and Christy Reick;
2nd by Supervisor Schroeder. Motion carried, 4-0.
2b. Renew website hosting through TownWeb: Wright reminded those in attendance of the
posting issues that Mike encountered in October of last year. In spite of working with support, the
ongoing problems did not clear until the end of March of 2025. Since then, the website has
functioned flawlessly. Although Wright had received a quote from another local vendor for less
money, the Board should consider whether the difference is worth any problems that might arise
when transferring files between the two services. The annual hosting was prepaid on January 1,
2025. The one-time cost to continue with TownWeb using their new proprietary platform (i.e., not
WordPress) is $1,500.
Supervisor Woznick moved to approve the continuation of service with TownWeb and to opt-in to
their proprietary platform at a one-time cost of $1,500; 2
nd by Chair Bristol. Motion carried 4-0.
2c. Income Continuation Insurance: Wright stated employees who are already enrolled in the
Wisconsin Retirement System also qualify to enroll in Income Continuation Insurance (ICI). The
policy will replace 75% of employee wages if the qualifying employee is unable to work due to
sickness or injury, both short and long term. The Town had not participated in this program in the
past. According to Wright, neither the employee nor the employer are required to pay a premium
through March 31, 2027 for this coverage (State employees and employers currently pay
premiums). To apply, the Town will need to approve this measure by resolution; a draft is included
in the packet. If the Board members approve the measure, they will need to decide the elimination
period. Wright recommends the 30-day option. He has notified the two public works staff; all three
qualifying staff would like to participate.
Chair Bristol moved to approve the Resolution for Inclusion Under the Income Continuation Plan
with the employer 30-day elimination period; 2nd by Supervisor Teuscher.
Discussion: Supervisor Teuscher asked whether, following the guaranteed premium holiday period,
whether the premiums (if any) will be known prior to the adoption of the 2027 budget in November
of 2026. Wright speculated that he will receive a similar email in June of that year about this
program. The motion carried 4-0.
3a. Minutes of June 11, 2025 Town Board Meeting: Supervisor Teuscher moved to approve
the minutes of the June 11, 2025 Town Board meeting, as presented; 2
nd by Supervisor Woznick.
Motion carried 3-0 with one abstention.
3b. Approval of Vouchers: Supervisor Schroeder made a motion to approve vouchers, as
presented; 2nd by Supervisor Teuscher. Motion carried 4-0.
4. Public Comment: Wright stated that the Statement of Assessment was filed online by the Dane
County land lister. There was a delay filing this online report until the Real Estate Division at
American Transmission Company filed a UT-149 for both locally exempt parcels with the WI DOR
and local assessor. Wright has scheduled for a representative from RH Coakley to pick up an
oversized, bound volume of Town Board minutes to create a proof of concept and proposal for
scanning documents from 1850 until 1927 not possible to conduct with Town resources. Similarly,
Wright is scheduled to speak to a representative from Gordon Flesch the Friday to see whether we
can exchange the leased printer/scanner/copier for a model able to accommodate the bound
volumes from 1928 until 1940 that can open flat, but exceed the maximum size for the current unit.
Andrew Baraniak from the Wisconsin Historical Society has been contacted to see whether he can
pick up the documents scanned to date. It was noted that most lawns in excess of 8” in height
have been addressed by the owners. Two properties have replaced traditional lawns with prairies,
so Town staff have been monitoring those to make certain they are native grasses and flowering
forbs and not noxious weeds. Justin Montani, the Town’s liaison at GFL (formerly LRS), stated that
the informational flyer with the new trash/recycling schedule was mailed on Monday, June 23,
2025. Some sort of notice will also be attached to carts during this Friday’s collection. Notification
is posted on the Town website along with a digital version of the publication.
5. Adjournment: Chair Bristol moved to adjourn the meeting; 2
nd by Supervisor Teuscher.
Motion carried 4-0 at 5:45 PM.
